PROJECT BACKGROUND AND PURPOSE OF THE ASSIGNMENT : WFP’s strategy in Djibouti is aligned with Djibouti Vision 2035 and takes into account regional strategies of the African Union, in particular Agenda 2063 and the Malabo Declaration on Accelerated Agricultural Growth, and IGAD sub-regional strategies. It is also aligned with the (United Nations Development Assistance Framework) UNDAF for 2018-2022 and builds on relevant recommendations of the Djibouti Zero Hunger Strategic Review.

The Djibouti Country Programme 2020-2024 envisions WFP transitioning to a more technical advisory role with the Government and moving away from direct interventions. Areas of intervention will cover crisis response and well as resilience building with a focus on all vulnerable people living in Djibouti, including refugees and asylum seekers. The WFP programme will cover targeted populations including school children, malnourished populations, people living with HIV/AIDS and TB providing them with food assistance as well as skills to bring them out of food and nutrition insecurity and more resilient to shock, all with a gender

sensitive approach.

In view of this transition, the WFP Djibouti Office, requires a staff capacity with the right profiles to deliver this ambitious programme in support of the Government of Djibouti’s vision and agenda to achieve Sustainable Development Goal 2:’ Zero Hunger’.

Reporting to the Country Director, the HR Consultant role will be based in the Djibouti Country Office and will lead implementation of the recent Organizational Alignment review exercise in-country with support from the Regional Bureau in Nairobi (RBN).

KEY ACCOUNTABILITIES (not all-inclusive)

  • Lead the implementation of HR activities or projects arising from the Organizational Alignment review exercise in-country while following standard processes and ensuring alignment with wider WFP policies.
  • Lead the change management process ensuring timely and effective communication with Country Office leadership and Heads of Unit, staff representatives and staff in general.
  • Lead the recruitment process for national/local staff in the National Officer, General Services and Consultant categories., based on the sourcing plan which will include active search/head-hunting for suitable profiles
  • Deliver onboarding activities which ensure that employees have a positive experience of WFP and that new staff are successfully integrated into their roles and the organisation.
  • Guide and supervise junior staff, acting as a point of referral and supporting them with analysis and queries.
  • Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education : Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.

Experience : Three or more years of postgraduate professional experience in Human Resources with an interest in international humanitarian development. Hands-on experience with organisational alignment and change

Languages : Fluency (level C) in both English and French language.

KNOWLEDGE AND SKILLS

  • Specialised knowledge of HR best practices, techniques and processes with some understanding of the basic theoretical background on Organizational Alignment exercises.
  • Ability to supervise and support more junior and/or less experienced members of the team.
  • Ability to work with minimal supervision.
  • Ability to analyze data, draw conclusions and recommend a course of action.
  • Good communication skills required to give and receive information and work cross-culturally with a variety of individuals.
  • Ability to establish and maintain effective relationships with clients and provide client-oriented service.
  • Ability to identify client’s needs and match them to appropriate solutions.
  • Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.
