IFC has embarked on an ambitious new growth strategy (IFC 3.0) to stimulate more investment activity, especially in Low Income Countries (LICs) and Fragile and Conflict affected Situations (FCS). This strategy calls for generating our own opportunities by proactively working “Upstream” to create, deepen, and expand markets and to imagine, design and implement investment projects. It requires taking a systematic approach to understanding the regulatory and sector bottlenecks that prevent the flow of private capital into productive investment in our member countries, and addressing these bottlenecks through World Bank Group engagement on policy reforms and programmatic interventions at the country and sector level. It also requires capacity to leverage WBG programs and projects to develop our own proactive sector interventions and to imagine and design projects even in the absence of reforms.

IFC is seeking a Senior Operations Officers for Upstream with expertise in one or more of the following sectors: Water and Wastewater, Manufacturing, Agribusiness, Hydrology, Civil Engineering. S/he will lead the Agri-Processing Resource Efficiency (APRE) Project to contribute to enhanced productivity of the agri-processing industry in South Africa with water efficiency (and related energy) initiatives, reducing costs and mitigating risks associated with water supply. The Project has been designed in response to the increasing water scarcity in the country and is aligned with other sector-wide initiatives in this space. As part of the assignment, the Senior Operations Officer will provide input and support to other MAS AS thematic areas, as well as coaching and guidance for newly recruited staff in SSA.

The selected candidate will focus on supporting the development of high-quality Upstream pipeline in the Africa region under the supervision of the Regional Industry Upstream Lead. S/he will also support policy work and other interventions across the World Bank Group to prioritize various initiatives and to maximize the impact of Upstream efforts.

Role & Responsibilities:

The objective of the assignment is to successfully implement the APRE project with ultimate aim to improve the water efficiency of the agri-processing sector by promoting the implementation of cost-effective, innovative water efficiency technologies (including coupled with energy efficiency) and practices, alternative water resource development options, water reuse and recycling, and improved wastewater/effluent management systems, as well as to support the business enabling environment towards wider adoption of water-efficiency practices by the sector.

Role will require leadership of the candidate to implement the following components:

(1) Lead and coordinate advisory initiatives:

a. Water efficiency (WE) technology in agri-processing in South Africa.

b. WE associated wastewater/effluent management

c. WE associated energy efficiency and renewable energy (e.g. solar energy) applications

(2) Delivery of advisory services to specific clients;

(3) Work with three (3) municipalities

(4) Provide support and input to MAS AS thematic initiatives, including business development events/visits.

(5) Onboarding and coaching new staff and consultants in SSA.

The Senior Operations Officer will conduct activities required to deliver on the above components, including but not limited to project/program design, fundraising, supervision and reporting, business development and client engagements, stakeholder engagement, procurement of third-party consulting services.

The lead will work independently, with minimal supervision while coordinating closely with MAS AS thematic leads and investment team.
