    • Prepare all required work planning and reporting in terms of their technical content including Annual Work Plan (AWP), Annual Project Progress Report, Quarterly progress updates/reports, Terminal Project report in close coordination with UNDP Istanbul Regional Hub (IRH) etc. Ensure timely and quality implementation of workplan activities, monitor expenditures to ensure that those are in line with approved budgets, AWPs and UNDP Programmed/Financial policies;
    • Coordinate all technical work under the national component of the regional project and prepare technical reports in specific areas of expertise under the project;
    • Provide technical support to CO and to IRH regional project component, supporting corresponding regional activities; provide technical inputs into various UNDP corporate technical documents;
    • Continuously monitor progress against the approved work-plan; Identify changes in the external environment and promptly agree necessary solutions/actions (ex. related to the planning and implementation of activities, need for new activities) with UNDP CO, IRH regional office and Project Board.
    • Ensure the practical tasks required to effectively implement the monitoring and evaluation M&E plan are performed and that an appropriate database is established to enter, process and generate materials required to measure project progress towards indicators;
    • Provide support to (M&E) activities to the Country Office and IRH as related to implementation of the national components;
    • Ensure mainstreaming of gender equality considerations in each national component of the project, promote a safe and enabling environment free of any kind of discrimination and abusive behaviour, and use gender-responsive communications in line with the UNDP corporate principles and in accordnace with the Gender Mainstreaming Action Plan outlined in the Project Document;
    • Perform any other duties connected directly with the implementation of the Project as required.
    • Develop Terms of Reference (TOR) aligned with the project document outputs and expected results; coordinate TOR development with UNDP CO, UNDP IRH and national partners (as necessary) in terms of expected results; in coordination with UNDP CO secure ownership and participation of key national partners from line ministries in the project’s technical work;
    • Exercise responsibility and oversight over the recruitment of national and international experts and their work, in order to implement activities and ensure quality deliverables;
    • Supervise the technical national and international consultants’ teams, provide leadership and guidance; act as a quality assurance for all the technical deliverables;
    • Ensure effective team leadership by holding periodical technical staff meetings, check progress towards delivery of technical reports, ensure quality of deliverables; facilitate national partners’ involvement and ownership over the technical knowledge products;
    • Identify complementarities and opportunities for synergies across UNDP portfolio’s projects, including mainstreaming climate considerations in other thematic areas and adaptation planning, as well as to enable consolidated efforts in addressing climate change and resilience priorities.
    • Support the preparation of case studies and lessons learned based on technical work carried out in the country and under the project;
    • Contribute to the development of knowledge products (eg. Guidance, documents, articles, blogs etc);
    • Review, follow-up and finalize all technical reports, best practices, lessons learned, publications, etc. prepared by the project;
    • Consolidate and analyze country challenges, needs, current status of Paris Agreement progress implementation in the context of SDGs and EaP agenda;
    • Ensure provision of technical information and briefs, inputs to ICTA/Regional Project Manager and support various UNDP corporate reports, briefs, inputs into policy papers, advocacy and information materials etc.;
    • Organize and facilitate technical events at national level and support the exchange of information/experiences during regional events, with the participation of other beneficiary countries (as agreed with the IRH Project Manager);
    • Support the IRH Project Manager in organizing regional events, by identifying themes based on national needs/context to support the framing and design the regional dialogue agenda;
    • Oversee logistics related activities of national or other technical events, as well as participation of national partners in regional events across all thematic components of the Project.;
    • Prepare and deliver relevant thematic presentations, briefing materials, talking points, contributions to corporate materials etc.;
    • Liaise and closely consult with the ICTA/Regional Project Manager in order to ensure that technical direction of the project implementation at national level is aligned with the regional work and with the overall project document and AWP.
    • Contribute to coordination of activities and assessment undertaken by UNDP, UN Country Team and other partners. Serve as UNDP focal point for the Nationally Determined Contribution under the Paris Agreement. Provide advice and quality assurance for the following thematic areas of the project (hereinafter the ‘Thematic Areas’):
      • Nationally Determined Contribution under the Paris Agreement;
      • Alignment with EU acquis included in bilateral agreements and Energy Community Treaty on Climate Action;
      • Mainstreaming climate in other policy sectors;
      • Climate Investment;
      • National Adaptation Plan.
    • Provide strategic advise and quality assurance for the project to ensure that all outputs and deliverables under the Thematic Areas are high quality and consistent with the Project Document and approved Annual Work Plans;
    • Provide support to the national counterparts in accelerating current NDC implementation, including identifying institutional, governance and financial bottlenecks to implementation and tracking the current status of NDC implementation in Ukraine;
    • Contribute to developing formats of meetings/events related to Thematic Areas to optimize peer-to-peer learning and south-south exchange;
    • Design targeted sessions for discussions on policy issues related to the project’s Thematic Areas at the national or regional events;
    • Consolidate and analyze national experiences from the meetings on the project’s Thematic Areas and share these experiences;
    • Supervise the preparation of impacts and results on the project’s Thematic Areas that can be disseminated to other countries and feed into UNDP programming;
    • Coordinate the publication of the results, experiences, and lessons learned on the Thematic Areas and a dissemination strategy to ensure knowledge sharing at a global level;
    • Provide advisory support to the Government and national stakeholders in the development and implementation of more ambitious next generation NDCs, including facilitating development of evidence-based policy recommendations and advocating for opportunities not yet capitalized on within existing NDC targets;
    • Provide advisory support to the Government and national stakeholders in the development and implementation of the NAP and other Thematic Areas;
    • Support to society mobilization to contribute and call for climate action from the government, including engaging with non-governmental actors as CSOs, media, youth, private sector, marginalized groups and others to both inspire individual actions and push governments to act, facitilating development and rolling out of a targeted communication and engagement strategy for non-state actors.

