1. Organizational Context

Organizational Setting

The post is located in the Regional Bureau for Arab Countries,Development Sector. The Bureau provides advisory services and manages thecapacity building and technical assistance programs of the Organization fordeveloping and least developed countries in the Arab region throughcoordination with various sectors within the Organization and/or outsourcingwork to external experts.

Purpose Statement

The incumbent is responsible for the Organization’s technicalassistance and capacity building programs for countries/organizations andcross-country issues assigned. The incumbent will perform the dual function ofcountry/organization desk officer for assigned countries/organizations toleverage the use of intellectual property (IP) for development, as well assupport the design, implementation and monitoring of technical assistanceprograms and other project-based initiatives, using the results-basedmanagement framework, in line with the Organization’s biennial and annual workplans.

Reporting Lines

The incumbent works under the supervision of the Director of the Bureau.

2. Duties and Responsibilities

The incumbent will perform the followingprincipal duties:

a. Locateand analyze specific IP for development data for the assignedcountries/organizations and issues, identify and assess development demands andchallenges of these countries, analyze and interpret the political,socio-economic and legal setting, and design, plan and evaluate IP developmentprojects in response to the need of various national IP stakeholders.

b. Provideinformation and advice with respect to schedules, arrangements and methodsrequired for project implementation management with country/organizationauthorities, implementing partners and other stakeholders, as well as relevantOrganization project staff.

c. Participatein missions, briefings and meetings in order to monitor and expedite projectimplementation, apply approved monitoring and evaluation mechanisms, andutilize information obtained as an input to corrective decision-making andrevisions.

d. Establishand maintain good relations with different sectors within the Organization andother project stakeholders and partners, and outreach to public and private IPstakeholders in relevant countries/organizations in the Arab region.

e. Carryout required research, and prepare analytical studies and regional, country orsectoral analyses in support of the elaboration, development, implementation,coordination, monitoring and evaluation of projects and activities.

f. Preparea variety of reports, including but not limited to, implementation, progressand final reports as well as financial and results reports, risk-assessmentreports, project assessment documents, project and budget revisions, programperformance evaluations, and the annual budget and work plan, in order tocontribute to reporting requirements.

g. Assistwith, and participate in, the development and maintenance of databases andother information management and reporting systems.

h. Performother related duties as required.

3. Requirements

Education

Essential

First-level university degree in international relations, law,economics, development studies or a related discipline.

Desirable

Advanced university degree in international relations, law,economics, development studies or a related discipline.

Project management certification.

Experience

Essential

At least six years of relevant professional experience at thenational or international level, including in the field of technical assistance,capacity building or development. Anadvanced university degree in one of the aforementioned disciplines may be accepted in lieu oftwo years of relevant experience .

Experience with, and knowledge of, the political, socio-economic,cultural and legal systems of developing and least developed countries in theArab region.

Experience working in the field of IP or international relations.

Desirable

Project management experience.

Experience with and understanding of Results-Based Management.

Language

Essential

Excellent knowledge of written and spoken English and goodknowledge of written and spoken Arabic.

Desirable

Knowledge of French.

5. Inform ation

Mobility: WIPOstaff members are international civil servants subject to the authority of theDirector General and may be assigned to any activities, office or duty stationof the Organization. Accordingly, the selectedcandidate may be required to move from time to time to new functions and/or toanother duty station.

Annual salary :

Totalannual salary consists of a net annual salary (net of taxes and before medicalinsurance and pension fund deductions) in US dollars and a postadjustment. The post adjustment (cost of living allowance) is variableand subject to change without notice in accordance with the rates as set withinthe UN Common System for salaries and allowances. The figures quotedbelow are based on the October 2019rate of 76.7%
