This posting concerns a short-time assignment of about 25 days working for Welthungerhilfe in Liberia.

Objectives and responsibilities of the position

The objective of the consultancy is to assess existing healthcare equipment and support WHH and MOH in jointly establishing a list for medical equipment for supply to the health care facilities under the project, preparing specifications and quantities for the equipment for each facility and advising WHH on procurement, proper installation, operation, maintenance and management of the equipment

Your most important duties are as follows:**

· Review relevant national and international standards and guidelines for use and management of medical equipment including the essential package for health services policy. The consultant is expected to have in depth understanding and knowledge of medical equipment installation, use, configuration, maintenance etc as well as existing international standards.

· Review the available information on the conditions in the health facilities (water supply, power supply, maintenance facilities)

· Meet with Ministry of Health to establish current policy and approach on health care facility equipment use and management to establish those facts which may affect or guide the procurement and supply of medical equipment under the HSS project with respect to specifications, quality, quantity, restrictions etc

· Confirm and receive from MOH at central level a standard list of equipment for each level of health care facility if available and if not, at the end of the consultancy, prepare a list of equipment for each facility level for endorsement by Ministry of Health in collaboration with Director for Biomedical Services

· Visit project target counties along with MOH and hold discussions with the target county Health Teams & later targeted health facilities to assess existing medical equipment.

· Produce a data base for existing medical equipment which have the following details among others: brand, power consumption, condition (good, poor), functionality, repairability including availability of spare parts, important remark for each equipment

· Prepare Medical equipment supply list with relevant specifications for use and inclusion in tender document for soliciting bids for supply of the approved medical equipment

· Advise Welthungerhilfe Liberia during procurement process of the equipment, installation and commissioning of the equipment. Prepare or recommend a suitable a medical equipment management handbook for use by MOH, County Health Teams and the respective health care facilities

· Prepare equipment consultancy report with contents including: Background/introduction, discussions with key stakeholders ( Project level, MOH central level, County health team level, health care facility level) and results in a suitable format, list of existing equipment for each of the 16 visited health facilities (in hard and soft copy- excel database), list of recommended equipment for each level and justifications for each type of equipment, list of MOH-approved equipment for supply to the targeted health care facility and BOQ for each health facility and the overall BOQ for all equipment to be supplied under the project, conclusions, recommendations. Annexes to include Technical specifications, list of Health care facilities visited, Field visit schedules, signed attendance lists of participants, minutes of meetings

· Perform any other tasks necessary for the achievement of the objective of the consultancy

Your requirements will include:

§ Financial offer, budget incl. fees/honorarium per working day, travel costs, accommodation, per diems all as a lump-sum

§ Technical offer detailing a brief methodology for performing the services based on TOR; workplan, and a summary of your experience in similar assignments. The methodology shall be evaluated and weighted based on its clarity, completeness, fulfillment of the TOR requirements, methods proposed and workplan of not more 25 days spread over 1.5 months for the assignment.

The evaluation of offers will use the Quality and Cost Based Selection methodology as detailed in Annex C of the ToR”.
