Genocide Recovery and Persecution Response – Learning and Pilots (GRPR L&P)

Project Summary:

The Genocide Recovery and Persecution Response (GRPR) activity is implemented by Management Systems International (MSI) under its Governance Integration and Stabilization for Resilience (GISR) Project of the USAID MENA Bureau.

USAID launched the GRPR program to guide its efforts to help ethnic and religious minorities affected by ISIS heal and restore their communities, support economic recovery, and prevent future atrocities. The purpose of this GISR-supported activity is to explore effective approaches to aid survivors of gender-based violence (GBV), through assessments of current services, the design of pilot projects, testing improved interventions, and learning, sharing, and scaling up of promising approaches. Activities will focus on communities in the Ninawa Plains. The GRPR Activity will run until August 2020. Activities supported by USAIDs 2018 Women Peace and Security (WPS) Incentive Fund to counter the negative and destabilizing effects of violent extremism have also been integrated into program for 2019-2020.

Community Coordinator positions are open to Iraqi nationals only. There are 3 positions: one is based in Qaraqosh; one in Tel Uskof; and one in Sheikhan.

Position Summary:

Each Community Coordinator will serve as the primary liaison between GRPR Erbil and project partners and represent MSI in the community. S/he will report directly to the Deputy Field Representative.

Duties and Responsibilities:

Monitor and inform MSI Erbil of community trends as relevant to project implementation including but not limited to security, population movements, status and needs of women and girls, GBV service provision and other community initiatives.

Liaise with and support partners on the ground who are implementing GRPR initiatives.

Facilitate coordination among partners and with stakeholders as necessary

Work closely with the Erbil program team to identify needs of partners and ensure proper support is provided

Work closely with the Operations Team in Erbil to ensure all logistical needs and compliance of partners

With support from MSIs monitoring, evaluation and learning team, work closely with partners to ensure partners gather, document, and report on program activities.

Identify relevant influencers and other service providers or NGOs that might be helpful to GRPR programming

Contribute to work planning, including both technical activities and budget

Gather information from partners and staff to draft and submit timely reports.

Qualifications:

Minimum 3 years program experience and understanding of the community, principles and practices.

Demonstrated expertise or experience in gender or GBV programming strongly preferred

Fluency in English and Arabic or Kurdish required (written and spoken); fluency in all 3 languages preferred

Strong English writing skills and experience writing reports.

Strong organizational skills.

Experience working with local NGO partners and staff

Bachelors degree in gender, social work, development, or related field.

Understanding or experience in one or more of the following technical areas preferred: livelihoods, Mental Health and Psychosocial Support Services (MHPSS), legal services, adolescent girl programming; negotiation

At least 2 years residence or work in the community.

These are full-time positions. Each coordinator will work remotely with the Erbil office. S/he should be able to have reliable internet access The Coordinators will be required to travel outside their community to Erbil and other parts of Iraq and Kurdistan to support project activities.
