The OECD Environment Directorate (ENV), in line with the strategic objectives of the Secretary‑General, provides relevant and timely information, analysis and advice to support governments in identifying and implementing the environmental policies needed to support a cleaner, more resource-efficient, low-carbon, resilient and green growth path. The Directorate currently comprises approximately 165 staff members working across a broad range of issues such as: green growth, climate change, biodiversity, water, eco-innovation, resource productivity and waste, environmental policy tools and evaluation, safety of chemicals, biotechnology and nanomaterials, sustainable finance and linkages between environment and tax, agriculture, energy, transport, development assistance, trade and investment policies. ENV is looking for a Senior Economist/CGE Modeller in the Modelling and Outlooks team in the Environment and Economy Integration  Division (EEI).  EEI is currently undertaking work on interactions between trade and environment policy, circular economy and resource productivity, environment-economy modelling, environmental policies and economic outcomes, spatial planning, greening mobility and transport, and on cost benefit analysis.. The successful candidate will conduct quantitative analyses examining the interface between environment, energy and the economy, and contribute to the coordination of the team. (S)he will report to the Head of the EEI Division.

 

 

Main Responsibilities

 

Model Development and Policy Analysis

  • Play a lead role in further development of the ENV-Linkages global computable general equilibrium (CGE) model and related quantitative frameworks, to look at the links between economic activities and changes in environmental outcomes and variables.

  • Ensure that databases are maintained and extended over time to support and future develop this framework, and carry out appropriate model calibrations.

  • Lead model based long-term scenario analyses of important policy issues relevant to the work of the Environment Directorate, including periodic OECD Environmental Outlooks and/or projects on the economic and social implications of environmental challenges and the impacts of policies to tackle these challenges.

  • Conceptualise projects, conducting model simulations and interperet results, draft reports, present material, and contribute to briefings for senior management.

Planning, supervision and fundraising

  • Play a lead role in the strategic planning of the work of the Modelling and Outlooks team, showing vision, client orientation and pragmatism.
  • Lead, support and supervise the work of professionals in the modelling team, defining tasks, objectives and deadlines; and monitoring progress, including managing the performance cycle of staff.

  • Play a leading role in the fundraising efforts for the projects included in the Programme of Work for which resources are needed to deepen or broaden deliverables

Organisation-wide collaboration, liaison and outreach

  • Communicate effectively the results of the OECD work to a wide audience of policymakers, .
  • Represent the OECD at meetings and conferences involving policy makers and representatives of other relevant sectors.
  • Maintain close contacts and good working relations with relevant staff in the Environment Directorate, other OECD Directorates, and other relevant Organisations.
  • Maintain contacts with members of national delegations, other international organisations, representatives of industry, and other relevant institutions.

 

Ideal Candidate Profile

 

Academic Background

  • An advanced university degree (Ph.D. preferred) in economics and/or environmental economics

Professional Background

 

  • Minimum eight to ten years eperience in applied economics analysis
  • Minimum eight to ten years solid practical CGE modelling experience
  • Knowledge of economics and environmental issues

Tools

  • Excellent level of computer literacy, including the use of the General Algebric Modeling System (GAMS) to solve large-scale modelling applications

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset

Contract Duration

 

 

  • Monthly base salary starting from 8790 EUR, plus allowances based on eligibility, exempt of French income tax.
