    Purpose

    The purpose of this consultancy is to enhance knowledge and skills of partner local governments (LGs), cantonal and Brcko District representatives, to effectively organise business meetings among diaspora and local business representatives. For this purpose, one National Consultant for Design and Delivery of Training on Tools/ Techniques for Organization of B2B Meetings including the Use of Electronic Communication and Facilitation Tools (hereinafter Consultant) will be engaged.

    Objective

    The main objective of the consultancy is to develop, design and implement 1 two-day practical and interactive training focused on transferring knowledge, skills and practical steps related to organizing B2B meetings and business interventions at the local level. The training will target representatives from 14 partner LGs[1] , 8 cantons in FBIH[2]  who are members of Diaspora Practitioners` Network as well as Brcko District[3] .     Background Information

    The consultancy is planned within D4D (2016-2020), a joint project by the Ministry of Human Rights and Refugees of BIH (MHRR) and the Government of Switzerland, in partnership with the United Nations Development Programme (UNDP) in Bosnia and Herzegovina (BIH) and the International Organization for Migration (IOM) in BIH. Official estimates show that the total number of people originating from BIH in the world (including their offspring) is approximately 2 million. Most of them retain a strong emotional, financial, and familial connection with BIH. They are also well integrated and better off than other migrant communities in their host countries, with potential and willingness to contribute to development of their homeland. However, the interaction with them is often sporadic and unstructured. Hence, the valuable intellectual capital and other potential contribution of diaspora, which can help addressing country challenges or promoting BIH globally, remains largely untapped. Project has a goal to increase socio-economic opportunities and perspectives for women and men in BIH, and to improve their livelihoods through increased diaspora engagement. The overall goal of the D4D Project will be attained through achieving three specific outcomes:

    • BIH Ministry of Human Rights and Refugees and BIH Ministry of Foreign Affairs, in cooperation with government institutions at different levels, use and further develop their instruments to actively connect, exchange, and engage with diaspora members and organizations.
    • Local governments align their development strategies to the diaspora policy framework at higher government levels, provide more and better services to diaspora members, and encourage community initiatives to attract diaspora know-how and investment.
    • Diaspora partners transfer know-how and skills and make joint investments with private sector actors in BIH, thus creating new jobs.

    This consultancy will take place within the Project’s second component focused on strengthening cooperation between diaspora and LGs in BIH, with a final goal of contributing to local development.

    [3] Diaspora Practitioners` Network trainings are often available to representatives from Brcko District and non-partner LGs.

    Duties and Responsibilities

    A training module will be developed and delivered covering the following topics:

    • Tools/Techniques for Organization of B2B Meetings and diaspora-engaged business interventions; 
    • Use of Electronic Communication and Facilitation Tools for organizing business meetings and diaspora-engaged business communication.

    The training will target representatives from 14 partner LGs, 8 cantons in FBIH as members of Diaspora Practitioners` Network and Brcko District representative. In total, 25+ members are expected to participate in the training (LG representatives/Diaspora Coordinators, Brcko District representative, Cantonal Diaspora Focal Points).

    Training should combine basic theoretical knowledge, methods, and techniques that are relevant for business diaspora inclusion in the context of local development and business facilitation, including tools  that actually facilitate diaspora engagement and contributes within business development domain – with examples of what works and what does not, and detailed interactive discussion on good practices. Training should be engaging and interactive, with working groups’ exercises that provide clear inputs and appropriate tools/mechanisms to the target business diaspora audience to be able to ensure quality connection, establishment of micro business networks, and business interventions and cooperation among the diaspora and local businesses.

    More specifically, the Consultant will undertake the following main tasks:

    Task 1: Desk review of relevant available materials and methodologies

    Under this task, the Consultant will:

    • Review all relevant documents related for the task that will be provided by D4D project and will serve the consultant to prepare him/herself for the training execution.
    • Conduct an extensive research on his/her own to learn more about the needs of the beneficiaries, similar trainings or activities performed by UNDP or other organizations in the past to come up with a concept of the training, including focus and objectives, that will be shared with D4D team for their approval.
    • Jointly with D4D team develop Initial Agenda for the training and training framework with defined topics – in line with previously defined focus and objectives. Through this process, the Consultants is expected to be in constant communication with D4D project team to clarify expectations and seek recommendations.

    It is envisaged that this task will be delivered by Consultant by 15th July 2020, and the level of effort will not exceed 2 expert days.

