As of 2019, UNDP served as the Principal Recipient (PR) for 35 grants, covering 18 countries and three Regional Programmes, funded by the Global fund. UNDP is a key partner to the Global Fund to Fight HIV and AIDS, Tuberculosis and Malaria (GF) and is the UN agency assuming the role of Principal Recipient of the HIV grant funded by the Global Fund in Tajikistan. In its role as Principle Recipient, UNDP ensures quality financial management, timely procurement of supplies, and efficient monitoring and service delivery.
Tajikistan remains in the concentrated stage of HIV epidemic among key population groups. The trend of HIV was on the rise, with Tajikistan being one of the few countries in which HIV prevalence increased by more than 25% in the past 10 years. According to the data provided by the Ministry of Health in Tajikistan and the results of SPECTRUM, as of December 2019, it is estimated that 13,000 people in Tajikistan are living with HIV. Only 67,4% of estimated people living with HIV (PLWH) are aware of their status and 53.6% of estimated PLWH who should aware of their HIV status are in treatment as Tajikistan is currently adjusting the national HIV treatment protocols to align with latest WHO recommendations to “test and treat” people living with HIV, including children, adolescents, adults, pregnant and breastfeeding women, and people with co-infections. Currently, 86.7% of PLWH who are aware of their status are in care, and 79.5% are on Anti-retroviral therapy.
The overarching purpose of the HIV/AIDS grant is to support the National AIDS Program to strengthening the supportive environment in order to scale up prevention, treatment and care and contain the HIV/AIDS epidemic in the Republic of Tajikistan. Additionally, UNDP intends to maximize the potential of partnerships among main stakeholders. This is accomplished through strengthening the capacity of local counterparts and government counterparts; expansion of partnership with domestic and international stakeholders and technical agencies; more effective use of existing UNDP country office implementation structures in cross cutting areas and continuing to advance effective coordination and collaboration with the existing and future partners.
The HIV Coordinator will have three main blocks of responsibilities:
1. Under the guidance of the of the Program Manager ensure effective and efficient implementation of the HIV/AIDS project;
2. Ensure quality of implementation of the projects by sub-recipients and implementing partners against their SR agreements.
3. Supervises programmatic and technical staff of the project to ensure timely and quality implementation of the program related activities.

- Assess programmatic impact and oversee the appropriateness and the accuracy of methods used to verify progress and results;
- Ensure an effective flow of information between finance and non-finance actors to effectively link programmatic results to expenditures;
- Coordinate with corporate UNDP services to ensure that expected results are delivered in a timely manner;
- Under the guidance of PM optimize the organizational capacity to deliver efficiently the HIV/AIDS grants in Tajikistan
- Under the guidance of PM maximize the engagement of all relevant partners in effective project implementation and advise implementing partners on strategies to be put in place to facilitate results-based implementation of activities;
- Establish working procedures related to the management of the HIV/AIDS programmes and oversee their compliance during the programme implementation period;
- Ensuring implementing partners for HIV/AIDS projects on strategies to be put in place to facilitate results-based implementation of activities;
- Advise management on project implementation and actively take a lead in discussions related to efficient and effective programme implementation;
2. Ensure quality of implementation of the projects by sub-recipients and implementing partners against their SR agreements
- Facilitate and support the implementation assessment of sub-recipients and facilitate development of Management letters and follow up action plans to close identified gaps;
- Develop and agree terms of reference and description of services for sub-contracts and sub-recipients;
- Facilitate and support in identifying and selecting potential sub-recipients through a transparent process;
- Coordinate development of training plans/curricula for the PR’s and sub-recipients’ programme and monitoring the donor approved training plan;
- Ensure and be accountable for efficient M and E, trainings, communications, programmatic results and processes within the framework of the HIV/AIDS grant agreements at PR and SR levels;
- Preparing legal documents (Letters of Agreements and project cooperation agreements) for GFATM SRs, and other types of contracts for service and good suppliers as requested by Procurement unit;
- Oversee the capacity assessment of Sub-Recipients (SR)s and formulate proposed action plans to close identified gaps in capacities;
- Jointly with PM and Finance Analyst monitor reporting and accounting practices of sub-recipients including budgeting and financial key performance indicators as well as strict budget line controls with PR and SR expenditures;
- Under the guidance of PM, directly liaise with the donor, the Local Fund Agent, government and other external relations;
- Oversee the proper introduction and implementation of the Performance based payment to the Governmental employees receiving top-ups of the grant.
3. Supervises programmatic and technical staff of the project to ensure timely and quality implementation of the program related activities
· Follow up and ensure list of supplies with detailed specifications and in agreement with the relevant Technical Group of the SRs and NCC prepared;
· Facilitate and oversee procurement cases and oversee the monitoring of the status of drugs and equipment distributed to the SRs, their utilization and efficiency;
· Support the PM to facilitate and support transparent process for procurement of services and goods as well as efficient supply management within the framework of GFATM and UNDP requirements;
Efficiently perform any other delegated duties assigned by the supervisor.
