DRC has worked in Myanmar since 2009 providing humanitarian and infrastructure assistance to victims of cyclone Nargis in the Ayeyarwady Delta in southern Myanmar. In 2011, DRC/DDG expanded its activities to Rakhine and Kachin, and in 2013, to South Eastern Myanmar, moving its program towards emergency response to the humanitarian crisis of IDPs in camps and camp like situations. DRC implements multi-sectoral programming to address the persistent needs of the displaced, conflict affected populations in these locations.

Overall purpose of the role:

Responsible for the implementation of DRC protection programming and for developing context sensitive programme modalities in Mrauk U and Kyauktaw Townships, RakhineResponsible for assisting in the development of protection proposals and donor reporting

Sector responsibilities:

Advocacy for the rights of displaced people in their context of displacement, protection initiatives, case management, monitoring of rights, and building community-based protection mechanisms.

Geographic scope: Kyauktaw and Mrauk U townships, Rakhine State

This role oversees protection programming in Mrauk U and Kyauktaw townships and ensures compliance to DRC procedures and guidelines within these locations. The role contributes to the development of programmatic strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations.

Responsibilities:

Project Management and implementation

Coordinate, plan and monitor protection project activities, with a specific emphasis on remote project management Provide day to day support to GBV and CP teams with remote management and emergency response activities, as requested by Base Manager/requiredEnsure the highest quality of the sectoral interventions, and the coherence between all projects, ongoing and proposed, according to the overall protection strategy and taking into account remote monitoring modalitiesTake leadership of protection projects in terms of high quality and timely deliverables, narrative reporting and financial overviews, close cooperation with donors, Government counterparts and coordination mechanisms on site, and in synergy with other DRC interventions in the areaFormalize and develop project related operational tools and training modules, with support from the Protection ManagerProvide input for monthly, quarterly, interim, and annual donor reports as well as ad hoc donor requestsProvide overall budget monitoring, financial management and expenses control for the project activities, including compliance with minimum DRC and donor requirementsTake lead in planning protection monitoring activities and compiling inputs from the protection team on monthly protection monitoring reports, analyze protection trends, and submit compiled report to Protection Manager

Program development, strategy, and external relations

Representation of DRC and active participation in protection sector meetings and relevant sub sectors/working groupsOversee knowledge sharing across teams, and ensure that monitoring and evaluation results are understood and used to improve programsDrive the development and growth of the relevant programs within the DRC program objectives, including proposal development, and feed into country-wide strategy developmentEnsure adaptiveness of programming with the ongoing emergency response, in coordination with and supported by the Protection ManagerEnsure cooperation and integration with GBV and Child Protection programmes through working with the other project managers and team leadersTake lead in Protection Mainstreaming and integration efforts with other DRC sectors, particularly livelihoods

Accountability and reporting

Guided by the DRC Programme Handbook, continuously monitor and develop relevant accountability initiatives within the protection program as well as strengthening the effort to document the impact of activitiesEnsure compliance with internal and external reporting requirements including procurement

People Management

Lead and manage project staff members including mentoring, ensuring coordination, recruitment, and capacity developmentProvide on the job training as required and adapt trainings/coaching to specific staff needsAct as Officer-In-Charge in absence of Base Manager and/or as delegated

As Manager the post-holder is responsible for the following:

Accountable for achieving DRC s strategic goals and objectives within the area of responsibilityAccountable for making significant decisions on what the general protection team does: its purpose, functions and role, and for making commitments and decisions that require the expenditure of significant unit resources.Accountable for people management of direct reports, generally at least 3 employees. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRCAny other duties relating to the nature of the job as requested by the Manager

Experience and technical competencies: (include years of experience)

Minimum 2-3 years of proven international experience in NGO projects, particularly in managing protection projects. Prior experience in remote management and in emergency response to displacement is a very strong advantage At least 2 years’ experience with people managementExcellent writing and editing skills for external audiences (including governments and donors)Experience working in conflict contexts or emergency responseExperience in producing high-quality technical material (training material, programme tools, proposals, strategic documents etc.)Experience working with Monitoring and Evaluation

Education: (include certificates, licenses etc.)

Master’s degree (e.g. humanitarian programming, international development, human rights, or international relations) desirableUndergraduate degree in related field (international relations, anthropology, social work) required

We offer

DRC will offer the successful applicant a contract for 12 months renewable, pending on funding and performance.
