  • The Democratic Republic of the Congo (DRC) has emerged a few years ago from a long armed conflict and remains a fragile state characterized by weak governance and rule of law. The causes include fragmentation and polarization of identities, extreme poverty and vulnerabilities of the population as well as weak authority of state over the country.

    In 2015, the DRC has organized the Estates General of Justice, which brought together nearly 300 judicial actors, with the support in particular of UNDP, MONUSCO and the European Union. It leads to 350 recommendations which have been taken in the National Policy for the Reform of Justice (PNRJ) 2017-2026 and its Priority Action Plan “PAP” which were adopted. The Justice sector is supported by a relatively small group of Technical and Financial Partners (PTF), namely the United States, France, Sweden, the European Union, UNDP and MONUSCO. The framework for coordinating TFPs with national authorities is within the Justice and Human Rights Thematic Groups (national and provincial). The United Nations Development Program intervenes actively in the justice sector in institutional support to the National Ministry of Justice and to the Superior Council of Magistracy both for the conduct of the reform and for the good administration of justice by the courts and tribunals. For several years, UNDP has supported the implementation of the Priority Action Plan through capacity-building of actors of the criminal chain, fighting against impunity for international crimes (offer and demand of justice), raising awareness on human rights and contributing to strengthen accountability within the judicial sector. UNDP has implemented several projects related to strengthening the rule of law and support to the security sector reforms in North Kivu, South Kivu, Ex-Province Orientale, Haut Katanga and Central Kasaï with the financial support European Union, PBF, BBPS and MONUSCO program funds.

     

    Following the December 30, 2018 elections, DRC had its first experience of peaceful transfer of power. The President in his inaugural speech has affirmed the reinforcement of the rule of law as well as sustainable peacebuilding as key priorities of his mandate. Taking into consideration this new context as well as the future disengagement of MONUSCO, UNDP intends to develop an integrated rule of law program including the criminal chain as well as security sector reform (Police) for the next five years. The new program is based on the results achieved during the last decades by UNDP as well as other actors involved and will include strong coordination and collaboration with other agencies and relevant sections of the MONUSCO.

    In addition, DRC is facing high challenges in terms of peacebuilding and stabilization, especially in the Eastern provinces. In this regard, the International Security and Stabilization Support Strategy (ISSSS) and related Provincial Stabilization Plans in the provinces of North Kivu, South Kivu and Ituri have been developed and revised following an evaluation, so as to ensure that root causes of the conflicts are properly and successfully addressed. Therefore, the revised ISSS aims at transforming the relationship between the DRC state and population in the East to enable them to jointly address these main drivers of conflict. The approach emphasizes that high-level political engagement is essential to provide coherence and guarantee the sustainability of stabilization investments. Local governance, access to justice, rule of law and restoring the state authority are key challenges for ensuring effective stabilization. UNDP has a great role to play in ensuring alignment of its programs to the ISS.

     

    In this regard, UNDP is recruiting a Monitoring and Evaluation and Reporting Officer who will be the focal point for monitoring, evaluation and will contribute to experience sharing. The M&E&R Officer, in collaboration with other M&E experts of the pillar I, will be responsible for the establishment/update of program reporting tools, ensuring program data are analyzed and disseminated in a timely manner as well as write reports for donors and conduct field missions. In addition, in close collaboration with the Analysts and the Coordinator of the Pillar, the M&E&R Officer will contribute to the development of concept notes and program documents as well as conduct analysis on relevant thematics to ensure strategic planning in the area of rule of law and peacebuilding. The M&E&R Officer will work under the direct supervision of the Coordinator of the Pillar 1 of UNDP.

    Ensure the implementation of monitoring and evaluation strategy, focusing on achievement of the expected results:

    • Develop and adapt monitoring & evaluation frameworks for rule of law and peacebuilding programs;
    • Develop and adapt monitoring & evaluation tools for the programs to ensure solid and high quality collect of data;
    • Conduct regular monitoring & evaluation missions to measure results and impacts of the programs;
    • Contribute to a strategy for identifying, reflecting on and disseminating learning internally and externally;
    • Compile, analyze and disseminate quantitative and qualitative information for improved programs decision making;
    • Contribute to the management of external baseline studies and evaluation studies of programs;
    • Follow up on implementation of evaluation recommendations and ensure optimal use of evaluations;
    • Contribute to monitoring & evaluation activities of the Country Office; 

     

    Ensure high quality and results-oriented reports to donors and develop analytical and strategic notes and researches

    • Prepare high quality donor reports (results-oriented and meeting specific donor requirements) ;
    • Provide technical and strategic advices to improve program’s implementation to achieve expected results based on evaluation evidence;
    • Prepare substantive, technical and strategic briefs on possible areas of interventions and strategies to adopt;
    • Conduct analyses and researches on all relevant thematic to the implementation of programs (fight against impunity, transitional justice, rule of law, peacebuilding…);

     

    Ensure strategic and result oriented planning

    • Develop annual work plan for the programs (budgeting, calendar) which are realistic and results oriented;
    • Provide technical and strategic advices at the planification phase based on evaluation assessment and context analysis;
    • Ensure alignment of annual work plan on governmental strategies/policies, on CPD and other relevant strategic document/frameworks;
    • Ensure the monitoring of annual work plan (implementation of activities, achievement of results, monitoring of expenses…)

     

    Contribute to development of concept notes and project documents related to peacebuilding and rule of law challenges

    • Contribute to draft concept notes and documents of project including strong context analysis, theory of change and solid logical framework;
    • Contribute to design new initiatives and project proposals in line with the CPD and all governmental policies in the areas of peacebuilding, rule of law, security…
    • Identify areas for support and interventions within the thematic areas of human rights, rule of law, transitional justice, peacebuilding, access to justice;
    • Analyze and research of information on donors and identify opportunities for initiation of new projects and areas of collaboration;
    • Conduct field missions of need assessment to develop strategic and pertinent interventions;

    Ability to develop, maintain, and strengthen partnerships with others inside (Programmes/projects) or outside the organization who can provide information, assistance, and support.  Sets overall direction for the formation and management of strategic relationships contributing to the overall positioning of UNDP

    Education :

    • Master’s degree in international development, international relations, law or any other relevant fields.

    Experience :

    • Minimum 2 years’ working experience in development programme/project planning and management or coordination with a focus on programme monitoring and evaluation;
    • Demonstrated experience in drafting concept notes and project documents as well as results-oriented annual working plan;
    • Demonstrated analytical skills to develop strategic vision, to conduct research and write high quality reports;
    • Solid technical and analytical capabilities, in particular in the area of peacebuilding and rule of law;
    • Excellent skills in information/data analysis, including consolidation and analysis and report writing;
