Norwegian People’s Aid is seeking a Logistics and Administration Manager to secure high quality operations and administration of our diverse and expanding Lebanon country programme

Wars and armed conflicts come to an end; however, the remnants of war continue to terrorize millions of people for decades to follow. Humanitarian Disarmament’s vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by landmines and other explosive remnants of war. Currently NPA has more than 22 Humanitarian Disarmament Programmes ongoing in Africa, Asia, Latin America, the Balkans and the Middle East.

Norwegian People s Aid has been working in Lebanon since 1982. Currently, the country programme runs 17 Development, Humanitarian Assistance, and Humanitarian Disarmament projects with 150 national and international staff and a total annual budget of approximately 80 million Norwegian kroner. The country programme runs several projects and has a wide range of partners within Food Security and livelihood (FSL), Sexual and Gender based Violence (SGBV) and civil society development. The programme is also an implementer of mine action activities, including survey and clearance of landmines, cluster munitions and other Explosive Ordinance. Our key donors in Lebanon include: Norwegian Ministry of Foreign Affairs, European Commission, UK Aid, Swedish International Development Agency (SIDA), US Office of Weapons Removal and Abatement (WRA), Embassy of Japan and NORAD.

As Logistics and Administration Manager you will be based in the capital Beirut, with periodically extensive travels to field locations. You will be the head of NPA Lebanon support functions and departments, including logistics, administration and Human resources, and be responsible for the coordination, management and day-to-day supervision of staff. As part of the NPA Lebanon Country Management Team, you will collaborate closely with the Finance Manager, Programme Managers, Operations Manager and Grants Coordinator, and report to the Country Director.

In this position your main responsibilities will be:

Management of national staff in relevant support divisions in all locations, ensure up-to-date job descriptions, effective organization and delegation of duties, keep regular meetings and develop clear objectives for the team and individual staffCoordination with the Country Director/Programme Managers and senior management team on all relevant issues, and provide technical expertise and input for the development of budgets, proposals and operational plans, ensuring that new projects are appropriately resourced and costed, and that sensitive matters are addressed in timeEnhancing the quality of our logistics section, ensure timely and comprehensive logistics planning and forecasting, develop skills and capacity among key staff, and ensure that all relevant procedures, systems and tools are well known and implemented across the programmeEnsuring proper implementation of internal controls and reporting systems related to non-compliance, mismanagement or corruption in collaboration with the management teamProvide strategic leadership and management of HR and administrative staff and activities, ensuring compliance with all relevant procedures at all times, including implementation of NPA Safeguarding policy, Code of Conduct and other proceduresBe focal point for NPA Lebanon and NPA Head Office on security related issues, conduct timely meetings as necessary and keep an updated Crisis Management Plan at all times

To be successful in this role you must have:

Master s degree in logistics/procurement field or equivalent in relevant fieldsAt least 3 years experience working in a similar position including management responsibilityGood understanding of ICT-systems and experience with MS Office applications, including advanced user level in excelExperience with managing teams and capacity development of staffDriving license and English verbal and written proficiency

We are looking for candidates with the experience and ability to work independently, be proactive and make decisions as required. Good communication skills, cultural understanding, diplomacy and interpersonal skills is a prerequisite for being successful in this position.

We consider it an advantage if you also have:

Master s degree in Business and Administration, working knowledge of logistics management systems and software including Agresso, Certified trainings in supply chain management, Experience in working with major donors, and working knowledge of Arabic.