    • Develop and strengthen partnerships with relevant organizations, donors, NGO’s, the private sector, as well as scientific institutions to support project implementation and joint actions to address climate change;
    • Be familiar with the activities of other development projects in the relevant area, establish contact and keep up-to date with their work. Ensure strong coordination with relevant initiatives to facilitate collaboration on NDC implementation;
    • Conduct a comprehensive analysis of potential donors (local, regional and global) to map the feasibility of securing multi-year and thematic funding to support Ukraine’s climate pledge. Map/link donors’ strategic areas of interest, funds available, grantees, funding windows, requirements and guidelines and interest in funding key result areas;
    • Explore opportunities for partnerships (and mobilizing and leveraging resources) with donors (traditional, non-traditional and emerging) and private sector and recommend how to develop and maintain strategic partnerships and engagement with key donors, (past, present and future);
    • Contibute to preparing project and programme proposals to address climate change.
    • Responsibility for ensuring the practical tasks required to effectively implement the M&E plan are performed and that an appropriate database is established to enter, process and generate materials required to measure project progress towards indicators;
    • The National Coordinator will play a central role in supporting the midterm and final UNDP Independent Evaluations.
    • Full and appropriate implementation of the Project in line with the Project Document, UNDP Financial Operational Policies and Procedures and UNDP Standard Operating Procedures (SOP);
    • Partnerships with project stakeholders and donor developed and maintained;
    • Project reports produced in time and of a high quality;
    • Project overall results, experiences and lessons learned captured and disseminated at the national and regional levels;
    • Quality monitoring and closure activities completed.

    • Master’s Degree in Economics, Business Administration; Public Administration; International relations, Energy; Environment/natural resource management; Environmental/Ecological/Water resources/Geophysical Engineering/Natural or Social Sciences or other relevant field. Additional training and certification in project management would be an advantage.

    Experience:

    • At least 5 years of professional experience in relevant thematic areas: climate change (mitigation andor adaptation), implementation of Paris Agreement and NDC, climate finance, environmental protection, sustainable development etc is required;
    • Work experience in project management and/or programme/project coordination, project component coordination, managing team of experts;
    • Previous experience with international technical assistance and/or donor projects/programmes is an advantage;
    • Proficiency in use of office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems is an advantage.
    • Fluency in English, Ukrainian and Russian.
