    UNDP presence in Barbados is a Multi-Country Office that covers the Organization of Eastern Caribbean States (OECS), including Anguilla, Antigua and Barbuda, the British Virgin Islands, the Commonwealth of Dominica, Grenada, Monserrat, Saint Lucia, St. Kitts and Nevis, and St. Vincent and the Grenadines.

    Under the guidance and supervision of the Deputy Resident Representative, the Programme Analyst, is responsible for management of programme within their thematic area. The Programme Analyst analyzes political, social and economic trends and leads formulation, management and evaluation of programme activities within his/her portfolio, provides policy advice services.

    The Programme Analyst supervises and leads the project managers/coordinators of the projects under the given thematic area. S/he works in close collaboration with the programme and operations teams, programme personnel in other UN Agencies, UNDP HQs staff and government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation.

    Summary of Key Functions:

    • Effective programmatic and operational oversight as well as programme assurance;
    • Ensure the establishment and maintenance of strategic partnerships and implementation of the resource mobilization strategy; 
    • Management of the programme results to contribute to the CO programme;
    • Ensure top quality policy advice services and facilitation of knowledge building and management.
    • Implementation of effective RBM, Planning, Monitoring and Evaluation policies and strategies

    1.    Ensures effective programmatic and operational oversight as well as programmatic assurance of the Poverty and Governance thematic windows focusing on achievement of the following results:

    • Provide strategic programming, administrative and operational implementation guidance and support to programme and project teams in areas of Poverty and Governance.
    • Perform quality assurance role on programme and project management within the areas of Poverty and Governance across the project cycle as per POPP and PPM principles to ensure that projects are designed, implemented, QAed, monitored, reported and evaluated in line with UNDP rules, procedures and the project documents.
    • Maintain overview of project level monitoring systems, tools and approaches and ensures that these are in line with UNDP’s corporate policies and CO approaches. Ensures that ATLAS information is accurate and corresponds with UNDP’s quality standards.
    • Work closely with the project teams to ensure that AWPs and project implementation plans are developed, well formulated and updated in line with programmatic standards and agreements with the partners (IP and donors), POPP and SOPs.
    • Ensure timely elaboration, monitoring and implementation of the HR, procurement and communications projects plans.
    • Ensure compliance of all projects under the portfolio in accordance with UNDP Financial Rules and Regulation as well as donors’ requirements.
    • Organise regular reviews to track implementation and budget delivery to inform the Project Managers/Coordinators on the progress in project execution (programme and financial) and coordinate revisions and corrective action;
    • Monitor the implementation and revisions of the project M&E plans in cooperation with M&E Analyst and the project teams. Ensure that project’s monitoring mechanisms are designed and implemented according to UNDP standards and the POPP;
    • Ensure that project reports (quarterly, annual and final) and relevant ad-hoc documents are developed in good quality and consistent with donor agreements, POPP and CO standards;
    • Ensure that projects’ mid-term reviews, evaluations and audits are organised according to the agreed schedule in close collaboration with the project teams.
    • Coordinate inputs and finalise documentation such as ToRs, work plans for evaluators and auditors;
    • Monitor the follow-up on, and implementation of recommendations resulting of evaluations;
    • Support the Project Board meeting organization including to the efficient development of good quality documents prior to submission to the Project Board, to develop and to review minutes of the meeting.
    • Perform different roles in UNDP corporate online systems including but not limited to ATLAS, CSP and intranet to support the implementation and quality assurance of the responsible programme and projects.
    • Support to the CO in the development and maintenance of partnerships with UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the responsible areas based on strategic goals of UNDP, country needs and donors’ priorities;
    • Assist to develop and strengthen national and local institutions as well as processes for strengthening Poverty and Governance.
    • Analysis and research of information on partners and donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities, active contribution to the overall office effort in resource mobilization.
    • Support the development of RM strategy for the unit and proposals as required including synthesis and provision of inputs to the development and implementation of a donor intelligence strategy under the supervision of direct supervisor. This includes supporting the implementation of RM strategies.
    • Participate in the development of specific donor fund-raising strategies and proposals as well as undertake relevant follow-up actions.
    • Identification of opportunities based on partner-specific intelligence and the competitive landscape and where the CO competency strengths overlap with partner/client needs.
    • Analysis of key development and sectoral policies currently being discussed and implemented in the country and key donors’ priorities and willing to support these policies.
    • Support the identification of emerging sources of funding; assessment of their current usage and potential for the future.   

