Background

The OSCE Programme Office in Dushanbe promotes the implementation of OSCE principles and commitments, as well as the co-operation of the Republic of Tajikistan within the OSCE framework in all three dimensions. It is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.

Tasks and Responsibilities

The National Project Officer will work under the Extra-Budgetary Project of “Supporting and Strengthening the Women’s Resource Centres in Tajikistan”, 2nd phase. This is a professional function role supervised by the Head of Human Dimension Department and if you are selected as the National Project Officer, you will perform the following duties:

  • Managing the day-to-day implementation of the Supporting and Strengthening the Women’s Resource Centres in Tajikistan Project; Managing and ensuring smooth and efficient implementation of all project activities; Designing Terms of Reference for the recruited experts in the frame of the project; Serving as he focal point for coordination of the work of the other project staff;
  • Establishing, maintaining and promoting effective working relationships with relevant Project counterparts and stakeholders, including, but not limited to: a) all Departments throughout the Mission; b) Implementing Partners, c) relevant state counterparts, including local Hukumats, local Multidisciplinary Working Groups Combating Domestic Violence and local Committees on Women and Family Affairs, d) other civil society and international organizations operating in the sphere of combating domestic violence and trafficking in human beings, e) relevant OSCE structures (including OSCE Secretariat, ODIHR);
  • Conducting meetings with relevant national and international counterparts, stakeholders and interlocutors, and participates in events where OSCE POiD presence is required; Monitoring and following up on progress of implementation of Implementing Partner Agreements with Implementing Partners operating Women’s Resource Centres; Conducting project site visits and providing regular guidance and coaching to Implementing Partners; Preparing draft press releases of events and success stories during project implementation;
  • Reviewing and analyzing all narrative and financial reports submitted pursuant to Implementing Partner Agreements with Implementing Partners operating Women’s Resource Centres; Preparing all required mid-year and annual project reports for donors as well as additional reports requested by donors, including final project report;
  • Fostering and delivering capacity-building for state and non-state partners by organizing ad hoc training and seminars and by assisting them in the implementation of projects as well as in promoting the implementation of international guidelines and/or recommendations in the sphere of combating domestic violence and human trafficking;
  • Performing other duties as assigned.

Please note that this is an extra-budgetary post and initial appointment will be for one year. Further extension of the post is subject to availability of Extra-Budgetary funds.

Necessary Qualifications
  • University degree in international relations, social and gender studies, law or other human rights related fields;
  • Holding a valid driving licence;
  • Minimum two years directly related experience including experience with management of development projects;
  • Previous working experience on gender issues and/or relevant human rights issues with established practical experience in drafting reports, project proposals, conducting research and analyses;
  • Excellent knowledge and understanding of national and international gender mainstreaming framework and legislation of the country;
  • Excellent knowledge and understanding of current situation in Tajikistan, with good ability to provide translation and interpretation in English, Tajik and Russian;
  • Practical experience in record keeping and processing of information;
  • Computer literate with practical experience in window and Microsoft applications;
  • Excellent written and oral communication skills in English, Tajik and Russian;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities.

Remuneration Package Monthly remuneration, subject to social security deductions, is 1,165.83 EUR. Social benefits will include participation in the medical insurance scheme and the OSCE Provident Fund. How To Apply
