icddr,b invites applications from suitable candidates for the position of Manager, Human Resources with USAID’s Alliance for Combating TB in Bangladesh Project of Emerging Infections under the Infectious Diseases Division. The appointment will be made on Fixed Term basis for 1 year which is renewable depending on performance and availability of funds.

Salary Annual Tk. 1,568,790/ -inclusive of house rent and conveyance allowances and other admissible benefits.

Benefits/facilities 14.8% provident fund contribution, income tax paid by icddr,b, children allowance @Tk.1,917/- per child per month, festival bonus, contributory healthcare support including dependent spouse and children, group life insurance and subsidized canteen. Transport and daycare facilities are subject to space availability.

Position Description:

Work as a focal point for providing HR services (e.g. HR planning, recruitment and selection, performance management, training and development, contract management, employee relations etc); Understand the needs of the Division and bring the right HR solution accordingly with the objective of establishing and ensuring partnership between central HR and Division Management within the scope of HR policies and procedures of icddr,b.

  • Human Resources Planning: Provide information and guidance to the Program Head/Chief of Party/Head, Admin Team/Head, Technical Team/Project Coordinator as per icddr,b’s HR policies and procedures in manpower planning and staffing during the program development; Act as a focal point for all HR audit within the program; Prepare and maintain all HR related documents/files and provide those to the Audit Team in order to expedite the recruitment process as well as being complaint with the HR policies & procedures of icddr,b.
  • Recruitment & Selection: Prepare Role Clarification Document (RCD); Receive recruitment requisitions through Navision; Prepare draft Ad as per RC and finalize advertisement with the consent of concerned Hiring Manager; Circulate ad on the notice board and forward to the IT team for circulation in the root mail, website and also on the newspaper (if required); Download applications through e-recruitment system with a primary filter (pre-screened) and send to hiring manager for review; Re-check and finalize the short-listing document; Book venue, prepare and circulate written test notice, inform candidates by phone/email, collect question from hiring manager to conduct written test; Based on the evaluation of written test prepare interview notice, inform candidates, select and invite panel members, prepare interview sheets and other related documents to conduct interviews and also represent HR in the interview board; Prepare minutes and matrix based on the decision in the interview board and finally select candidates in order to hire the right employee within the timeline following the recruitment policies and procedures of icddr,b.
  • On-boarding: Issue Offer letter, Conduct reference Check, Provide self disclosure form and receive medical clearance, verify necessary documents, provide contract papers along with joining report and other forms, guide the newly joined staff for completing the joining formalities and enroll candidate for induction programme in coordination with TD; Coordinate with Manager, Talent Acquisition on implementing t+7 and t+30 induction schedule; Complete recruitment files and transfer them to HRIS in order to onboard new staff.
  • Contract Management: Monitor tenure of contract of all staff; Follow up with the notice of contract expiry sent by Central HR on a monthly basis; Receive, approve and process contract extention requisition; Issue and distribute contract extension/release letter to the employee and to appropriate staff of concerned unit; Filing all contract related documents in order to smooth functioning of contract management process.
  • Training & Development: Identify staff training needs as per the development plan of PMDS in discussion with Program Head/Chief of Party; Identify feasible training programmes, external/internal resource persons & institutions; Coordinate in arranging training events, Provide logistics support; Circulate the names and ensure timely participation of the participants in training programmes as per the plan of TD, Provide reports on all training activities to TD in order to reduce gaps, increase efficiency by providing training and development programmes for employees.
  • HR Operations: Guide supervisors and staff in developing individual work plan, follow up and ensure timely submission of PMDS form (mid-term review, final review, probationary) to central HR; Issue different certificates (experience, salary, NOC) to employees; Monitor and update nominee/dependent information; Conduct exit interviews for departing employees and report to HRS; Lead new initiatives undertaken by HR function (e.g. Automation of HR process; HR Dashboard etc.); Seek opinion/inputs from stakeholders to revise/update policy documents where necessary; Provide guidance and advice to all Program staff on HR issues to comply with HR policies and procedures in order to smoothly operate day to day HR functions.
  • Employee Relations: Respond to queries or issues raised by employees and resolve those as swiftly as possible; Coordinate with Chief of Party/Head, Admin Team/Head, Technical Team/Project Coordinator to proactively address issues and grievances; Deploy grievance handling activities as per defined processes (e.g. any disciplinary issue must be forwarded to Senior Manager, Talent Acquisition along with written complaint to take necessary actions); Actively identify, design and implement employee engagement activities; Organize and conduct employee communication activities (such as Town Halls etc); Provide progress report on such activities to the Central HR in order to establish employee relations and ensure their retention in icddr,b.
  • People Management: Interview candidates and make hiring recommendations, if required; Promote a spirit of collegiality and gender diversity amongst team members and in the organization; Encourage team members to collaborate across areas; Address and resolve any diversity related issues; Set goals and conduct appraisals for the team; Set high standards and confront poor performance where needed; Mentor young professionals and prepare them for higher responsibilities; Identify and reward high performers; Recommend promotions; Take appropriate actions to manage poor performance (such as creating Performance Improvement Plans, coaching, job rotations, planning separations from icddr,b) in order to build and develop an engaged and high performing team.

Requirements:

Education and relevant experience:

  • Masters in Management or Business Administration preferably in Human Resources;
  • 5 years relevant experience specially in any international/multinational organizations or large NGOs or development organizations.
