The Center for International Private Enterprise (CIPE) strengthens democracy around the world through private enterprise and market-oriented reform. CIPE is one of the four core institutes of the National Endowment for Democracy, and is an affiliate of the U.S. Chamber of Commerce. Since 1983, CIPE has worked with business leaders, policymakers, and civil society to build the institutions vital to a democratic society. CIPE s key program areas include Enterprise Ecosystems, Democratic Governance, Business Advocacy, Anti-Corruption & Ethics, and Trade.

The Center for International Private Enterprise (CIPE) is seeking a Monitoring and Evaluation Consultant to support data collection efforts for an eighteen-month US-government funded project. The aim of this project is to increase transparency and accountability in public-private partnership (PPP) processes in Myanmar by promoting responsible business behavior and fostering consensus on policy priorities between the business community, entrepreneurs, business associations, public officials, and other relevant stakeholders.

The participating consultant will support data collection and project monitoring efforts. Primary deliverables will be to work with CIPE s in-country partners to develop data collection and storage tools and processes, and to collect project monitoring data directly through surveys, interviews, and focus groups. The consultant will be expected to develop project-specific tools and protocols for monitoring of training workshops, policy advocacy, and public-private dialogue events.

The consultant will report directly to CIPE and is expected to coordinate closely with CIPE staff, in-country partner organizations, and potentially other counterparts around Southeast Asia in accordance with the project monitoring and evaluation plan. The consultant should expect to provide logistical assistance with CIPE and CIPE partners on an ongoing basis, conduct interviews, attend key project events in-country on a regular basis, and draft reports on findings. The consultant will provide all documents and reports to the partner organization and CIPE. All tools, templates, products, assessments and other material will be in English and subject to CIPE review and approval, and all data would be sent to and stored by CIPE.

Travel is expected to be to various locations in Myanmar, including but not limited to Yangon, Thanintharyi, Ayeyarwady, Mandalay, Kachin, and Kayin. CIPE will cover the cost of airfare, lodging, meals, and local travel. Ability to observe project activities in Burmese is highly desired.

Primary Functions & Responsibilities:Provides technical support to CIPE s in-country partners to develop a monitoring system for project information and indicators under the partner s purview. Technical support can include but is not limited to, building excel spreadsheets or databases, and activity sign-in sheets or other templates for data collection and activity tracking. The consultant will work CIPE and the in-country partner to develop data collection processes.Conducts data collection through key informant interviews, focus groups, and pre/post surveys using tools and protocols developed by the consultant with review and approval from CIPE.The consultant will provide write-ups and synopses to CIPE and the in-country partner in a timely manner to enable adaptive implementation and donor reporting. These data collection efforts are complementary to data tracked by the in-country partner.Coordinates with both CIPE staff members and in-country partner staff members on joint efforts to document success stories and lessons learned after relevant project activities.Contributes to general monitoring, evaluation and learning processes, activities and products during the start-up and implementation phases in accordance with MEL plans and indicator matrices.Travels to project sites in-country to conduct the data collection, focus group interviews, field research or providing technical assistance to the in-country partner.Provides additional, ad hoc logistical support to contribute to project successEnsures safe and secure storage of data and transmission to CIPE.Minimum qualifications include:3-5 years of experience in monitoring and evaluation required;Knowledge of political and economic dynamics in Burma required;Proficiency in written and spoken English required;Excellence in writing, reporting and English composition required;Ability to conduct interviews in local languages;Commitment to ethical and professional standards of research and evaluation;Commitment to free-market principles and the democratic ideals of freedom, equality, inclusion, participation, prosperity, and growth;

Other desired qualifications include:

3-5 years of experience monitoring and evaluating U.S. or other foreign-funded projects preferred;Demonstrated understandings of public-private partnership models and mechanisms;Demonstrated competency in standard Windows Office software;Effective interpersonal and teamwork skills and the ability to work independently, and across various stakeholders.
