CARING – INNOVATING – TOGETHER:

Since its creation in 2009, ALIMA has treated more than 6 million patients. Today ALIMA works in 12 countries in Western and Central Africa. In 2020, we developed 41 humanitarian medical response projects to meet the needs of populations affected by conflict, epidemics, and extreme poverty. All of these projects support national health authorities through nearly 330 health structures (including 28 hospitals and 300 health centers). We work in partnership, especially with local NGOs, whenever possible to ensure that our patients benefit from the expertise wherever it is, whether in their country or the rest of the world. In addition, to improve the humanitarian response, we are carrying out operational and clinical research projects, particularly in the field of the fight against malnutrition and hemorrhagic viral fevers. ALIMA is also leading operations in response to the covid-19 pandemic across all of our missions.

ALIMA’S TEAM: More than 2000 people currently work for ALIMA. The field teams, as close as possible to the patients, receive their support from the coordination teams generally based in the capitals of the countries of intervention. These receive support from the 4 desk teams and the emergency and opening service team based at the operational headquarters in Dakar, Senegal. The Paris and New York teams are actively working on fundraising as well as representing ALIMA. The rest of the ALIMA Galaxy includes individuals and partner teams who work on behalf of other organizations such as medical NGOs BEFEN, ALERTE Santé, SOS Médecins / KEOOGO, AMCP, research organizations PACCI, INSERM, Universities of Bordeaux or Copenhagen, the NGO Solidarités International and many others.

COUNTRIES WHERE WE WORK IN 2020: Mali, Burkina Faso, Central African Republic, Nigeria, Niger, Chad, Democratic Republic of Congo, Cameroon, Guinea, Sudan, Mauritania, Ethiopia, Haiti, Ukraine.

THE WORK WE DO covers: Primary and Secondary Health Care, with the main focus on children and women – including treatment and prevention of acute malnutrition, maternal health, mental health, response to epidemics (Ebola, Cholera, Measles, Dengue, Lassa Fever), surgery, displaced populations, and gender-based violence, Covid 19.

GOVERNANCE: ALIMA is governed by a Board of Directors of 10 elected positions and 4 co-opted positions from representatives of West African partner NGOs.

ALIMA IN NIGERIA

ALIMA has been present in Nigeria since 2016. Its actions are part of a regional response strategy to health and nutrition emergencies, with a focus on pediatric, maternal-infant and epidemic interventions. ALIMA is present in North-East Nigeria in Borno State (MMC and Jere LGAs) and in Yobe State (Bade and Karasuwa LGAs) where it provides outpatient and inpatient healthcare and nutrition services for IDPs and host communities. In North-West Nigeria, ALIMA is in Katsina State (Kaita LGA) to respond to increased nutritional needs. ALIMA is present in the South-West, in Ondo State (Owo LGA) where teams are treating patients for Lassa fever and conducting research into improved treatment.

In Borno state, ALIMA ensures outpatient and inpatient access to nutrition services, as well as outpatient health care in MMC and Jere LGAs. In 2022, ALIMA delivered 85,925 OPD consultations and treated 9,278 SAM cases without complications at the OTP level. 3,963 deliveries were conducted, and 2,446 mental health consultations were delivered. ALIMA also provided inpatient care for SAM cases with complications within 3 stabilization centres (University of Maiduguri Teaching Hospital -UMTH, Gwange II, and Fatima Ali Sherrif – in MMC) and treated 3,386 SAM children with complications.

In Yobe state, ALIMA supports 5 Primary Health Care Centers (PHCCs) – Waro, Jajeri, Jajimaji, K. Garun Guna and K. Galu – since May 2021 for nutrition and health care. ALIMA also provides inpatient care for SAM cases with complications within its 40 beds stabilization center located in Gashua General Hospital, Bade LGA. ALIMA also support hospitalization for children under five in Jajimaji. In 2022, ALIMA delivered 53,196 OPD consultations and treated 4,722 SAM children. 2,036 deliveries were conducted, and 976 mental health consultations were delivered.

In Katsina state, ALIMA ensures since August 2021 the provision of outpatient and inpatient nutrition and healthcare services for children under 5. ALIMA currently delivers OPD consultations, and supports the ambulatory management and referral of Severe Acute Malnutrition (SAM) cases in 5 Primary Health Care Centers (PHCCs) in Kaita LGA: Dankama, Sabon Birni (Ba’awa ward), Dankaba, Zabakau (Gafiya ward), Matsai. ALIMA also ensures inpatient healthcare and provides care for SAM cases with complications within its 110 beds stabilisation centre located in Kaita CHC. In 2022, ALIMA treated 2,171 SAM cases with complications at the ITFC level and 29,239 SAM cases without complications at the OTP level. ALIMA also delivered 36,851 OPD consultations for children under 5, while 4,906 were hospitalized at the inpatient department of Kaita CHC.

