Organizational Setting

The Food and Agriculture Organization of the United Nations is a specialized agency of the United Nations that leads international efforts to defeat hunger. FAO helps developing countries in transition modernize and improve agriculture including livestock, forestry and fisheries practices, ensuring good nutrition and food security for all. Upon request from the Government of Federal Democratic Republic of Nepal, the FAO has provided technical assistance for the execution of the EPT-2 Project entitled ‘Immediate Technical Assistance to Strengthen Emergency Preparedness for Highly Pathogenic Avian Influenza (OSRO/NEP/401/USA)’ from 01 October 2014. The Department of Livestock Services of the Ministry of Agriculture and Livestock Development, Government of Nepal is the government counterpart responsible for the implementation of this project.

The objective is to provide needful technical expertise to carry out tasks as envisioned in the Terms of References (TOR).

Reporting Lines

The Technical Coordinator will directly report monthly/regular activities to NPD of the project. The consultant will submit regular training and end-of-assignment report to NPD and then, NPD will submit these reports to FAO Country Office. The FAO CO will share the end-of-assignment report further to the Lead Technical Officer to obtain technical clearance, and then, the reports will submit to the NPC of the project.

Technical Focus

The Technical Coordinator shall pay attention on strengthening veterinary epidemiology and laboratory capacities, to enhance surveillance and early detection of zoonotic influenza and other priority zoonotic diseases, of the Department of Livestock Services.

Tasks and responsibilities

Under the overall supervision of the Regional Manager, FAO Emergency Centre for Transboundary Animal Disease (ECTAD) of the Regional Office for Asia and the Pacific (RAP), the direct supervision of FAOR Nepal and National Project Director (NPD) of the project, and close coordination with the Government counterparts and other OH partners/stakeholders, the incumbent will be responsible for the following duties:

  • Assist to review project document and prepare work plan to accomplish activities as per TOR;
  • Assist/involve to promote multi-sectoral coordination under One Health and epizone approaches for effective detection, prevention and response for zoonotic influenzas and other priority zoonotic diseases in Nepal;
  • Provide support for the implementation of project work plans (WP) and program for the Central Veterinary Laboratory (CVL) and Regional Veterinary Laboratories System to strengthen the laboratory capacity development;
  • Facilitate the implementation of laboratory quality assurance and biosafety and biosecurity improvement programs;
  • Assist to strengthen networks of laboratories at central and sub-national levels;
  • Advocate and facilitate close collaboration between veterinary epidemiology and laboratory teams to enhance surveillance and early detection of zoonotic influenza and other priority zoonotic diseases.
  • Support cross-sectoral technical cooperation with the human health sector with respect to priority zoonotic diseases.
  • Advocate and supervise harmonization of data collection processes and sharing of data at national and sub-national levels.
  • Participate in emergency preparedness and response missions;
  • Coordinate and facilitate procurement of reagents, reference reagents and trouble-shooting support to CVL;
  • Develop standards operating, procedures and training package (based on contents, methodology, tools and approaches) to capacitate field veterinarians and technical staffs to provide effective animal health services.
  • Design and implement training events as per the requirements including defined learning objectives, training contents, budgeting each events and develop evaluation tools for each training.
  • Organize events, such as meeting, workshop, conference and seminars as per the project work plan.
  • Collect relevant information related to zoonotic influenza and other priority zoonotic diseases, and disseminate them through electronic and print media;
  • Assist in the preparation of project reports, including the project 6-monthly progress reports and the terminal report, as required by the Governments, FAO and/or donors;

Carry out other duties and responsibilities assigned by the supervisor for the successful implementation of the project

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • National of Federal Democratic Republic of Nepal
  • Master Degree or equivalent in Veterinary Epidemiology or related fields
  • At least five years of work experience in the relevant field
  • Expertise in the use of computer software such as Microsoft Word, MS Excel, MS PowerPoint, epidemiological and GIS software
  • Working knowledge of English both in written and spoken

Technical/Functional Skills

  • The specialist shall have competency and demonstrated practical relevant experience and knowledge of Laboratory management, diagnosis, and procedures especially on HPAI and other zoonotic and emerging diseases.
  • Ability to manage and work with a multidisciplinary and multicultural team
  • Excellent communication and team-building skills with a high level of initiative
  • In-depth understanding of zoonotic influenza, emerging diseases and the One Health approach;

Selection Criteria

  • Extent of technical experience and practical knowledge in the areas of veterinary epidemiology
  • Concrete knowledge of livestock value chains and disease detection, prevention and control systems in Nepal.
