Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

The KfW funded EIIP project in Jordan started in 2016 with the objective of providing employment to Syrian refugees and host Jordanian communities. Since then the project has expanded its focus from employment creation to the construction and maintenance of public infrastructure and the capacity development of staff in partner Ministries and local authorities, while continuing the local economic benefits of large scale employment following the principles of decent work. The project includes a training programme with two elements: courses that are associated with the implementation of site works; and courses that are associated with capacity development.

The project is comprised of multiple overlapping phases. Although the project team implements parallel phases as a single unit, the budgets, activities and deliverables are managed and reported separately, requiring a detailed internal monitoring system.

The Programme and Training Officer will be recruited to monitor programme activities and coordinate capacity development training courses.

Reporting lines

The Programme and Training Officer will report to the project CTA and will work closely with all other members of the team.

Description of Duties

  1. Client contact: act as the first point of contact for the Senior Coordinator for routine enquiries; address all client enquiries through the CTA to the team members; attend weekly and bi-weekly client meetings with the CTA and write the agenda and minutes; and update the client with progress on deliverables.
  2. Programme monitoring: monitor budget, activity and deliverable progress against project plans; monitor output progress against project indicators; anticipate risks to project progress and consider improvements in efficiency; make plans for future project phases; prepare extension requests when required; advise and guide project staff as required; and ensure compliance with ILO and project policies and procedures.
  3. Reporting: coordinate progress and final reports for all project phases; arrange for inputs from team members; and draft the reports for completion by the CTA.
  4. Training coordination: monitor the implementation training courses: coordinate the capacity development training courses: prepare concept notes and ToRs for the capacity development training courses with the support of ILO training and technical specialists; assess the capacity of potential training providers; support the procurement of the training courses; and evaluate and report on the training courses.
  5. Sectoral coordination: represent the project on the sector’s Cash for Work Working Group and in any discussion groups within the WG; support the CTA as co-chair of the CFW WG; and maintain contact with sectoral partners as required.
  6. Undertake missions in relation to project implementation.
  7. Undertake other duties as required.

Education

Advanced university degree in an administrative or technical field

Experience

  • Five years of experience of project management and implementation, including three years internationally or with an international organisation
  • Three years of experience of training coordination
  • Experience with EIIP programmes would be an advantage
  • Familiarity with ILO policies, administrative procedures and technical programmes would be an advantage

Languages

  • Excellent command of English
  • Working knowledge of Arabic would be an advantage

  • Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
  • Ability to participate effectively in technical missions and to provide technical inputs for the ILO Decent Work Agenda
  • Ability to formulate new concepts and methodologies
  • Ability to draft reports and prepare guidelines relating to programme monitoring and training coordination

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
