Under the general supervision of the Deputy Representative, the PMR specialist contributes to the design/planning and implementation of the country programme, the monitoring and oversight of programme activities, and the reporting on programme results. The PMR specialist also provides support to the evaluation function and ensures that findings from evaluations and research feed into country programme design and adjustments.

By overseeing the Knowledge Management officer (UNV), the PMR ensures that necessary structures and processes are established in order to enable staff to access the right information at the right time.

As part of the wider UN, the PMR specialist supports the planning and monitoring of the UN Partnership Assistance Framework (UNPAF) with the Royal Thai Government.

The PMR specialist contributes to strengthening of office capacities with regards to planning, monitoring, results-based reporting and knowledge management.

Major Responsibilities

1. Programme Planning, Design and Monitoring The Country Office has well designed planning documents with a logic theory of change and results chain, SMART programme results, clearly defined indicators and implementation strategies, including the Country Programme Document and its annexes, the annual/rolling workplans, the annual/rolling management plan and a realistic plan for strategic research and evaluation activities.

Duties & Tasks

  • Contribute to the design of the country programme and results structure, including the preparation of the main documents: CPD, strategy notes, CPAP, annual and rolling workplans, annual management plan and other relevant documents ensuring adherence to UNICEF policies and guidelines.
  • Ensure results are specific, measurable, achievable, relevant and time-bound.
  • Lead the development of the monitoring framework and processes.
  • Coordinate and provide oversight to the operationalization of the CPD through the development of workplans with government and Civil Society organizations.
  • Develop a realistic plan for strategic research and evaluation activities to generate relevant information for the country programme.
  • Provide technical advice to programme staff and their partners on planning and monitoring to strengthen the overall quality of their partnership documents (work plans, partner project under a PCA, etc.)
  • Act as the Secretary of the Partnership Review Committee, including pre-meeting quality review of the documentation and filing.
  • Contribute to the UNPAF planning and monitoring and other UN coherence planning.

2. Programme Performance Monitoring Progress towards expected annual and multi-year results is tracked and assessed periodically together with all concerned partners.

Duties & Tasks

  • Coordinate with programme sections and relevant partners to ensure that monitoring systems are properly designed, and that data collection and analysis from field visits are coordinated and standardised across programmes to feed into to programme performance monitoring, (including during humanitarian response if necessary).
  • Coordinate periodic office-wide stock-taking exercises (Annual Review, Mid-year review, Mid-term Review etc.) which involve all relevant partners during which the data and information from monitoring activities is assessed and used for programme adjustments.

3. Reporting and Knowledge Management The country office produces timely high-quality results-based annual reports and donor reports (as needed) using data and information from monitoring, research and evaluation activities. The office benefits from structures and processes for generating, capturing, sharing (internally and externally), storing, accessing and using relevant information; and tools for effective collaboration.

Duties & Tasks

  • Coordinate the development of the Annual Reports and provide quality assurance to ensure they are timely, results-based, evidence based, and well-written.
  • Provide guidance and quality assurance in the preparation of high-quality donor reports including funding proposals, using standardizing formats, contents and ensuring adherence to donor requirements.
  • Develop briefing and knowledge-sharing materials about the Country programme and the situation of children in Thailand targeted to the audience (donors, partners or senior UNICEF staff) and manage any visits to Thailand.
  • Establish and maintain a proposal database to target partnerships against programme needs in the context of Thailand, and to inform management on development, submission status of proposals and to monitor funding received and utilized.
  • Track the progress of knowledge generating activities (in particular research and evaluations), update IMEP and EISI and ensure that synthesized user-friendly materials are developed based on the findings and used for advocacy, learning and programme adjustment.
  • Provide guidance, support and quality assurance to research activities as a member of the research committee.
  • Together with the Innovations Focal Point, put in place structures and tools for information management (ex. Dashboards, Sharepoint, etc.) and ensure that Thailand country office has a well-structured cloud-based system for storing, labelling, organizing accessing and collaborating on documents.
  • Ensure that important meetings, decisions and processes are well documented, and documentation is easily accessible.
  • Supervise Knowledge Management officer.

4. Capacity Building The planning, monitoring and reporting capacities of Country Office staff meet the expectations and requirements of their positions and responsibilities.

Duties & Tasks

  • Promote awareness and understanding of the shared responsibility for planning, monitoring and reporting among all staff members through communication, training, learning and development activities.
  • Utilize a range of appropriate skills building strategies including self-learning, seminars and workshops and practical experience in order to ensure that UNICEF and UN staff have the basic knowledge and skills in applying new Planning and monitoring policies, tools and methods to fulfil their responsibilities.
  • Actively seek partnerships with knowledge institutions for the identification of capacity gaps and development of strategies to address them.

5. Coordination and Networking The UNICEF office is linked to wider UNICEF Planning and monitoring developments in a way that both contributes to and benefits from organizational learning.

Duties & Tasks

  • Collaborate with Regional advisers for overall coordination of planning, monitoring, reporting and knowledge management activities especially those of regional scope requiring the coordinated effort of multiple countries.
  • Undertake lessons-learned reviews on successful and unsuccessful PMR practices in the country programme, and ensure they are shared as appropriate. Similarly, pay attention to PMR knowledge networks to identify innovations and lessons learned that may be relevant for the CO and partners to improve their PMR function and knowledge management.

Qualifications of Successful Candidate

  • Advanced university degree in social sciences, statistics, planning development, planning.
  • Professional work experience in programme development and implementation including monitoring and evaluation activities as follows:

    • Five years of relevant professional work experience
    • Experience in developing country work experience
  • At least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred.
  • Fluency in English and another UN language. Fluency in the national language of the duty station an asset.
  • Knowledge of Project Evaluation.
  • Professional technical knowledge/expertise in the following areas:

    • Evaluation Process Management, Follow-up on Recommendations and Dissemination of M&E results.
    • Demography, statistics, and data management.
    • Methodology of M&E, including theories, standards and models, quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis and interpretation, and statistical inference methods.
    • Activity Monitoring & Evaluation, Evaluation Design, data analysis, and reporting.
    • Emerging international good practice in monitoring and evaluation partnerships.
    • Gender equality and diversity awareness.
