Job Purpose:

Under the direct supervision of the community-based protection officer, The Community Outreach worker is responsible for establishing relationships with communities in the areas of intervention based on trust and cooperation. S/he will aim at strengthening existing community resources, increasing community protection capacities and facilitating continuous two-way communication between INTERSOS and communities. Additionally, the Outreach Worker is responsible for implementing community-based outreach activities to raise awareness, identify vulnerable individuals, support referrals, and strengthen access to protection services. The role ensures effective engagement with affected communities while promoting dignity, safety, and inclusion.

Responsibility:

  • Strengthening the quality and effectiveness of services and activities provided by INTERSOS paying
  • particular attention to social aspects in the communities and to possible issues of exclusion.
  • Support the protection team in understanding the needs of different community groups and
  • ensuring equal and meaningful access to services and activities.
  • Organize and facilitate participatory and community-based protection activities such as community
  • risk mapping, community-led campaigns, community action plans and peer-to-peer support groups.
  • Conduct regular focus group discussions (FGDs) to better understand community perspectives and
  • assist in the development of a community-driven agenda proposing new activities and services.
  • Conduct community-based awareness sessions and campaigns to inform community members on
  • various topics related to identified knowledge gaps and concerns.
  • Assess the capacity and potential of the community to establish community-based protection
  • support system to identify and timely address potential protection risks.
  • Actively identify, document and refer individuals with specific needs and/or protection concerns.
  • Conduct visits to vulnerable individuals with limited mobility, assess their needs and report
  • Accordingly.
  • Provide orientation on available services and how to access them as well as on-going activities at
  • the community centre.
  • Support Protection Monitors in facilitating, collecting and reporting information regarding the
  • overall protection situation and critical individual cases through observation and communication
  • with communities.
  • Write regular reports on the overall protection situation in communities based on data and
  • information collected.
  • Liaise with local stakeholders, government bodies, specialized agencies and service providers in
  • order to strengthen synergies amongst each other.
  • Carry out all tasks respecting key protection principles including but not limited to do no harm
  • non-discrimination, confidentiality and accountability and need-to-know principles.
  • Specific Duties:
  • Conduct regular community sensitization sessions on GBV, PSEA, child protection, and available services.
  • Support behavior changes communication activities using appropriate tools and local languages.
  • Engage community leaders, women’s groups, youth, and people with disabilities to promote inclusion and participation.
  • Disseminate key protection messages in line with organizational standards.
  • Identify people of concern, including survivors of GBV and other vulnerable individuals, in a safe and ethical manner.
  • Provide basic information on available services and facilitate referrals using established pathways.
  • Ensure confidentiality, informed consent, and survivor-centered approaches in all interactions.
  • Establish and maintain trust with community members and stakeholders.
  • Promote community-based protection mechanisms and support community structures.
  • Collect feedback, complaints, and concerns from the community and report through proper channels (including CFM systems).
  • Maintain accurate records of outreach activities, attendance, and referrals.
  • Submit daily/weekly reports to the supervisor.
  • Always ensure data protection and confidentiality.
  • Work closely with case workers, PSS staff, and other sectors (health, nutrition, WASH).
  • Participate in team meetings and training.
  • Coordinate with local authorities and community structures when required

Education & Professional Requirements:

Education

  • University degree or HND in Social Sciences, Social Work, or any field related to Community Development or related field.

Professional experience.

  • Demonstrated experience in working with community structures, including community groups, committees, and Community-Based Organizations (CBOs).
  • Proven experience in participatory approaches, community engagement, and protection mainstreaming.
  • At least 1–2 years’ experience in humanitarian or community-based work (preferably in Borno or similar context).
  • Experience in GBV, protection, or community outreach is an advantage.

Professional requirements.

  • Clear understanding of localization principles and approaches, including do no harm, confidentiality, non-discrimination, accountability, safeguarding, and Prevention of Sexual Exploitation and Abuse (PSEA).
  • Excellent reporting and writing skills
  • Sound and proven understanding of applying protection principles and standards
  • Demonstrated knowledge and commitment to humanitarian principles, gender equity and protection
  • Experience with community engagement, referral systems, and coordination with service providers
  • Experience in planning and facilitating participatory community activities, including dialogues, awareness sessions, and engagement with women, men, and youth
