    Chemonics seeks a monitoring, evaluation, and learning (MEL) director for a DFID-funded education program under ISD. Turkish nationals are encouraged to apply.

    The MEL director develop and implement Chemonics’ MEL framework to monitor the progress, effectiveness, and the dissemination of results for program activities and innovations that strengthened program design and implementation; and finalize and oversee implementation of the MEL plan and design and populate the program’s MEL system. The MEL director will work with technical staff to oversee tools for data collection, storage, and analysis, and contribute to the program’s strategic direction and managing a high-profile and high-risk portfolio of activities. This position will report to the team Lead and will be posted in Gaziantep, Turkey. We are seeking individuals who have a passion for making a difference in the lives of people around the world.

    Responsibilities Include:

    • Review the program contract and other background documentation such as the client’s strategic objectives, theory of change, results framework, MEL plan, and country strategy to understand how the program helps to achieve the client’s goals

    • Design, develop and implement ISD’s monitoring and evaluation plan as well as Chemonics’ MEL reporting in compliance with the DFID and ISD project requirements

    • Support the Chemonics technical team in refining the program’s results framework and participate in work planning sessions

    • Establish performance indicators, analyze data, and implement interventions to close performance gaps for a complex array of beneficiaries

    • Design and maintain data collection systems that ensure information from routine reporting, ad hoc data collection efforts, and special studies is collected and analyzed appropriately

    • Conduct all appropriate analyses and document accomplishments into reports and publications and support presentations to DFID on program performance, best practices, and lessons learned that lead to strategic programmatic adjustments

    • Ensure that MEL and program staff understand their responsibilities for MEL data quality standards, and that staff collect and analyze program data consistent with data quality standards

    • Conduct periodic training for project staff, stakeholders, and/or partners, and share information to help them monitor the progress of their work and use the data for strategic decision-making

    • Mentor partners’ MEL staff on developing project related MEL plans and data collection tools, and review them on periodic basis to assure that all data collected from partners feed into the program logical framework and indicators

    • Ensure that all memoranda of understanding, services agreements, grants, or other contractual arrangements with partners stipulate their responsibilities for data collection and monitoring

    • Contribute to the development of annual work plans and review the relevance of the MEL plan against these work plans

    • Contribute to the updates to the research agenda, and assure that all the research is aligned with the proposed timeline

    • Complete the program learning circle by assuring that all data collected, research conducted, and reports provided feed into the program circle; suggest recommendation and lessons learned accordingly

    • Compile and analyze relevant data on program indicators for contractual reports

    • Assure that all logical framework-related details are uploaded on time to both DFID’s and Chemonics’ online system and sheets

    • Submit weekly reports, monthly reports, and quarterly reports as requested by DFID

    • Respond to all MEL-related requests for information by DFID, the program lead, or program management

    • Supervise and oversee the MEL team by mentoring them on conducting daily work and assure that all deliverables are on track

    • Regularly communicate progress against targets to project staff (monthly meetings)

    • Review third-party monitoring reports provided by the client’s partners to assure accuracy and learn from the recommendations

    • Collect and disseminate lessons learned and best practices to internal and external stakeholders, as appropriate

    • Adhere to Chemonics’ professional code of ethics

    Qualifications:

    • University degree in the social sciences or a related field; master’s degree preferred

    • Minimum five years of experience designing and using tools for data collection, monitoring, evaluation, and reporting of donor-funded projects

    • Experience with theory of change, results frameworks, indicators, and targets, preferably for DFID projects

    • Excellent experience in office software required; MEL, data collection, and analysis software experience preferred

    • Experience designing and implementing baseline assessments and impact evaluations

    • Experience in learning outcomes assessment and child well-being assessments preferred

    • Strong knowledge of education sector and understanding about the context, conflict, and security situation in Syria; previous experience in Syria strongly preferred

    • Strong managerial, problem solving, and strategic planning skills

    • Excellent communication, negotiation, and writing/reporting skills

    • Excellent teamwork, interpersonal, communication, presentation, and facilitation skills, with the ability to also work independently

    • Professional proficiency speaking, reading, and writing English and Arabic required

    • Demonstrated leadership, versatility, and integrity
