Organizational Setting
The African Union Development Agency (AUDA-NEPAD) launched with support of partners the African Forest Landscape Restoration Initiative (AFR100). This initiative is a country-led effort and aims to bring 100 million hectares of deforested and degraded land into restoration by 2030. Under the leadership of the AFR100 Secretariat hosted by AUDA-NEPAD, the initiative connects political partners with technical and financial support to scale-up restoration on the ground. To date 28 African countries have committed to restore 116 million ha of forests and landscapes.
The Food and Agriculture Organization of the United Nations (FAO) and the AUDA-NEPAD are jointly implementing a regional Technical Cooperation Programme (TCP) project called: ‘Support to the implementation and monitoring of the African Forest Landscape Restoration Initiative (AFR100)”. FAO through this TCP provides support to the African Union Development Agency (AUDA-NEPAD) to the Environmental Sustainability Programme in its role as secretariat of the AFR100 Initiative, and aims at strengthening the capacities of AUDA-NEPAD countries’ institutions and stakeholders across sectors for effective coordination and implementation of AFR100 commitments. This will be achieved through the delivery of the following results: (1) an on-line monitoring and knowledge platform on Restoration in Africa; (2) a regional capacity Development plan benefiting countries, addressing implementation and monitoring AFR 100 at country and regional levels; and (3) a regional/ country programme portfolio developed with technical and financial partners for AFR100 implementation. The project will also foster the much-needed wider coordination of AFR100, stakeholder engagement, learning, knowledge exchange and sharing of best practices on FLR implementation, monitoring and communications in the region. To ensure operational effectiveness and better coordination of efforts under this collaborative initiative, there is need to support the AFR100 Secretariat within AUDA-NEPAD with a full-time national consultant throughout the implementation phases of the regional TCP project.
Reporting Lines
The consultant will work under the overall supervision of the FAO Representative in South Africa and direct supervision of the Head, Water, Energy and Land Systems Programme/ AFR100 Secretariat in close collaboration with the Senior Forestry Officer/ Climate Change and Focal Point of AFR100 for FAO/ Lead technical officer for the TCP regional project. The consultant will provide an update on a bi-weekly basis with regard to progress.
Technical Focus
The FAO foresees a national consultant who will be seconded to work within AUDA-NEPAD and perform a dual role:
- Support the AUDA-NEPAD in its new mandate and the Water, Energy and Land Systems Programme in its role as secretariat of the AFR100 Initiative;
- Coordinate FAO’s support to AFR100 Secretariat under the implementation of the regional TCP: TCP/RAF/3710 and Monitor and support coordination of joint efforts by AUDA-NEPAD and FAO on climate change and forestry.
Tasks and responsibilities
In particular, she/he will undertake the following tasks:
- Support the development of the annual detailed work plan and monitor progress in implementation of activities and delivery of the expected project objective and results;
- Support the Programme Manager of Water, Energy and Land Systems of the AUDA-NEPAD in technical tasks related but not limited to forest landscape restoration activities such as information collection and analysis, monitoring, reporting, developing ideas and concepts, etc.
- Support in development of communication material about AFR100 initiative; Dissemination of knowledge /communication material to interested and committed African countries
- Support in the follow up and engagement with African Countries
- Support in the delivery of the United Nations Decade of Ecosystem Restoration and Family Farming through AFR100 and related initiatives and programmes.
- Preparation of AFR 100 meetings and calls and keep record of proceedings
- Support in the preparation and organization of international technical expert meetings as well as high level policy events on AFR 100; including assistance in logistical and administrative tasks
- Support the organization of side events and visibility of the project at FAO, AUDA-NEPAD events and other partner events as appropriate,
- Participate in the regular AFR 100 Management Team Meeting and provide a short feedback on current activities
- The consultant must be prepared to travel to the experts meetings
- Support development of concept notes, mapping of stakeholders, partners and resource mobilization.
- Support preparation of background documents, presentations and mission folders; and
- Perform any other tasks/duties as required or assigned by AUDA-NEPAD Agency/ AFR100 team and FAO AFR100 focal point/project LTO
- Prepare and submit timely Project Implementation Reports (quarterly/ad hoc) and any other reports required by the Supervisor
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
- University degree (BSc or higher diploma/qualification) in Agricultural Economics, Agricultural Policy, Rural Development, Forestry, Environmental Studies, Development Studies, Political Science, Environmental Governance or any other relevant field;
- At least three years of experience (academic and practical) with international development issues in the area of natural resource management, sustainable land management, Ecosystem/Landscape restoration
- Working knowledge of English. Knowledge of French would be an asset.
- National of South Africa or resident in the country with a regular work permit.
