The vision of the WHO Global Strategy and Action Plan on Ageing and Health is a world in which everyone can live a long and healthy life. In order to enable the successful implementation of the Strategy, the Department for Maternal, Newborn, Child and Adolescent Health and Ageing will facilitate the development of norms, standards, guidelines and policy guidance, and research on key components of clinical and integrated care for older people, and systems, to support long term care. Work in this area will include the further development of WHO integrated care guidelines, as well as projects to identify evidence based service delivery models for integrated health and long-term care in high, medium and low resource settings, and to identify assessment tools and measures of country implementation that can be used for accountability of progress during the Decade of Healthy Ageing 2020-2030. This includes strategies through health and social care to help people build and maintain capacity across the life-course, and to support people with declines in capacity to compensate or adapt to these losses.

DESCRIPTION OF DUTIES

1. Identify or update priorities and opportunities to advance the global agenda on integrated care and long term care as defined in the Global Strategy and Action Plan on Ageing and Health; 2. Contribute to strategic development, coordinating their validation and facilitate implementation; 3. Develop evidence based normative guidance on clinical and or social interventions to prevent and address care dependence in older age, including the draft of clinical algorithms for the implementation of interventions to maintain intrinsic capacity and refine care pathways; 4. Develop guidance and tools to enable impact at country level on integrated health and social services for older people, including addressing the long-term care needs of older people with complex long term conditions or significant losses of intrinsic capacity and functional ability and facilitate their implementation; 5. Actively support regional and country offices to implement plans to realign health systems towards the needs of older populations or strengthening long term care systems.Coordinate the work of the WHO Clinical Consortium on Healthy Ageing which contributes to the development of standards and guidelines on the clinical aspects of Healthy Ageing; or Coordinate the work of a global network on long term care; 6. Plan WHO technical activities for reducing the impact of declines in intrinsic capacity, and other conditions such as malnutrition, hearing loss and vision impairment in older age.Expand and organize as needed the WHO ICOPE (Integrated Care for Older People) Steering Group, with numerous Departments across the organization working on ageing, and focal points from 6 WHO Regions; 7. Ensure systematic reviews and synthesis of evidence for the development of the subsidiary products of the WHO ICOPE Guidelines, or development of policies and service delivery guidance for improving the quality of long-term care; 8. Plan WHO technical activities for reducing the impact of long term complex conditions such as chronic pain, urinary incontinence, cognitive decline and enhancing functional ability, such as self-care, mobility and social participation; 9. Initiate, support and contribute to the development of policies and service delivery guidance for expanding universal health coverage that addresses older people’s health and social care needs, focusing on service delivery with contributions to other system components; 10. Contribute to monitoring progress linked to Health Systems/Long term care and Ageing, reflecting WHO Global Programme of Work and the WHO Global Strategy on Ageing and Health (2016-2030); 11. Develop trainings and workshops in the area of integrated health and social care for older people and with Regional and Country Offices, support implementation; 12. Implement activities aimed at building and strengthening new and existing partnerships and developing new collaborative activities with other WHO programmes, Member States, UN System, WHO Collaborating Centers and civil society organizations on potential areas of collaboration on health systems, long term care and ageing; 13. Perform other related work as assigned.

REQUIRED QUALIFICATIONS

Education

  • Essential: Advanced university degree (Masters’ level or above) in medicine, with clinical practice relevant to ageing.
  • Desirable: Doctoral degree with relevance to universal health services (e.g. promotion, prevention, treatment, rehabilitation, palliative services), ageing and older adults.

Experience

  • Essential: At least 7 years of experience in clinical, population health policy or programme development, at national or sub-national levels.Demonstrated experience at international level and working with collaborators in low, middle and high income countries.
  • Desirable: Familiarity with WHO HQ, Regional and Country Offices and with other UN bodies and NGOs in areas related to ageing. Published research on ageing-related topics.

Skills

Demonstrated high level of knowledge of the medical (disease) and person-centred (functioning) aspects of ageing. Demonstrated high level of knowledge of the biological factors contributing to trajectories of Healthy Ageing relevant to low, middle and high resources settings. Advanced level of clinical knowledge reflecting at least 7 years of clinical experience with older adult patients and addressing their care needs. Demonstrated ability to communicate norms and concepts related to healthy ageing across the life-course in culturally acceptable and simple language. Demonstrated ability to work constructively with key stakeholders including policy makers and practitioners to deliver concrete outcomes.Excellent project management and performance management skills. Exceptional written communication skills to prepare plans, reports, and articles for publication (web-site and printed).Ability to work as part of a results-oriented team. Ability to develop global partnerships, and manage/report on funded projects. Ability to work collaboratively with a diverse range of stakeholders.Ability to mobilize resources an asset.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 73,516 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5146 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
