The U.S. Agency for International Development (USAID) is at the forefront of the U.S. Government (USG) response in the fight against HIV/AIDS. USAID is a key partner in the President’s Emergency Plan for AIDS Relief (PEPFAR), and works closely with other USG agencies on this multi-billion dollar initiative in developing countries around the world.
The Office of HIV/AIDS (OHA) provides strategic direction, technical leadership, and support to field programs around HIV/AIDS. OHA provides input to decisions concerning the strategic allocation of financial and human resources in the sector and assists in designing, implementing, monitoring, and evaluating HIV/AIDS programs.
The Systems and Program Sustainability Division (GH/OHA/SPS) provides technical leadership and strategic direction on issues related to systems strengthening and financing of HIV/AIDS programs. Under the SPS Division, the Health Workforce Branch (GH/OHA/SPS/HWF) coordinates with relevant USAID offices and Mission teams in support of HRH interventions to achieve and sustain epidemic control.
Human Resource for Health (HRH) has been a key area of investment to advance scale-up of HIV programs across countries. PEPFAR has provided direct support to develop, capacitate and remunerate various clinical and community-based HRH cadres to deliver HIV services. Ensuring performance management and optimal use of this workforce to further advance epidemic control is critical. Building capacity of host-country governments to plan and support required configuration and skill mix of health workforce needed to deliver decentralized services that are strategically integrated into primary health care platforms and provide quality, patient-centered HIV services will be key for sustaining epidemic control.
The Health Workforce Management Advisor (Advisor) provides programmatic and technical support to Headquarters and field staff in order to guide country HRH planning and implementation required to advance epidemic control and to support service delivery requirements to sustain gains. The Advisor supports key components of PEPFAR and USAID health workforce priorities, including advancing performance management of HRH and informing HRH requirements for further decentralization and integration of HIV service delivery. Key technical emphases include workforce development, policy and planning, performance management and client-centered care. The Point of Contact (POC) is the Branch Chief for Health Workforce.
Essential Duties and Responsibilities:
- Develops up-to-date technical guidance for USAID and PEPFAR on HRH staffing and systems interventions requirements for achieving and sustaining epidemic control, including advancement of data-driven planning and monitoring of HRH investments.
- Provides technical assistance to USAID overseas Missions, and PEPFAR country teams to advance performance management of HRH.
- Provides technical assistance to USAID overseas Missions and PEPFAR teams to advance HRH interventions for client-centered care, including the use of innovative technologies.
- Provides technical assistance to USAID overseas Missions and PEPFAR country teams in determining required configuration and skill mix of health workforce needed to deliver decentralized and integrated HIV services to sustain epidemic control.
- Provides technical assistance to USAID overseas Missions and PEPFAR country teams in HRH-related procurement design and implementation, including advancing use of private sector and local partners to implement priority HRH interventions.
- Serves as a USAID implementation subject matter expert (ISME) to several countries providing technical assistance with other interagency staff to PEPFAR country programs on human resources for health.
- Supports coordination across technical areas at both headquarters and in the field to advance HRH priorities for achieving and sustaining epidemic control.
- Supports the management of various activities in the HWF Team portfolio, and provides technical input on HRH-related activities.
- Conceptualizes and designs health workforce activities as part of the annual development of central funding requests.
- Participates in the annual PEPFAR Country Operational Plan (COP) technical review process for health workforce activities.
- Prepares content for presentations and other materials for senior staff within the Bureau for Global Health and its offices, Department of State’s Office of the Global AIDS Coordinator (OGAC), and other PEPFAR implementing agencies.
- Participates in and presents at technical meetings, seminars and conferences for HRH.
Training and Professional Development:
- More fully understand the design and implementation of interventions related to human resources for health.
- Increased knowledge of tools, techniques and frameworks for HRH and HIV service delivery.
- Deepen knowledge of current literature, research, policies and programmatic experiences related to the HIV response.
- Participate in professional meetings as appropriate to the position description.
- Participate in professional continuing education, skills training and professional meetings to enhance relevant technical skills and career development.
- Complete and execute and Individual Learning and Training Plan and Annual Work Plan.
Minimum Qualification Requirements
- Minimum of Master’s degree and 7 years professional experience or Bachelor’s and 9 years or more of relevant experience
- Minimum of 5 years of relevant experience with two or more public health technical disciplines (such as health management, health systems, performance improvement, quality improvement, etc.); job duties/responsibilities generally related to PD requirements.
- Experience in the assessment, design and implementation of HRH interventions, with at least 2-3 years’ experience in an international or resource-challenged setting highly preferred.
- Experience with HRH performance management highly preferred.
- Experience in an HIV/AIDS programmatic context highly preferred.
- Demonstrated familiarity with accepted tools, techniques and frameworks for HRH and HIV service delivery improvement.
- Demonstrated experience in using data to drive strategy, monitoring, and implementation for HRH and service delivery.
- Demonstrated experience in employing creative solutions and use of innovations for tackling HRH challenges.
- Knowledge and experience in using MS Excel and data analytical models and visualization tools.
- Strong oral and written communications skills and the ability to read, analyze, interpret and succinctly summarize data and results. Must have excellent writing skills in English.
- Demonstrated ability to present information effectively and to respond to questions from managers, customers, including the Department of State.
- Demonstrated ability to grasp knowledge of internal processes within USG and other health sector development partners (e.g., thematic priorities, decision-making mechanisms, and preferred funding channels).
- Excellent interpersonal skills and the ability to work with diverse teams and stakeholders including wide range of development partners, including multilateral and bilateral donors as well as the private sector.
- Strong teamwork, multi-stakeholder collaboration and management skills.
- Ability to be effective in high-pressure situations, juggle multiple tasks simultaneously, problem solve in a fast-paced environment and set priorities.
- Detail-oriented with strong organizational skills.
- Ability to travel regularly to developing countries and resource challenged settings, ranging from 10-30%, depending on assigned operational unit.
- U.S. citizenship or US permanent residence with the ability to obtain and maintain a facility access clearance is required.
