The National Nutrition and Food Security Secretariat (NNFSS), housed in NPC, for MSNP coordination for planning, monitoring and reporting on MSNP activities. The role of the consultant is needed to support the NNFSS to develop guidance for scaling up, operationalizing and monitoring MSNP in all local governments. The consultant shall also support federal level activities such as the statutory meetings of the NNFSS and HLNFFSC.

NPC is also the SUN movement focal agency and therefore has annual reporting obligations to the global SUN Movement Secretariat. The consultant is needed to support the government SUN Focal Person to meet those obligations in a timely manner and to contribute to coordination activities involving the in-country SUN networks.

How can you make a difference?

The objective of this consultancy is to provide support to the implementation of the MSNP, specifically to support multi-sector coordination at federal, provincial and local government level and operationalization of EU budget support.

  • Support the National Nutrition and Food Security Secretariat (NNFSS) to convene and document statutory multi-sector coordination meetings including government line ministries and non-government stakeholders with responsibility and accountability for MSNP implementation
  • Support to organize, plan and document statutory meetings of the High Level Nutrition and Food Security Steering Committee (HLNNFSS) and National Nutrition and Food Security Coordination Committee (NNFCC)
  • Support NNFSS/NPC to coordinate with relevant line Ministries, departments and development partners for MSNP planning, resource allocation, effective implementation, execution and monitoring of MSNP II (2018-2022).
  • Facilitate various thematic group meetings related to MSNP II (2018-2022) implementation, monitoring and reporting.
  • Advocate to NNFSS/NPC, line Ministries and Ministry of Finance for leveraging resources at local government level for implementation of the comprehensive package of MSNP interventions
  • Facilitate NNFSS to coordinate with concerned UN agencies, donors and development partners for leveraging resources for MSNP II (2018-2022) implementation.
  • Support NPC to advocate to Ministry of Finance for a nutrition budget code for MSNP
  • Support NNFSS/NPC to develop minimum standard package of MSNP in consultation with multi-sector stakeholders
  • Support NNFSS/NPC to carry out a capacity needs assessment
  • Support NPC / SUN Government Focal Point for SUN related tasks; coordination, communication, reporting, participation in SUN meetings and calls with SUN Secretariat, preparation of briefings and presentations, and SUN Joint Annual Assessment report.
  • Support NNFSS to organize and document the national MSNP Joint Annual Review and Planning meetings.
  • Provide technical assistance for the development and implementation of the MSNP monitoring framework
  • Support NNFSS to form specific task groups for each DLI to review progress against these on a biannual basis.
  • Coordinate with MSNP line ministries and departments that have responsibility for Disbursement Linked Indicators (DLI) and Ministry of Finance for ensuring timely reporting on progress against the DLIs under EU Budget Support.
  • Support to conduct an annual MSNP stakeholder and action mapping exercise
  • Provide technical assistance to MSNP financial tracking process and annual reporting
  • Provide technical assistance to NNFSS and NPC to carry out and document the MSNP II mid- term review.
  • Provide technical assistance to sectoral ministries to prepare MSNP guidelines and workplans
  • Support the NNFSS and MSNP stakeholders to develop capacity building packages for MSNP implementation, monitoring and reporting
  • Support the development of a MSNP advocacy and communication strategy
  • Support NNFSS and NPC to establish a functional information management system for use at federal, provincial and local government level.

Duration of the Assignment:

This assignment is for a duration of 11.5 months and is expected to start from 15 May 2020 to 30 April 2021.

Note: Travel to field will be required for this consultancy.

To qualify as an advocate for every child you will have…

  • University Degree in any Social Science, Management, Nutrition, Public Health, and or any other relevant field
  • At least 10 years of experience working on local level planning social mobilization/social local government or any government institutions under multilateral /bilateral funded project and programme.
  • Knowledge and experience about multi-sectoral nutrition approaches, preferably with knowledge about the Nepal Multi-Sector Nutrition Plan.
  • Experience supporting multisectoral planning, local governance, and capacity building.
  • Demonstrated communication, advocacy and social mobilization skills.
  • Previous work experience with UNICEF or UNICEF supported project and governance sectors is preferred.
  • Preferably, experience working with NPC and federal ministries that work on nutrition is an asset.
