  • The Pacific region is facing considerable economic and social development challenges due to the increasing impact of climate change and geo-hazards. At the same time, development in these countries is potentially increasing this vulnerability to climate change and disasters. The Framework for Resilient Development in the Pacific (FRDP), endorsed in 2016 by Pacific leaders, demonstrates a clear recognition that managing climate change and disaster related risk must be undertaken in the context of economic development and the achievement of the Sustainable Development Goals (SDGs).

    The Governance for Resilience Project works with Pacific governments to ensure that countries adapt their decision making and governance systems towards more resilient development. The projects theory of change rests on a core assumption that Pacific Island people will be more resilient to the impacts of climate change and disasters if countries manage all development through a risk informed approach. This is consistent with the Framework for Resilient Development in the Pacific which calls for the ‘mainstreaming’ of climate and disaster risk treating risk management as fundamental to all development decisions.

    The Gov4Res Project three outcomes areas to work with countries across the region to address these risks by development: 1) government planning and financing systems enable gender and socially inclusive risk-informed development; 2) country oversight and accountability systems require gender and socially inclusive risk-informed development; and 3) regional organisations, policies and practices are actively supporting gender and socially inclusive risk-informed development.

    UNDP is partnering with a range of partners to deliver this project across the Pacific including Australian Department of Foreign Affairs and Trade (DFAT), the New Zealand Ministry of Foreign Affairs and Trade (MFAT), Korea International Cooperation Agency (KOICA) and Swedish International Development Cooperation Agency (SIDA).

    Under the supervision of the RSD team leader, the Project Manager will be responsible for delivery of the Governance for Resilience project. 

    Contribution to development of MEL Framework for the project, including strategy, operational plan and activities

    • Support development and application of an appropriate, useful and relevant monitoring, evaluation and learning framework, which is tailored to the needs, and available capacities of the Governance for Resilience team. This includes integrated results framework, monitoring plans and evaluation processes.
    • Coordinate with partners to guide baselines and ensure that data collection and analysis from country visits are coordinated and standardised across project to feed into project performance monitoring.
    • Contribute to setting up of project monitoring systems/tools, potentially using digital platforms (management information systems). This includes monitoring by programme staff and consultants.
    • Provide technical support to project staff on the design of activity-specific monitoring and evaluation systems and tools.

    Monitoring and Evaluation

    • Provide technical guidance and support to regional and country teams in implementation of the monitoring strategy, including in the finalisation of baseline studies and identification of milestones and targets.
    • Provide expert guidance to the project teams on monitoring and tracking results against the country and regional work plans, based on the project theory of change.
    • Conduct joint monitoring visits to countries and investment sites to ensure compliance and accountability to donors and communities.
    • Provide technical and coordination support to the consolidation of results at national and regional level, in line with national and regional results frameworks.
    • Work in close collaboration with Governance for Resilience core staff and national posts, to ensure appropriate coordination of monitoring activities;
    • Provide substantive support to the provision of policy recommendations and guidance on monitoring and evaluation.
    • Provide technical inputs to development of evaluation and results-based monitoring terms of reference as well as to the organisation of evaluations.
    • Provide technical input to corporate level evaluation processes and ensure alignment to corporate evaluation systems.
    • Ensure that the team managers and country teams respond to recommendations and monitor the follow up on evaluations.

    Learning, Knowledge Management and Reporting

    • Manage, maintain and enhance knowledge-sharing for the project team and project stakeholders, to expand capacities and expertise and encourage knowledge-sharing on best practices in risk governance.
    • Organise meetings, workshops and other discussion fora to establish a dialogue on evaluation results and the evaluative knowledge management.
    • Ensure relevant evaluation findings, conclusions and recommendations are incorporated into programme formulation and the work of partners (e.g. government planning systems)
    • Provide technical contributions to the development of training and guidance on results-based reporting and use of the Results Management System.
    • Provide consolidated country and regional results in an appropriate format for project team to undertaken, quarterly, bi-annual and annual reporting.
    • Support drafting and review of quarterly, bi-annual and annual donor and partner reports.

    Capacity Building

    • Work closely with the core Governance for Resilience team and country teams, in particular to provide support, on the job coaching, training and development for staff to enhance their planning, monitoring and evaluation skills (linked with reporting).
    • Roll out implementation plan for MEL Plans and Strategy, and follow-up through tailor made mentoring and capacity building.

    Education:


    • A master’s degree or equivalent in International Relations, Public Policy, Political Science, Economics, Statistics or related field and strong data analysis training

    Experience:

    • At least 7 years of work experience in development programming, design, implementation and measuring and reporting results, relating to SDGs and multiple cross cutting issues such as climate change and gender equity
    • Experience working across the Pacific, preferably at both national and regional levels.
    • Expertise in results measurement methodologies including familiarity with cutting-edge MEL methods, designing results frameworks and evaluating development results.
    • Demonstrated experience in applying qualitative/ participatory research methods; linking planning to M&E; results-based approaches.
    • Experience in both qualitative and quantitative data collection and analysis.
    • Experienced in rende ring M&E results using different media and reporting to multiple donors and partners.

    Language Requirements:

    • Fluency in English is essential
