Lebanon hosts about 1.5 million Syrian refugees, mainly in its northern governorate (Akkar and Tripoli) and in the Bekaa Valley. SOLIDARITES INTERNATIONAL (SI) has launched its operations in Lebanon in March 2013 in order to address the immediate needs of both Syrian refugee and Lebanese host families also affected by the crisis. Solidarit s International s mission in Lebanon has two operational bases (Tripoli and Zahle) and a coordination office in Beirut. The expatriate team consists of 10 staff members, while the national team represents about 140 staff members. The mission s overall budget reached 17MUSD in 2017 and about 10MUSD in 2018. Tripoli base counts for 70% of this amount and Zahle base for 30%.

2M$ were concentrated in the Beqaa in the second half of 2019. The Beqaa office currently has 34 staffs.

Key areas of intervention for the mission are the following:

Emergency WASH service provision in informal settlements (UNICEF funding) Beqaa & NorthEmergency response & Shelter-Protection integrated approach (ECHO funding) NorthMapping of informal settlements (MEDAIR / UNHCR) North

Within the Lebanon mission and under the supervision of the Deputy Country Director Head of Programs, the SHP Consortium Coordinator (SHP CC) will be responsible for the overall implementation and monitoring of the project activities and the quality and timely achievement of the programmatic objectives and indicators of the project. As a member of the Operational Unit of the Consortium, s/he will serve as the key liaison with BPRM, consortium partners, and other stakeholders. With the support of a Technical Advisor Unit, a Coordination Support Units and Field Implementation Units, the CC will also establish and maintain an integrated vision among different actors while ensuring adherence to all project objectives, performance requirements, and donor regulations. S/he facilitates collaborative partnerships between donor, consortium members and other relevant stakeholders.



HR takes an important part of the position s time. The Lebanese society is complex and it is fundamental to take time, from the very beginning, to discuss and understand its dynamicsNeed for capacity building on 2 key elements of the support team, admin assistant and deputy log manager. Deputy is competent but needs more management, follow up skills and communication improvement. Admin Assistant shows lack of rigor & details and lack of organization but has been present since the opening of the base.

The Log Admin Manager will be in direct Hierarchical link with one Deputy Log Manager and 2 administration assistants.



Bachelor/Master degree in business administration, Finance, HR, logistics, political sciences, international organisation management or other relevant field**.**


Proven experience in Finance management (2 years minimum)Experience in HR and LOG management (1 year minimum)Experience on similar ADMIN positionsProficiency in excel, word, outlook. Knowledge of software such as SAGA and Homere desired.Excellent organisational and prioritisation skills, and the ability to multi-task and support.Analysis and solution oriented.Experience in conflict/post-conflict contexts, preferably with experience in supporting emergency responses. Previous experience in the Middle East an asset.Previous experience with SI an asset.


Very good command of HR Management, financial and logistics tools.Computer literacy with very good command of MS Office Suite.Team management, capacity to train a team, to create a dynamic atmosphere.


Analytical-oriented mind.Stress management skills: ability to work under pressure to meet tight deadlines, with peaks of heavy workloads.Team player, capacity to give a positive dynamic to a young team whilst being fully part of the base s senior management team.Diplomacy, cultural sensitivity, negotiation skillsManagement skills are required as Lebanese staff are potentially quite demanding (qualified) but still require supervision (needs to be detail-oriented)Commitment to the fundamental principles of SI s charter and ethos.


Fully fluent English: speaking, reading and writing skills;Arabic an asset (official language of the country);French a plus (Zahle city is partly francophone).

A salaried post: According to your experience from 1800 euros gross per month and a monthly Per Diem of 750 USD.

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Break: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 850 US Dollars allocated by Solidarit s). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarit s will cover travel costs).

Security and Living Conditions

The political and security situation in Lebanon is complex and volatile. A government has been created beginning 2019 after months without one. Domestic tensions are high. Reflective of divisions within Lebanese society, the situation of Syrian refugees is becoming increasingly precarious.

International tensions are non-negligible as well, even if no imminent conflict is for now foreseeable. Israel has never signed a peace treaty with Lebanon since the 2006 war, and tensions with political party Hezbollah and the State of Lebanon are high. Syria, facing a long-lasting civil war, is just miles away.

Despite these on-going internal and external tensions, Lebanon s security situation is currently good. There is no curfew in place on the Lebanon mission and international staff can move around without too many restrictions even though Akkar and Beqaa valley are areas with no-go areas. The security measures in place could still be upgraded quickly depending on the context evolution.

Expatriates are hosted in Zahle s guesthouse (10-minute drive from the office), with possibility to be hosted in the mission s other guest houses (Beirut, Tripoli) when required to move on SI s other bases.

In Zahle, the guesthouse is located inside the city, at walking distance from shops, restaurants. Zahle also hosts a cinema and several gyms. Each international staff member has its own room. There is Wi-Fi, electricity 24h (with at maximum a few minutes interruption when swapping from national network to the city one), central heating system and air conditioning. Zahle being the capital of the governorate, UN agencies and iNGOs generally have their offices and accommodations there.

Located about 1000m above sea level, Zahle is on the verge of Mount Lebanon and the Beqaa valley. Temperatures go, roughly, from zero Celsius in winter (with several snow storms per year, blocking the direct road access to Beirut) to 35 in summer. Ski resorts and beaches are accessible for day trips. Zahle is the biggest Christian city of the Middle East, and there are no specific restrictions relating to clothing.

If the expatriate has passed his driving-licence more than a year ago, he/she is entitled to drive Solidarit s International s vehicles, including evenings and week-ends, after a driving test and following the mission s specific driving SOPs. As a new rule on the mission is that all national staff should be driving to be hired and to allow better acceptance (and mobility), it is recommended that the person hired should have a driving licence and be willing to drive.
