Name and project description: Capacity Building in support of Security and Development project in Southern Lebanon to the benefit of the Lebanese Armed Forces

This action aims at reinforcing the stability, security and sovereignty of Lebanon, as reinstated during the Rome II Summit, by reinforcing the capacities of the Lebanon armed forces. More specifically, the action aims to provide the Lebanese armed forces with an operational headquarters in Srebbine, which will house the main components of the Model Regiment, a new infantry regiment in charge of the Southern border. The headquarters of the Model Regiment will constitute an operational and administrative center in Southern Lebanon.

This project has three specific objectives:

• Rehabilitate and extend a building in Srebbine to host the Model Regiment Headquarter

• Equip the Model Regiment Headquarter to ensure effective operational and administrative role.

• Implement a communication strategy and dissemination plan towards local populations to raise awareness on LAF activities in the region

Job description:

Under the supervision of the Field Project Coordinator, this expertise will represent about 40 man-days and will be home-based (with field trips). The selected individual will act as a permanent advisor within the project management team. His tasks will include – but are not limited to – the following:

• Preparation of tender files : estimated budget, technical specifications (to select the appropriate engineering consulting company)

• (Pre)-identification of potential contractors in collaboration with the Field Supervisor

• Contribution to the screening process of the providers and participation to the selection process of contractor(s)

• Analysis of potential risks

• Supervision of the consulting company in close cooperation with the Field Supervisor and Field Coordinator:

o checking of the technical documents produced by the Consulting company (Making sure that the plans suggested are reliable on the technical side, at a reasonable price and respect environmental and legal frameworks)

o Validation of the dashboard: planning, budget monitoring, progress of works, expenses, readjustment in case of failures, etc.

o random control of works in the field

• Any other duties assigned by Expertise France or the EU Delegation.

Degrees & Qualifications

• Minimum Bachelor’s degree in Civil or Structural or Architectural Engineering or related discipline

• Fluency in French

• Excellent verbal and written English

• At least 15 years of relevant experience (Engineering/Infrastructure)

• Extensive experience in camp and/or military building

• Highly adaptable and ability to handle insecure environments

• Strategic thinking

• Ability to empower and build trust

• Full proficiency in Microsoft Office

• Ability to work autonomously and to report

• High writing skills

• Diplomatic skills and ability to work in complex and multicultural environments

• Knowledge of conception cycle (sketch, study, construction, verification, optimization, rendering, draft creation, etc.)
