1.         SUMMARY 

 The Joint Intelligence and Security (JIS) Division, under the leadership of the Assistant Secretary General (ASG) for Intelligence and Security, comprises two principal pillars: Intelligence, headed by the Deputy ASG for Intelligence; and the NATO Office of Security, (NOS) headed by the Deputy ASG for Security (DASG-S) / Director NOS.  

The NOS is responsible for the overall coordination of NATO security among member Nations, NATO civil and military bodies as well as International Organisations and partner countries with which NATO cooperates. It is also responsible for the security of the NATO Headquarters and its personnel in Brussels and abroad on mission and in satellite offices, and for the protection of the Secretary General. The NOS comprises the Office of the Director, the Security and Policy Oversight Branch (SPOB), the Protective Security and Emergency Services Branch (PSESB), the Security Intelligence Branch (SIB) and the Close Protection Unit (CPU). Its functional areas address: personnel, physical, information and industrial security, communication and information systems security (including cyber defence); counterintelligence and counterespionage; threats from terrorism; close protection; security force services; fire and first aid.

  

The PSESB’s mission is to ensure the security and safety of the NATO Headquarters, its people, infrastructure and information.  In coordination with the Host Nation it analyses threats and vulnerabilities, determines risks and takes action to minimise them.  Its staff work in the following domains: access management; security regulations and infractions; physical security; security awareness and “special events” (high-level meetings at the NATO HQ and in NATO member and partner nations). It also provides advice on protective security issues in the NATO satellite offices.  

 

The incumbent is responsible for ensuring the implementation of the security policy and security regulations (e.g. application of regulations regarding access) within the NATO HQ including by acting as the point of contact for all IS/IMS/Agencies and National Divisional Security Officers (DSOs). He/she is also the point of contact for all non NATO HQ based Missions to NATO and Partners. He/she investigates incidents of misconduct and any security breach or infraction. He/she manage the operations of the NATO Pass Office including the operation of the Identification and Access Management System (IdAMS) and related identity management process. He/she drafts and updates regulations and procedures in relation to security policy for which PRB is responsible including Service Level Agreements with internal and external stakeholders and Operational Security Agreements with member and partner nations. He/she coordinates with purchase and contracts staff for establishing and inclusion of relevant security clauses in all NATO IS contracts with industry suppliers and contractors. He/she will work under the supervision of Head, Headquarters Security and Awareness Section.   

   

2.         QUALIFICATIONS AND EXPERIENCE

  • a good knowledge of NATO’s security policy and its supporting directives;
  • more than 5 years of experience in interpretation and application of security policy and development of local security procedures;
  • experience working effectively in a multi-national, multi-cultural organisation;
  • knowledge of computer security and application of information access restrictions according to “need to know” principles.    

3.         MAIN ACCOUNTABILITIES

 

Expertise development

 

Assist and support Head, Headquarters Security and Awareness Section to implement all relevant security measures as well as develop security procedures relating to NATO HQ in close collaboration with other colleagues within the NOS as well as the Security Authorities of the Host Nation to ensure that all matters are in accordance with NATO Security Policy. Assist the Head, Headquarters Security and Awareness Section with the enforcement of security regulations and access management engaging, where necessary, with subject matter experts and project managers both internally and externally. Advise on the professional education and training of all staff in his/her service. Supervise the implementation of proposed corrective measures with respect to security incidents. Oversee the management of Pass Office operations.

Propose and follow the budgets, annual expenditure and financial resources for his/her service and outsourced contracts in an efficient manner, avoiding duplication. Ensure all contracts are prepared and purchases executed in a timely manner. Consider the ramifications of issues and longer-term impact of own work and work area.

Manage and supervise the staff in his/her service and build a coordinated and efficient team. Assess progress and recommend development opportunities to improve performance. Promote staff motivation and engagement.

   

Knowledge Management

 

Ensure his/her services are equipped with adequate tools and processes to carry out its basic function and that relevant information is accessible to users.

   

Stakeholder Management

 

Ensure effective cooperation and interaction with other IS clients or services in order to provide timely services to the community. Serve as the point of contact with all Security Officers from national and international elements at NATO Headquarters and relevant Embassies to NATO in Brussels. Initiate and maintain liaison with these officers on the application of common and agreed security practices and procedures at NATO Headquarters. Coordinate the insertion of security clauses with stakeholders involved in contracts covering works performed on the NATO HQ including the Manfred Wörner Building site.

 4.         INTERRELATIONSHIPS

 

The incumbent will report to the Head, Headquarters Security and Awareness Section. He/she liaises closely with other Heads of Section within PSESB, with the NOS Executive and Administrative Officer for administrative matters, with Delegation, Missions and Divisional Security Officers and with other Heads of HQ International Staff services for day-to-day matters. He/she will liaise with the Head of Registry on document control matters and the Purchase and Contracts Services staff on contract matters.

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.

 

Contract clause applicable:

In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation’s need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation’s skills profile, and to ensure appropriate international diversity.

The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.

If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.

 

NOTE: 

Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.

Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates.  These circumstances are described in the IS directive on twin-graded posts.
