Background

Baylor College of Medicine Children s Foundation Malawi (Baylor-Malawi) is a not-for-profit organization partnering with the Government of Malawi in the health sector. Our mission is to improve the health and lives of HIV-infected children and families through high quality, high impact, ethical, state-of-the-art and comprehensive care and treatment interventions, including training of health professionals, and clinical research. Baylor-Malawi has an international reputation for innovative, evidence-based HIV service delivery programming.

The Baylor-Tingathe program was designed in 2008 to respond to suboptimal uptake of PMTCT and pediatric HIV services In Malawi and currently seeks to support Malawi in reaching the ambitious UNAIDS 90-90-90 goals. The Tingathe Program utilizes community health workers (CHWs), HIV Diagnostic Assistants (HDAs) and clinical mentors to improve HIV case finding and linkage to care, retention in HIV care and treatment, Prevention of Mother-to-Child Transmission (PMTCT), Early Infant Diagnosis (EID), and HIV care and treatment services in Malawi.

Position Description and Responsibilities

Position Description:

The District Lead (DL) will provide oversight and guidance to the Tingathe program in Mangochi and support to the district leadership to achieve the 95-95-95 UNAIDS goals.

The DL in Mangochi will oversee the Baylor office in Mangochi and all district staff. S/he will lead district teams to implement the Tinagthe program at site level in the district, provide mentorship to site level staff and strengthen the health care system.

Key Responsibilities:

Have a comprehensive and thorough understanding of the Tinagthe program in Malawi. The DL should know, understand and contribute to the development of all Tingathe goals, targets, priorities, work plans, policies and SOP s.

Oversight and support to ensure that the Tinagthe program is implemented in all sites with fidelity

a.Planning of program

i. Develop district level program and annual work plans with input from managers, mentors and administrators. Revise work plans on a quarterly basis

ii. Design and strengthen systems and strategies in the district to ensure that all program goals and targets are met.

iii. Work closely with district MoH leadership to coordinate goals aligned with the District Operation Plan and keep them abreast of program development

iv. Work closely with Medical Director, Deputy Director and Program Director to determine priorities to fulfill program goals

v. Troubleshoot escalated facility level issues with appropriate interventions

vi. Develop and/or strengthen collaborations with other partners to maximize efforts in the district to maximize performance in critical areas.

b.Implementation

i. Ensure that the Tingathe office runs smoothly and efficiently

ii. Ensure that the office administration and HR contribute to program support (i.e. proper procedures and documentation for communication, supply management, and human resource management)

iii. Provide leadership to program teams through capacity building and mentorship to ensure that all team members, including site supervisors, understand the program and implement as intended.

iv. Review and refine supervision structures, including review and contribution to revision of job descriptions

v. Undertake regular supervision of program implementation

Have a comprehensive and thorough understanding of how the Tingathe program is being implemented in Mangochi.

a. Work with M&E and Medical Director to establish systems to collect daily, weekly and monthly data, including program data

b. Work closely with the District Coordinator, Program Manager and Medical Director to review data, draw conclusions from data, consider implications of ideas, get guidance on how things work and what things might be feasible, and agree on how to roll out/integrate/strengthen these approaches.

c. Ensure systems in place at district level for the appropriate and timely dissemination of data to all program staff.

d. Ensure that all program data used by staff to monitor trends in performance

e. Work with district and site level staff to design district or facility level interactions based on results and work with them to identify gaps in performance and take appropriate remedial action.

Reporting

a. Contribute to quarterly, bi-annual and annual reporting with relevant program information as requested, including district input to USAID-specific requests.

b. Contribute to development of presentations on program progress for monthly USAID meetings

Mentorship and capacity building

a. Integrate continuous professional development for mentors and CHPOs into program design

b. Build leadership and management among in-charges, by organizing trainings, etc – look for deficiencies/gaps in leadership/management of sites and determine ways to capacity build and improve system

c. Maintain and foster good team communication

d. Uphold professional standards as outlined in the HR manual

e. Supervise and support Global Health Corps Fellows, Tingathe fellows and/or other short-term students or volunteers

Key Competencies, Technical Background and Experience Required

Academic qualification: graduate degree in public health or medical field

5+ years experience in leadership /management in public health program development, implementation , M&E and administration systems, experience with USAID funding preferred

Proficiency in Microsoft Office Suite, in particular Excel and PowerPoint. Strong presentation, work planning, and formatting experience

Strong communication, intrapersonal, and computer skills.

Proficiency in English (and Chichewa preferred)

Ability to produce high-quality results rapidly

Works well under pressure

Strong presentation, work planning, and report writing skills

Strong communication, interpersonal, and computer skills (proficiency in Microsoft Word, Excel, and PowerPoint).

Fluency in English (and Chichewa preferred)

Excellent manager and team player

Willing to be based at district level with frequent travel into remote areas
