      Operational context

    The Office of the United Nations High Commissioner for Refugees (UNHCR) introduced its current Results-Based Management (RBM) approach in 2009, based upon a comprehensive Results Framework and ‘Focus’, the organization’s RBM tool. UNHCR’s RBM system has been supporting the organization in making decisions based on evidence, being accountable for results and efficiently and effectively delivering and reporting on the protection and solutions results achieved for refugees and other people affected by displacement. Today, UNHCR faces a rapidly changing external and internal environment. Externally, UNHCR is impacted by ever growing demands by a myriad of stakeholders for better accountability and transparency while responding to damning number of people affected by displacement. In addition, the organization must align with the reforms of the UN Sustainable Development System and implement the agreements within the Global Compact on Refugees. Internally, UNHCR is also shifting its focus to its field operations by regionalizing its regional directors’ offices and decentralizing greater levels of authority and accountability to the region, so it can be closer and more responsive to the needs of displaced people and host communities.

    In this context, UNHCR’s RBM undertaking is being re-conceptualized as a transformative change initiative, aiming to facilitate the organization’s ability to manage and showcase results. The RBM Renewal Project aims at strengthening UNHCR’s ability to pursue its strategic directions and empower its field operations to strengthen their strategies and plans based on their operational context, while maintaining a viable level of cohesion and data aggregation globally. The project envisages six work streams: (1) process, (2) RBM approach, (3) change, culture and communication, and (5) technology solution.

    Duties and responsibilities

    As a member of the RBM Renewal Project and of the work stream related to Change, Culture, Communication and Training, and reporting to the Change and Communications Manager (RBM), Learning Coordinator (RBM) will manage the end-to-end RBM learning and training activities in preparation and implementation of the roll-out of the new RBM concept, process and system, working closely with the other work streams.

    The position will serve as the project’s liaison with UNHCR’s Global Learning Development Centre (GLDC) and will colocated with the GLDC team in Budapest, Hungary, to ensure that the RBM knowledge and skills management is mainstreamed into the organization’s learning and training policies and approaches.

    The incumbent will perform the following duties:

     Identify learning and training needs based on staff profile, and work with relevant vendor / Global Learning Development Centre teams to develop learning material.

     Deliver learning needs analysis, learning and training strategy, detailed learning/training plan and curricula development, including review and revision of the existing learning courses and modules related to RBM.

     Overall responsibility for implementation of the learning and training plan including training course content, training material, logistics, scheduling and delivery of all training courses.

     Manage and participate, in cooperation with GLDC, the “train the trainers” effort related to the RBM roll-out, and ensure that trainers are equipped to deliver end user training through development of training and “TOT” packages.

     Coordinate training schedules and training logistics.

     Execute training directly as required.

     Collect and analyse training feedback and incorporate feedback into revising training content.

     Coordinate with UNHCR’s Global Learning Development Centre (GLDC) on the various learning and training issues, identify synergy and area of cooperation.

     Participate in the design and development of training material on the new tool within existing GLDC training framework used for Systems, Tools and Skills Learning Programme.

     Support other project work streams as required.

    Essential minimum qualifications and professional experience required

     Minimum of 8 years of relevant experience in designing, supporting and implementing large learning development engagements with progressive leadership and coordination responsibility, preferably in public sector or international development/humanitarian sector with a graduate degree (equivalent of a Master’s) in Business Administration, Management, Economics, Human Resources, Organizational Development, Psychology, or related subjects or 9 years with undergraduate degree (equivalent of BA/BS).

     Certifications and/or training in adult pedagogy and/or learning methodology development and delivery is preferred.

     Certifications and/or training in learning and development approaches, including eCoaching and e-Mentoring, is preferred.

     Proficiency in English is required.

    Desirable qualifications and competencies

     Fluency (oral, written) in French is highly desirable

    Key Competencies

     Knowledge and understanding of learning theories, concepts and approaches relevant to a large corporate change process.

     High-level facilitation skills or related certification highly desirable.

     Excellent visual and graphic communications skills are required.

     Prior experience in development sector or working in developing or conflict-affected countries is a great advantage.

     Prior experience as a mid-level to senior manager or senior-level consultant in a consulting organization is a great advantage.

     Experience with results-based management, other corporate performance management approaches, and/or staff performance management approaches is an advantage.

     Ability to integrate into public sector teams, excellent interpersonal skills and clientfocused.

     Proven ability to work in a dynamic work environment under constant change.
