    • Ensure compliance of HR benefits and entitlements determinations with UNDP rules and regulations, strategies and policies by providing ongoing operational guidance, interpretation and technical support to the assigned GSSU HR Team. 
    • Provide advice to team members on interpretation and application of rules and regulations and policies on non-routine cases under their responsibility. 
    • Motivate team members by allowing and appreciating individual initiatives, acknowledging good performance, encouraging knowledge sharing and best practices, and providing appropriate learning opportunities. 
    • Monitor and assess the performance of the Team in line with the UNDP performance management framework.
    • Provide the Team with timely and constructive feedback. 
    • Assess the volume of work of the Team, analyze available resources and ensures optimum work-resource balance within the Team.
    • Promote understanding of rules and regulations by developing training courses and conducting briefing sessions.
    • Ensure that the Team participates in the creation/refinement of key performance indicators (KPIs) and promotes the achievements of performance targets. 
    • Promote equity, transparency and consistency in the interpretation, determination, implementation, and administration of HR policy, procedures and guidelines on all HR related matters applicable to the staff.
    • Ensure timely, equitable, transparent and systematic administration of all HR benefits, entitlements, contract extensions and termination, performance management, promotions and other organization events.
    • Lead the constant refinement of business process mapping, workflows and necessary changes to the Standard Operating Procedures (SOPs) to enhance internal consistency and client satisfaction.
    • Guide the Team with solutions on difficult cases and deliver solutions. Analyze and evaluate requests from managers and staff, taking into account the needs, policies and practices of the Organization.
    • Provide advisory services to managers and employees in the area of benefits and entitlements.
    • Within delegated authority and in consultation with other GSSU HR Specialists and senior management, make determinations that may include the creation of precedents and, with respect to highly sensitive/political cases, recommend solutions that are considered technically accurate.
    • Identify needs for new or modified policies and practices and initiate or propose the actions required.
    • Actively liaise with relevant UNDP/UN entities to seek policy clarifications and/or identify agreed solutions.
    • Liaise with the GSSU Payroll and Finance Units on complicated cases and suggest solutions. Act as authorized approver for benefits and entitlements payments.
    • Build and manage a client/account management system to support efficient service delivery.
    • Promote management excellence in the GSSU HR Team by ensuring accountability in all areas of HR and by demonstrating a high level of skills in the management of staff resources including staff selection based on merit and the needs of the organization, staff aspiration and counselling, systematic and equitable performance management, and staff development and learning activities. Effectively manage the human and financial resources (budget planning, management and monitoring) of the Unit  and ensure both are optimally utilized.
    • Monitor compliance with all systems and procedures and ensure management integrity and accountability with high quality standards in all activities in HR. Ensure the implementation of agreed audit recommendations. Advise on corrective measures to be taken and establish relevant internal controls.
    • Participates in corporate UNDP networks and maintains up-to-date knowledge of trends and best practices. Distill best practices and comparative experiences. Proposes quality enhancements in order to maximize policy impact and relevance.
    • Ensure the maintenance on the GSSU HR/ intranet / Knowledge Management / Self-Service portal of comprehensive human resources information for staff and managers including standard operating procedures, process workflows, user guides and frequently asked questions.

    • Ability to organize, record, and manage employee interactions with HR including but not limited to terminations, separations, visa management, vacancy management, HR crises.
    • Ability to motivate and inspires internal resources.
    • Knowledge of enterprise learning and development issues, concepts, and principles, and ability to apply them to enhance the fulfillment and performance of employees.
    • Ability to coach/mentor technical staff to enhance sustain capacity development.
    • Accurately accumulating information and its analysis; forecasting potential problems and planning; allowing for alternative, creative solutions and identifying most reasonable solutions.
    • Ability to manage and coordinate campaigns and people with inspiration. Believe in and promote diversity in the workplace and reshaping the workforce to meet need.
    • Ability to capture, develop, share and effectively use information and knowledge.
    • Masters’ University Degree in Human Resources, Business Administration, Public Administration, social sciences, law or related field.
    • Minimum 5 years of relevant experience in Human Resources Management, including some experience specifically in the provision of HR advisory services and/or managing staff and operational systems;
    • At least 2 years of recent supervisory responsibility leading teams in a diverse team environment; 
    • Familiarity with HR management in the UN system is a great advantage;
    • Experience in the usage of computers and MS Office packages (MS Word, Excel etc.). Demonstrated knowledge of integrated HR management systems would be an asset.   
    • Fluency in English (both oral and written);
    • Working knowledge of other UN languages is an asset.
    • Familiarity with HR module in Oracle-based Enterprise Resources Planning (ERP) system is desirable.
