Background

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women provides support to Member States’ efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors.

The UN Women Fiji Multi-Country Office (MCO) covering the Pacific sub-region has four main thematic areas:

Ending Violence against Women (EVAW); Improving Women’s Economic Empowerment (WEE); Women’s Political Empowerment and Leadership; and Gender and Protection in Humanitarian Action

UN Women’s Addressing the Gender Inequality of Risk and Promoting Community Resilience in Solomon Islands (GIR) programme aims to promote gender-responsive and socially inclusive disaster risk reduction and resilience building in the Solomon Islands. The program is aimed at building the capacity of key government agencies in DRR in Solomon Islands to be more gender responsive, as well as fostering women and girls’ leadership in DRR and resilience building.

The programme is implemented in partnership with the International Federation of the Red Cross (IFRC) and United Nations Office for Disaster Risk Reduction (UNDRR). The programme partners are working with the Solomon Islands Government (specifically, Ministry for Women Youth, Children and Family Affairs, Ministry of Environment, Climate Change Disaster Management and Meteorology, NDMO and National Protection Committee), women’s groups, non-government organisations (NGOs), civil society organisations (CSOs) and communities to:

  • increase knowledge of and build evidence on the gender dimensions of disaster risk
  • develop gender-responsive risk governance
  • build the capacities of women and women’s organizations to meaningfully participate in and lead disaster risk reduction and resilience building.
  • The Programme operates at national, provincial and community levels. At national and provincial levels, programme partners will review and support the development of national data collection processes and disaster risk reduction plans, policies, laws, tools and processes to be gender responsive and socially inclusive. At the local level, the programme partners will seek to build the capacity of local communities, women and women’s CSOs to participate in disaster risk reduction, resilience building and early warning processes. Opportunities will also be sought to facilitate their engagement in these processes wherever possible.

    The National Project coordinator will be supervised by the Gender & Protection Specialist in the Fiji MCO who oversees the GIR project with the day-to-day support provided by the UNW Country Programme Coordinator based in the Solomon Islands Country Office. The position will be located within the Ministry of Women, Youth, Children and Family Affairs pending confirmation of available office space.

    The National Project Coordinator will be based in Honiara and will be expected to travel to Isabel and Makira Provinces with occasional travel to Suva, Fiji. All travel and travel related costs will be covered by UN Women. S/he will support the Programme Specialist-Humanitarian and Protection to establish and maintain effective partnerships with national and local Government, the donor and CSOs and will assist with the preparation of project related reports and documentations.

    The National Project Coordinator contributes to the effective management of the GIR Project by providing substantive inputs to programme design, formulation, implementation and evaluation. S/he guides and facilitates the delivery of the GIR Project by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. S/he works in close collaboration with the MCO programme and operations team, national partners in the Solomon Islands and UN Women implementing partners.

  • Duties and Responsibilities
  • Provide substantive technical support to the implementation and management of the GIR Project:

    • Lead the implementation of programme activities of UN Women led components of the project;
    • Manage the annual workplan and budget;
    • Support the review, coordination and monitoring of the submission of implementing partner financial and narrative reports;
    • Coordinate the Technical Working Group and support the Steering Committee of the Project.

    Provide technical assistance and capacity development to project/programme partners on gender, humanitarian action, preparedness and disaster risk reduction:

    • Coordinate and provide technical support in the implementation of programme activities to national partners, including the national Protection Committee and National Disaster Management Office;
    • Identify opportunities for capacity building and facilitate technical/ programming support and trainings to national partners and implementing partners, as needed;
    • Provide training, facilitation and mentoring to partners, as needed;
    • Provide technical expertise to development and review of relevant national policies and guidelines;
    • Mobilize technical expertise as needed from UN Women or externally.

    Provide technical inputs to the monitoring and reporting of the programme/ project:

    • Monitor progress of implementation of activities and finances using results-based management tools;
    • Draft reports on monitoring missions, programme results, outputs and outcomes;
    • Provide substantive inputs to the preparation of donor and UN Women reports.
    • Contribute to the monitoring of implementation and make budget re-alignments/ revisions, as necessary;
    • Contribute to all monitoring and evaluation activities including routine monitoring, data collection and reporting for all donor reports, quarterly, annual / as required

    Provide substantive inputs to building partnerships:

    • Maintain relationships with national partners and DFAT as donor to support implementation of the GIR project;
    • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
    • Participate in donor meetings and public information events, as delegated.
    • Provide substantive technical support to the Programme Specialist on inter-agency coordination related activities on the ground.

    Provide substantive inputs to advocacy, knowledge building and communication efforts:

    • Develop background documents, briefs and presentations related to the GIR project;
    • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
    • Coordinate the development of knowledge management methodologies, and products on for GIR;
    • Provide inputs and technical support to all communications and knowledge product development;
    • Facilitate knowledge sharing among partner organizations and regionally.

  • Education:

    • Masters’ Degree or Bachelors’ Degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field is required.

    Experience:

    • A minimum of two (2) years (with Masters’ Degree), or minimum of four (4) years (with Bachelors’ Degree) of relevant work experience at the national and/or international level in project / programme formulation, implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
    • Experience in gender equality programming;
    • Experience in disaster risk reduction, resilience, humanitarian, or any of the GIR technical areas is an asset;
    • Experience in coordinating and liaising with government agencies and/or donors is an asset.

    Language:

    • Fluency in English is required, and Pijin is desirable;
    • Knowledge of another UN official working language is an asset.
