Organizational Setting

FAO’s office for Yemen is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Yemen. It develops and maintains relations with the relevant Ministries at country level. This position is based in FAO Representation in Sanaa, Yemen. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

Under the overall guidance of the FAO Representative (FAOR), and the direct supervision of the National HR Officer and in close cooperation with other colleagues in the office.

Technical Focus

Support HR Functions in FNYAR.

Tasks and responsibilities

  • Analyse, answer and follow-up on a variety of human resources requests and enquiries from staff and non-staff; provide guidance on relevant human resources guidelines and procedures;
  • Assist in coordinating support services related to the employment and servicing of staff and non-staff; initiate a range of personnel actions such as appointments, extensions, separations, etc.
  • Assist in the recruitment process of all categories of staff and non-staff, including the preparation of job profiles and vacancy announcements; communicate with applicants and prepares offers/terms of employment;
  • Assist in processing of monthly Non-staff Human Resources (NSHR) time cards (OTL) in GRMS, follow up on payment inquiries and OTL revisions;
  • Assist in monitoring regular updates of Government Of Yemen on revisions/amendment of Civil Servants Law of Yemen which govern the NPP contract type of FAO;
  • Assist in preparing up-to-date guidance notes, for project personnel on the contractual matters in line with MS375 and alignment of leave entitlements (annual, maternity/paternity, sick leave, etc) to the Civil Servants Law of Yemen
  • Prepare monthly NSHR Leave Monitoring reports, and draft related correspondence for submission to relevant units/institutions;
  • Collect and research background information; update organization charts and staffing tables; draft correspondence, reports and statistics related to all human resources functions as appropriate;
  • Review, maintain and update confidential personnel information, records and files;
  • Ensure completeness and accuracy of records and that follow-up system on actions are taken;
  • Investigate and resolve payment inquiries in collaboration with finance staff; prepare payment instructions;
  • Train and provide guidance to other human resources support staff in the work unit;
  • Follow up and ensure obtaining all necessary documents for recruitment, references, medical check, etc
  • Assist in preparation of induction schedules for new joiners to be adhered to the recruitment time line.
  • Assist in completion of extension documents for NPP contract holders with all required supported documentation and approval.
  • Assist in implementation of funding change for ePPRs in GRMs as per confirmation received from operations.
  • Ensure completion of required documentation for employee life cycle and record including undertakings, designations of beneficiaries, online trainings, etc.
  • Assist in preparation of recruitment tracker and update the status of each VA.
  • Assist in raising the payments as required to suppliers
  • Act as a focal point for issuance and renewal of UN IDs, business cards, etc.
  • Ensure updating employee files such as signed contracts, leave applications, UNLP requests, IDs, Certificates, disciplinary measures if any, extension documents, QARs, etc.
  • Assist in monitoring the contractual status of staff on various appointments; assist in the timely preparation and issuance of contract renewals and personnel action forms;
  • Perform other related duties and activities as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • At least 5 years of relevant experience at the national or international level. Experience with an UN Agency or International NGO desirable.
  • Diploma (or higher level of education) in administration studies or related fields.
  • Working knowledge and fluency in English and Arabic.
  • National of Yemen.