    3.    Ensures effective management of the CO programme within the responsible areas to ensure efficient programme management under the country programme focusing on the following results:

    • Support the development/preparation of different types of corporate reports and documents i.e. ROARs/IWPs and indicators as well as project updates and other relevant corporate requirements in ATLAS and the corporate planning system. Including regular monitoring of the programme delivery as part of the overall CO delivery;
    • Ensure appropriate programme’s and projects’ reporting through effective application of RBM tools, establishment of management targets (BSC) and monitoring progress and achievement of results;
    • Facilitates research, analysis and assessments on specific and topical Poverty and Governance issues;
    • Support the initiation of a project, presentation of the project to PAC, closure and evaluation of projects;
    • Participate in recruitment processes for projects;
    • Financial and substantive monitoring and evaluation of the projects. Identify operational and financial problems and development of solutions options according to UNDP rules and regulations;
    • Support and participate in audit, MTR, impact evaluations and other types of evaluations of programme and projects when required;
    • As part of the programme financial management, ensure timely and adequate collection of GMS and DPC of all projects in the portfolio;
    • Aggregate and update reports and briefing notes on programme results, activities, outputs and outcomes.
    • Support the technical advisors to ensure top quality advisory services are provided to the programme’s and projects’ stakeholders.
    • Sound contributions to knowledge networks and communities of practice. Maintain the stakeholders’ and documents’ database, both online and offline, in close collaboration with the project teams.
    • Organization of trainings for the operations/ projects staff on programme related issues when required.Promote programmatic and operational innovation.
    • Contribute to the professional development of team members, facilitating an enabling environment for growth and positive team dynamic.
    • Support to monitoring and content updates of the responsible areas in CO’s website, social media and other platforms to ensure the accuracy and consistency.
    • Ensure that project results are communicated, and the unit team communicates properly using both formal and informal channel, including UNDP website and others, blogs, articles in newspapers, social media and others.

     

    • Provide technical advice to programme and operations staff at the design stage of programmes/projects. Assist in determining accurate, realistic and measurable baselines, indicators and targets at the project level, ensuring the evaluability of the projects;
    • Review project proposals (e.g. situation analysis, monitoring and evaluation framework, management arrangements, etc.) and provide substantive comments;
    • Adapt/develop monitoring and reporting templates. Constant monitoring and analysis of the programme environment, measuring the impact and advise for timely readjustment of programme as applicable;
    • Coordinate annual review of the Sub-regional Programme Document (SPD) and actively involved in developing and monitoring the implementation of the Sub-regional Implementation Plans (SIPs);
    • Follow up on audit recommendations. All exceptions are timely reported;
    • Provide inputs to the evaluation workplan, analysis and proposals on topics, and projects/programme to be evaluated;
    • Support the development of an Integrated Monitoring and Evaluation Plan (IMEP), and keep it updated;
    • Identify and formulate evaluation findings, lessons learned and recommendations to be integrated into broader EO knowledge management efforts, disseminated in learning events and channeled into decision-making processes;

    Perform other duties within your functional profile as assigned and deemed necessary for the efficient functioning of the office

    Impact of Results

    The key results have an impact on the success of country programme within specific areas of Planning, Monitoring and Evaluation, Poverty and Governance.     Education:

    • Advanced university degree in Business Administration, International Development, Public Administration, Economics, Political Sciences, Social Sciences or related fields.

    Experience:

    • Minimum 2 years of relevant experience at the national or international level in programme and project management, as well as in design, monitoring and evaluation and reporting of development projects;
    • Working Experience in multi-cultural environment is required;
    • Ability to work in a team and ability to lead is required;
    • Experience providing management advisory services and hands-on experience in design, monitoring and evaluation of development projects;
    • Progressively responsible professional experience in Economic planning and recovery and/or Governance related projects an asset;
    • Previous experience in project management in Poverty Reduction and/or Governance related projects would be an asset;
    • Demonstrated experience working with national governments, communities, and diverse stakeholder groups an asset;
    • Experience in the Caribbean region desired;
    • Demonstrated evidence of research and reporting skills (e.g. published papers);
    • Demonstrable computer skills including Microsoft Office;
    • GIS and/or statistical analysis skills would be a strong asset.

    Language Requirements:  Fluency in written and spoken English
