We are looking for an ICLA Programme Development Manager to be based in Puerto Ordaz in Bolivar State in Venezuela. You will be travelling to other areas to ensure quality of the ICLA Programme in all our areas of operation in Venezuela.

The purpose of the ICLA (Information Counselling and Legal Assistance) Programme Development Manager (PDM) is to lead the start-up and expansion of the ICLA Core Competency (CC), design, develop and implement projects within ICLA programmes, and contribute to the development/evolution of the NRC Country Programme in NRC Venezuela.

The ICLA PDM Reports to Area Manager with technical reporting line to Head of Programme

Duties and responsibilities

  • Development of the ICLA strategy, technical Standard Operational Procedures (SOPs), technical guidelines, Macro logical frameworks and LFAs

  • Compliance and adherence to NRC policies, CC tools, handbooks and guidelines

  • Responsible for developing and managing funding proposals, project budgets and both internal and external reporting requirements

  • Overall management, recruitment and performance management of ICLA project staff in coordination with Area Managers.

  • Coordinate and manage ICLA project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements

  • Ensure capacity building of project staff with a focus on transferring key skills
  • Liaison and collaboration with relevant local and national authorities and stakeholders, including representation of NRC in relevant forums/cluster/working groups.
  • Collaborate with other core competencies to ensure synergies and multi-sector responses
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.

  • Lead technical assessments within ICLA’s core areas of expertise for the further development of ICLA programming within the context of Venezuela.

  • Conduct protection risk assessments and due diligence monitoring of ICLA’s activities within the context of Venezuela.

  • Support the consideration and inclusion of cash-based interventions and market based approaches within (and across) NRC Core Competency responses, where appropriate.

  • Lead legal analysis of the relevant legal frameworks that pertain to ICLA’s area of expertise in the context of Venezuela and its impact on border countries

  • In cooperation with the ICLA programme in Colombia, identify and initiate relevant cross-border activities and contribute to the development of advocacy messaging
  • Develop SOPs and guidelines for ICLA programming adapted to the contextual framework in Venezuela.
  • Identify trends in conditions/standards and donor priorities relevant to ICLA programming
  • Based on findings of the ICLA assessments, structure and adapt the composition of ICLA staffing in line with the needs of ICLA programmatic responses, where possible.
  • Oversight of ICLA team reporting responsibilities both internally and externally.
  • In cooperation with M&E unit, develop ICLA monitoring and evaluation formats and systems.
  • Representation vis a vis donors in coordination with the Area Manager and Head of Programs in Venezuela

Qualifications

  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Technical legal and protection expertise, including durable solutions
  • Solid experience with project cycle management (PCM)
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English and Spanish, both written and verbal
  • Valid driver’s license

  • Experience in training and capacity building of staff

  • Emergency & Protracted crisis protection assistance in rural and urban contexts;

  • Experience with implementation of Cash and Voucher approaches;

  • Experience in designing and conducting assessment, developing project proposals and programme strategies

  • Knowledge and understanding of humanitarian standards such as HAP
  • Knowledge and understanding of Do-no-Harm and community approach principles
  • Ability to use ICT software to develop proposals, budgets, work plans
  • Experience and knowledge of ICT software for data collection and M&E (i.e.ODK, Kobo)
  • Experience of start-up operations is an advantage;
  • Experience and knowledge of the Latin American context is an advantage;
