I. Position Information

II. Organizational Context

The humanitarian situation in Somalia remains fragile. OCHA’s role is to support humanitarian actors to ensure that humanitarian assistance reaches the people who need it in a timely and effective manner. OCHA’s support includes reporting on the humanitarian situation and raising awareness on humanitarian needs and gaps in the provision of assistance. OCHA will continue to: Advocate for access to basic services, especially water, sanitation, education and health for vulnerable communities, including the collection, analysis and dissemination of information to humanitarian partners, and negotiation of access.

Support the government efforts and humanitarian organizations in advocating for humanitarian assistance and protection services for people in vulnerable circumstance.

Coordinate the implementation of humanitarian public information in Somalia with UN agencies and programmes, national and international NGOs and local authorities/communities as appropriate, with focus on strengthening the cluster approach.

Contribute to enhancing a protective environment that respects the human rights of all, including IDPs, returnees and minority clans

III. Functions / Key Results Expected

Under the overall supervision of the Head of Information Management Unit, and in close liaison as necessary with the Regional Information Management Unit, Nairobi and Field Information Support Unit, New York, the Information Management Officer (IMO) will be responsible for the following: Summary of key functions:

  • Data Collection and Analysis
  • Document Management and Information Standards

  • Mapping by providing GIS support

Web Management and products dissemination:

  • Manage content on relevant web platforms (HumanitarianResponse.info, Humanitarian Exchange Language, Humanitarian Insight, Relief we) , undertake quality control for the platform and ensure content is current, comprehensive and follows relevant metadata standards; work with external counterparts on related web platforms such as agency and cluster websites and ReliefWeb to facilitate cross-site search and interoperability.
  • Assist in structured dissemination of OCHA Somalia information products and services (e.g. reports, data, maps) through, for example, hard copy, standalone executable programmes, mailing lists and websites.
  • Work in close collaboration with the OCHA team on reporting and coordination team to actively update contents on the OCHA Somalia humanitarian response and corporate website;

Data Management

  • Support the design and development and manage the content of databases, spreadsheets and other data tools; understand, document, and ensure the quality of high-value humanitarian data for accuracy, consistency and comparability; support the consolidation of operational information on a regular schedule to support analysis.
  • Assist in the processing and analysis of data and information and presenting it in the format most useful for analysis (e.g. reports, maps) using latest data visualization and mapping technologies.
  • Support collection & maintenance of primary data and information elements, in humanitarian context, that are required internally and externally to support humanitarian decision-making
  • Assist and support in the design, development, management, and improvement of data management systems including database and spreadsheets, along with a related process for data collection, cleaning, and verification;
  • Maintain a client-oriented approach that ensures the OCHA provides high-quality information management services and products to the OCHA office and members of the humanitarian community;
  • Collects, compiles, analyses and reports of various primary and secondary data from multiple sources and organize the essential record keeping and archival. If necessary, translate information from Somali to English or vice versa.
  • Database management including customizing the database as per sector/cluster needs, customizing system vocabularies;

Visualization

  • Assist in the production and updating of information products such as reports, charts and infographics by turning data into graphical products to convey messages and a storyline; develop advocacy materials including posters, presentations and other visual materials.

Data Analysis

  • Support the evaluation and analysis of location specific datasets through meaningful statistical techniques; participate in the development and revision of data standards (e.g. the Humanitarian Exchange Language); understand, document and ensure the quality of high value humanitarian data for accuracy, consistency and comparability.
  • Assessment Analysis
  • Support assessment and needs analysis activities, including humanitarian needs overviews, secondary data reviews, preliminary scenario definitions and multi-cluster initial rapid assessments; support the management of platforms and tools that support data collection and analysis such as KoBo Toolbox and Open Data Kit (ODK)

Geographic Information System (GIS) & Mapping:

  • Assist with the maintenance of spatial baseline and operational datasets in accordance with relevant standards and guidance; support the production and updating of high-quality map products and online services; maintain a repository of spatial data and ensure that the data are documented and accessible to all humanitarian partners through local and/or online services. Ability to work with ArcGIS or QGIS.
  • Provide GIS support to the office in general and assist in the development of appropriate maps and infographic products to support humanitarian decision-making and reflect humanitarian response. Support the maintenance of an inventory of OCHA-produced maps and, where possible, those available from other humanitarian partners.

IV. Impact of Results

Under the overall guidance of the Head of Head of the Information Management Unit and under the general supervision of the head of office, the IMO will be expected to provide direct support to OCHA Offices in the adoption and use of field information management applications and procedures, particularly the standardised Content Management System, the Who does What Where/ Contact Directory, He/she will also contribute to the development and improvement of field information management procedures at the local and regional levels to ensure that information management in the field functions efficiently and provides the best possible functionality and usability to clients and stakeholders. Furthermore, the IMO Analyst will be expected to coordinate and support information management in the clusters, including a central Who does What Where, exchange of information and reporting. Some field travel will be required.

VI. Recruitment Qualifications

Education:

  • Advanced university degree (Master’s degree or equivalent) in political science, Computer Science, social science, public administration, international studies, economics, engineering, earth science/or a related field.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree

Experience:

  • A minimum of two years of progressively responsible experience in humanitarian information management, GIS, database management/Administration (familiarity with PHP, HTML, DRUPAL, etc), data visualization, or data analysis is required.
  • Experience in the usage of computers and office software packages (MS Access, MS Excel, MS Power-point, MS Word) is required.
  • Work experience within the UN system or an International Organization is desirable.

Other required Skills:

  • Data Management: Design, develop and manage databases, spreadsheets, and other data tools; understand, document, and ensure the quality of high-value humanitarian data for accuracy, consistency, and comparability; consolidate operational information on a regular schedule to support analysis.
  • Good knowledge of GIS systems and supporting software (ESRI ArcMap10.2 are required), and experience in the development and management of spatial/geographic data layers;
  • Visualization: Produce and update information products such as reports, charts, and infographics by turning data into graphical products to convey messages and a storyline; develop advocacy materials including posters, presentations and other visual materials using In- Design, Adobe Photoshop, PowerBI, and Illustrator.
  • Publication development/production, especially drafting text, the design of graphic elements and layout
  • Public speaking – able to make presentations in Somali and English.

Language Requirements:

  • Fluency in English and knowledge of Somali are required.
