The Centre for Entrepreneurship, SMEs, Regions and Cities (CFE) provides comparative statistics, analysis and capacity building. It helps local and national actors work together to unleash the potential of entrepreneurs and small and medium-sized enterprises (SMEs), promote inclusive and sustainable regions and cities, boost local job creation, and implement sound tourism policies. It includes the Secretariats serving the Regional Development Policy Committee (RDPC) and its three Working Parties on Urban Policy, Rural Policy and Territorial Indicators, the Working Party on SMEs and Entrepreneurship (WPSMEE), the Tourism Committee and its Working Party on Tourism Statistics, and the Local Economic and Employment Development (LEED) Directing Committee. 

 

The CFE is looking for a dynamic and motivated Junior Labour Market Economist with a solid quantitative profile to contribute to work of the Local Employment, Skills, and Social Innovation (LESI) Division that support the LEED Committee. S/he will contribute to the statistical work and policy-oriented research in relation to the Division’s analytical work on spatial analysis of OECD labour markets as well as other related topics for the LEED Committee (culture, social economy, etc.). For example, this includes:

  • thematic projects and country reviews, which analyse the regional and local labour market impacts of key megatrends, such as automation, job polarisation, and skills mismatches.

  • the development of new evidence to support the design of local employment and economic development policies, including through quantitative work that applies new and unconventional data sources and state-of-the-art data analysis techniques. 

The selected candidate will report to both the LESI Division (Head of Unit for Employment and Skills) as well as the Economic Analysis, Statistics and Multi-Level Governance Section (ESG) of CFE.

 

Main Responsibilities

 

Research and Policy Analysis

  • Undertake empirical analysis on the spatial dimension of local labour market performance, including unemployment, labour market participation, skills mismatches, and vulnerability to global megatrends, such as automation and digitalisation.
  • Undertake empirical analysis on other LEED Committee topics as required (culture, social economy, etc.)
  • Identify valuable data sources, automate collection processes, and undertake analysis of structured and unstructured data to contribute to novel evidence on labour market trends in cities and regions across the OECD.
  • Take responsibility, as required, for drafting of chapter(s) in reviews or thematic reports, as well as (inputs for) working papers, academic literature, press releases, speeches or background briefings, and ensure their timely and quality delivery.
  • Keep abreast of academic research (and to a certain extent policies) on the spatial dimension of labour market and skills policies and other LEED Committee themes.
  • Ensure timeliness and a high level of analytical and editorial quality in the preparation and publication of OECD documents.

 

Project management, collaboration, dissemination

  • Support and participate in the planning and delivery of meetings, workshops, and case-study missions, for projects in which he/she has a role.
  • Collaborate with other staff within the CFE and from other OECD Directorates, and contribute to horizontal and multi-disciplinary projects and outputs as needed.
  • Collaborate effectively with other staff of the LESI Division and the ESG Division of CFE, and other Divisions or Directorates, in developing joint outputs.
  • Support fundraising strategies to ensure the sustainability of the work.
  • Represent the OECD at international conferences and other events.

  Ideal candidate’s profile

 

  Academic background

  • An advanced university degree in a relevant field, such as economics or economic geography, with coursework in statistics and quantitative analysis, or alternatively in data sciences.
  • Training to PhD level would be a strong asset.

Professional background

  • At least two years of experience in research and analytical activities in the fields of labour economics, applied economics and geography, or public policy, preferably acquired in a policy environment or a research institution/university.
  • International experience in research and analytical activities, through studies, internships or previous employment would be an asset.
  • Knowledge of econometric methods and statistical software; experience in using large (micro) data sets or big data and a record of publications (including of working papers) would be an asset.

Tools:

  • Knowledge of Python, R and/or ArcGIS would be a strong asset

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Contract Duration

What the OECD offers

  • Monthly base salary starting from 4 797 EUR, plus allowances based on eligibility, exempt of French income tax.
