The International Transport Forum (ITF) is a global intergovernmental organisation, with 62 member countries, within the OECD family. The ITF works to foster a deeper understanding of the role of transport in economic growth, environmental sustainability and social inclusion and to raise the public profile of transport policy. It acts as a platform for discussion and pre-negotiation of policy issues across all transport modes. We analyse trends, share knowledge and promote exchange among transport decision-makers and civil society. The ITF’s Annual Summit is the world’s largest gathering of transport ministers and the leading global platform for dialogue on transport policy.

 

The ITF is looking for a dynamic and experienced Transport Innovation Analyst to help identify upstream innovations within and outside of the transport sector that have the potential for disruptive change for travel and transport and to help member countries understand and prepare for future transport-related developments. The successful candidate will work in collaboration with colleagues across the ITF under the general guidance of the Head of Research and Policy Analysis of the ITF.

 

Main responsibilities

 

Policy analysis

  • Analyse transport policy issues and prepare reports for publication in relation to new mobility services, data management, and innovation in business models and transport sector governance.

  • Assess the policy implications of emerging technologies, innovative services and data governance to identify where economic and technological regulation may need to be adapted or established, or where regulatory barriers to innovation removed.

  • Address uncertainty related to innovation, in transport planning, policy assessment and project appraisal.

  • Assess the relevance, potential impact and potential for scaling of emerging services and business models.

  • Draft reports and ensure the quality of external contributions to ITF outputs.


Intelligence

  • Add to the ITF’s ability to identify emerging issues and fields of work and research that have policy relevance for transport decision-makers.

  • Facilitate the ITF’s outreach to, and co-operation with, the private sector in the context of the Corporate Partnership Board.

  • Identify high-impact speakers on innovation for the annual ITF Summit.

 

Project management and liaison

  • Manage research projects.

  • Liaise with policy officials of member countries, industry and other delegates to ensure effective collaboration.

  • Represent the ITF at international conferences and fora.

 

Candidate Profile

 

Academic Background

  • An advanced university degree in a relevant field involving critical analysis such as transport policy, economics, engineering, urban planning, competition law or a related discipline.

Professional Background

  • At least five and preferably eight years of experience preparing economic and policy analysis of transport and related issues.

  • Demonstrated capacity to produce high quality policy analysis reports under tight deadlines.

  • Experience in assessing emerging mobility trends and/or new developments in transportation-related services or the sharing economy would be an advantage.

  • Understanding of the data frameworks supporting new and innovative mobility services.

  • Solid experience in managing projects would be an advantage.

 

Tools

  • Proficiency with Microsoft Office applications (Word, Excel, databases, etc.)

  • Proficiency in geographic information systems or geospatial software tools, or experience in using programming languages and data frameworks for transport network analysis and visualisation (e.g. geospatial databases, R, Python, JSON, etc.) would be an advantage.

  • Experience in big data analytics would be an advantage.

     

 

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

  • Knowledge of other languages would be an asset.

Selection process

 

Contract Duration

  • Two-year fixed-term appointment, with the possibility of renewal.

  • Ideal starting date: First quarter 2021

 

 

  • Depending on level of experience, monthly base salary starts at either 6,130 EUR or 7,563 EUR, plus allowances based on eligibility, exempt of French income tax.   

  • Please note the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.