In Ondo State, ALIMA has been supporting the NCDC and the State Ministry of Health with case management, active case detection, patient triage, public awareness campaigns, and reinforcement of the Infection Prevention and Control (IPC) measures among health workers in the different hospital structures of Ondo State. In addition to prevention and case management, ALIMA is currently participating in the coordination of several studies to better understand the disease, including an observational cohort study (LASCOPE) to describe the clinical, biological course, management and outcomes of hospitalized patients with a diagnosis of confirmed Lassa fever and a phase II clinical trial (SAFARI) to evaluate the safety and efficacy of Favipiravir.

MISSION ET OBJECTIVES

The Deputy logistics coordinator supporting the Logistics Coordinator through delegated tasks and responsibilities and replacing him/her in absence, he establishing and maintaining an effective logistics framework tailored to the mission’s needs, ensuring a smooth supply chain and appropriately sized logistics support in the field level. They are dedicated to upholding logistics policies, rules, and procedures, and ensuring compliance with ALIMA standards in the field. Their responsibilities include Provide technical and logistical support to field teams, as well as assistance in training and capacity building.

PROTECTION OF BENEFICIARIES AND COMMUNITY MEMBERS

Level 2: As part of his/her duties, the job holder will visit programs and come into contact with children and/or vulnerable adults. Therefore, a criminal record check or a certificate of good conduct will be required. TASKS & RESPONSIBILITIES

DEFINE AND DEPLOY AN APPROPRIATE SUPPORT LOGISTICS

Participating actively in the definition and monitoring of annual project planning and budgets and the Emergency Preparation Plan, defining strategies and advising the Logistics Coordinator in the translation of the identified needs into objectives, priorities and resources needed for intervention.

Defining, monitoring, evaluating and ensuring the implementation of the strategies and activities in the mission of the following activities, as defined in the delegated tasks, according to ALIMA standards, protocols and procedures:

Support logistics management: You will ensure that all coordination teams have the means, resources and tools they need to carry out their activities. You will actively support the Logistics Coordinator in shaping the mission in terms of materials, equipment, services allowing a well-functioning of the bases

Support the project teams in WASH, Construction, rehabilitation, transport, ICT, communications, vehicles and engines, equipment, installations and infrastructures dimensioning, supporting any emergency response or gaps filling. etc. Including the installation and maintenance of functional office space(s) and lodging facilities in an adequate living conditions and all the equipment required as well as the proper use and maintenance of IT computers, soft wares, backups, etc. and the communication tools and means in the mission.

ENSURING TECHNICAL SUPPORT TO THE PROJECT TEAMS

Defining and monitoring the technical aspects policy, technical logistics et operational support to the team, in terms hospital logistics management, wash, transport, communication, identification and preparation of the technical aspects of the mission apply security policy and guidelines, evacuation plan and contingency plan, performing day-to day monitoring of the application of security rules and reporting to the logistics coordinator of any problem

SUPPLY CHAIN

You will be responsible to support the implementation of the supply chain strategy at filed level. You will ensure that the administrative and operational components of the supply chain are in place and functional. You will guarantee that ALIMA related procedures, policies and tools linked with purchases, transport and storage are in place and are respected.

HUMAN RESOURCE MANAGEMENT

Planning, supervising and implementing, in close coordination with the HR Coordinator, the associated processes (recruitment, training, briefing/debriefing, detection of potential, development and internal communication) of the staff under his/her responsibility in order to ensure both the sizing and amount of knowledge required Team management: In collaboration with the logistics coordinator, you will be responsible for the tailoring of the coordination logistics team. his/she will be responsible for the line management of the logistics managers’ team at coordination level in accordance with related HR policies and procedures, including recruitment and performance management.

STRATEGY

You will support the Logistics Coordinator in the mission logistics strategy designing, including supply chain, support and logistics operations together with the Coordination team.

COORDINATION

Under the supervision of the logistics coordinator, You will consolidate and share logistics related information, data at Coordination, bases and HQ levels.

SAFETY AND SECURITY

You will ensure that the necessary means and frameworks are available to implement Apply safety and security rules related to communications, movements and facility management at coordination level.

REPRESENTATION:

On Logistics Coordinator request, you will represent the organization in forums, amongst partners, authorities and different local actors involved in the logistics fields.

EXPERIENCE AND SKILLS

Experiences

  • Essential, Degree/diploma: Degree and specialization in Humanitarian Logistics
  • Minimum of 2 years of demonstrable relevant logistics experience.
  • Medical logistics knowledge (biomed equipment, wash, construction and rehabilitation etc..) is an asset
  • Working experience at management positions is essential.
  • Working experience with International medical NGO, an asset.
  • Experience in emergency and degraded security contexts strongly preferred
  • Computer skills, including advanced level of Excel and others
