About the role:

This is a 12 month, replacement role with unaccompanied terms based in Juba with a salary of US$ 6000 per month.
You will report to the NGO Forum Secretariat Director.

The NGO Forum supports its members to save lives and improve lives in South Sudan. The South Sudan NGO Forum has a membership of 116 international NGOs and 269 national NGOs which are represented by a INGO and an NNGO Steering Committee; members are elected annually. The Secretariat supports and coordinates the work of the Steering Committees. The NGO Secretariat exists for the purpose of coordination, information sharing, advocacy, policy/position paper production, government/donor/UN engagement and engagement on other vital issues regarding humanitarian relief, recovery and development and to implement the Forum’s strategy.

Job Summary:

The focus of the NGO Forum Strategy Adviser is to influence the international community’s agenda, policy, and financing mechanisms for the benefit of its members which are implementing humanitarian, resilience and development projects. The Strategy Adviser will also support the Forum and its members in capacity building, cross-cutting themes and innovation. Reporting to the Secretariat Director, the Strategy Adviser will work collaboratively with programmatic, functional and cross-division stakeholders to advance the vision, strategy, program priorities and deliverables of the South Sudan NGO Forum and support the Director in achieving the NGO Forum goals. The Strategy Adviser will line manage a number of senior staff of South Sudan NGO Forum Secretariat leading on different streams of work of the NGO Forum as well as maintaining key connections with external stakeholders at all levels. The Strategy Adviser can work remotely but ordinarily will be based in Juba, South Sudan and will report to the Director South Sudan NGO Forum.

Core Responsibilities

  1. Act as a strategy advisor and integral thought partner to the Director South Sudan NGO Forum supporting priority initiatives, projects and topics.
  2. Support the Director with priority/agenda setting, managing the execution of those priorities, and monitoring and communicating progress towards those priorities both internally and externally.
  3. Lead strategic projects for which the Director takes direct ownership/co-ownership. Manage and/or engage in initiatives/projects that are priorities of the South Sudan NGO Forum.
  4. Work with Director and key Secretariat leadership staff to address cross-cutting issues and improve functions and performance.
  5. Provide analytical support to answer critical program and delivery questions, resolve issues and provide advice on key issues.
  6. Advise and support the design, enhancement and execution of projects, initiatives and engagements. Represent NGO Forum at key stakeholder meetings and provide oversight on key delivery of objectives.
  7. Contribute to managing NGO Forum Secretariat’s priorities and time allocation, developing and managing annual plans, developing and managing rhythm of the Secretariat calendar as well contributing to identifying opportunities for prioritization, collaboration, and delegation.
  8. Actively participate and support the Director in key meetings for delivery of humanitarian and development outcomes for South Sudan.
  9. Support the development of the Secretariat team including line management, recruiting, on-boarding and efforts to improve culture and performance.

Education and Experience

  1. Advanced degree coupled with a minimum of 7 years of relevant experience in humanitarian and development work especially in the NGOs or donor agencies in fragile or post conflict contexts.
  2. Experience of South Sudan is essential.
  3. Experience within an operational NGO strongly preferred.

  5. Demonstrated ability to work with efficiency, diplomacy, and flexibility particularly as part of a team and with external partners.
  6. Proven ability to lead and influence others.
  7. Strong communication skills including excellent oral, facilitation, listening skills and empathy with a broad and diverse audience.
  8. Experience working in a politically demanding environment.
  9. Excellent organizational skills. Demonstrated ability to lead teams through a complex task.
  10. Ability to be self-guided and work effectively and with sensitivity across barriers such as language, culture and distance.
  11. Excellent software skills with Microsoft Office applications. Track record of producing various types of communications and information products including reviewing/editing reports, producing PowerPoint presentations, developing one-page memos, and protocols. Ability to quickly learn new software modules.
  12. A sense of humor.
  13. Ability to travel and represent the South Sudan NGO Forum domestically and internationally.
  14. Broad understanding of key humanitarian and development issues and some global humanitarian and development experience in fragile and conflict-affected environment is preferred.