    Task 2: Design and Delivery of Training

    Under this task, the Consultant will:

    • Develop detailed training modules with all supporting material (PowerPoint presentation or similar, practical exercises, best practices/case studies) – that is to be approved by D4D project team. Training topics will encompass:
    • Tools/ Techniques for Organization of B2B Meetings and diaspora-engaged business interventions

    Under this topic the training will address the lack of skills related to the organization of B2B meetings by the partner LGs and increase their capacities to provide quality matchmaking between local entrepreneurs and business diaspora. Under this topic the training will provide skills for organizing B2B meetings that enable diaspora representatives and local businesses to build valuable connections. It should cover overview and practical use of methods, techniques and tools for organisation and implementation of B2B meetings. Hence, the topic will cover, but does not have to be limited to, 5 essential steps of B2B meetings organisation such as:  i) how to explain the B2B meeting structure to the attendees, ii) how to restrict access to the networking session, iii) how to define the space for 1-on-1 meetings, iv) how to keep control over the time framework, v) how to assist B2B meeting  guests. Practical guidance and relevant examples from other best practices focusing on diaspora contribution to the economic development activities at local and/or cantonal levels are expected (for example, specific tools to engage diaspora to contribute proactively to business cooperation and networking, transfer of knowledge, matchmaking role as a booster of bilateral trade, etc.).

    • Use of Electronic Communication and Facilitation Tools for organizing business meetings and diaspora-engaged business communication

    An effective online business communication is very important success factor in business management and cooperation, both to save time and money and because of the possibility for continuous communication when needed. However, choosing an ideal communication tool is an overwhelming process. It often takes a lot of time and thoughts to figure out what type of tools can help to break the barriers for communication. The training will provide overview of different types of communication tools and apps in action – from in-person meetings, group discussions, file sharing, and online video conferencing that are productive business tools that make business cooperation easier. Practical training session on communication tools should be guided by the Consultant, based on different business case scenarios, helping them establish and develop productive business relations. The training needs to examine communication do’s and don’ts, in line with needs of diaspora business stakeholders but also local businesses and LGs.  Therefore, it should entirely focus on demonstrating practical scenarios for each communication case including examples of relevant tools. The Consultant will offer a few options of tools which are specifically related to presented scenarios containing pros and cons for each to use in business relations.

    The training material should be developed for a 2-day training session, including theoretical and practical work with practitioners. Following the delivery of the training, the Consultant is expected to conduct an evaluation (covering contents, trainer and methods applied). As part of this step, pre-training and exit tests will also be conducted to evaluate knowledge acquired by training participants. Consultant may suggest additional components in discussion with D4D project team, that will combine theoretical knowledge with practical examples/exercises.

    Ultimately, all logistics except travel for training participants will be organized by D4D project. Consultant is expected to prepare training material (printing material, presentations, etc). All envisaged travel, accommodation or any other costs related to this assignment must be included in the financial proposal (the training will be held in Sarajevo). 

    It is envisaged that this task will be delivered by Consultant by 30th September 2020, and the level of effort will not exceed 6 expert days.

    Task 3: Reporting

    Under this task, the Consultant will prepare a final report for the training delivered, that will include, but will not be limited to: training goals and results achieved, number of trainees, analysis of pre and post-training knowledge (in line with developed pre and post-performance evaluation), lessons learned and recommendations, record of frequently asked questions, etc. All data presented should be gender segregated and the draft report should be submitted to D4D project team in English language, while the final version of the report must take in consideration all comments provided by D4D project team.

     It is envisaged that this task will be delivered by 15th October 2020, and the level of effort will not exceed 1 expert day.

    Required Skills and Experience

    Academic Qualifications/Education:

    • Master`s degree in economics, communications and other relevant sciences.
    • Bachelor’s degree and at least 5 years of relevant experience would also be acceptable.

    Experience:

    • At least 3 years of professional experience in conducting and designing capacity building/workshop facilitation/training assistance, with focus on business and local/cantonal institutions;
    • Proven experience in the business management area and/or training provision, focus on local development initiatives is an asset;
    • Skills related to business engagement and B2B facilitation with relevant experience in use of communication tools for business engagement as an asset;
    • Familiarity with key public documents, strategies, trends and practices related to diaspora and development in BIH;
    • Completed training(s) in the realm of diaspora engagement/migration and development is considered an asset;
    • Proven analytical skills and ability to conceptualise and write concisely and clearly.

    Languages Requirements:

    • Fluency in the official languages of BIH and English.

    Other Requirements:

    • Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.
