    Background

    In Libya, IMC has been operational for since February 2011 and serving to the vulnerable communities from migrants and refugees and IDPs and host-community. IMC has been responding the humanitarian crisis in Libya through medical services and integrated protection activities implemented for two different target groups – migrants/refugees and IDPs. IMC has enhanced the scope of its interventions in Libya and increased the protection and GBV response activities with a multi-sectoral response approach. In partnership with UNHCR and collaboration with other NGO actors, IMC provides medical assistance, protection monitoring, outreach services, and registration under the migrant/refugee response in multiple settings – detention centers, community development centers, disembarkation points (rescue at sea), and registration center. IMC is an integral part of referral pathways with its healthcare service for migrants and refugees. In addition, IMC provides medical assistance to internally displaced population across Libya, and will launch a Women and Girls Safe Space where a multi-service response to GBV cases will be provided for IDP community. Placing a great value on the centrality of protection in humanitarian response, IMC ensures and oversees that protection and GBV are mainstreamed throughout the all program activities – from healthcare response to monitoring and evaluation. For this IMC increases the staff capacity building with technical trainings and constant supervision by the technical specialists.
    Job Purpose

    The Grants Officer will provide support reporting of active grants and processing new potential partners into grantees. This may include identifying deliverables and creating appropriate agreements for field projects. Ensure complete and timely interdepartmental processing to expand current operations. This position will also support the Country Director to identify, screen, and maintain local partnerships alongside the program managers in the field office.

    Main Responsibilities

    • Coordinate with the field staff, and other units within the department, to ensure program goal, objectives and indicators are coherent with International Medical Corps requirements, and reported appropriately.
    • Coordinate with Program Department and any other internal
    • Department in order to develop new proposals according to donors’ template and procedures. Be accountable for the narrative design of any new grant.
    • Coordinate with internal departments to ensure due diligence, specifically with Grants and Contracts management department to ensure agreements are fitting to the context and needs of the local partner.
    • Ensure that programs’ design matches IMC technical minimum standards and MEAL team guidance and tools.
    • Serves as a liaison with local organizations and other stakeholders.
    • Assist in the coordination of detailed plans at the start of funded projects, which is consistent with program documentation (grant document and proposal).
    • Ensure and disseminate information on International Medical Corps small grant procedures, contracts review protocols and country specific strategy.
    • Ensure the compilation, review and submission of timely, compliant and consistent reporting to International Medical Corps’ requirements
    • Flag significant deviation from the program implementation plan and estimated expenditures; alert relevant staff.
    • Administrative and office support activities such as systematically arranging documents (including MOUs, LOUs, Powers of Attorney, as per established Contract Review Protocol) and grants files.
    • Compiling documents according to an established system for audit preparation.
    • Assist in compiling and disseminating grant information necessary to other departments and donors.
    • Prepare reports on programs for donors.
    • Perform other duties as assigned.

    Qualification

    • Bachelor degree in related field. Master degree is a plus.

    Experience

    • Creative and sophisticated writing skills in English is pre-requisite for success in this job
    • Minimum 2 years’ experience in program design and evaluation.
    • Knowledge of Libya or other Arabic countries. Competency List technical expertise and soft skills required including languages)
    • Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and NGOs.
    • Ability to live and work under precarious environment.
    • Complete familiarity with Project Cycle Management.
    • Profound cross-cultural awareness and insight into health care issues.
    • Extremely flexible, and have the ability to cope with stressful situations and frustrations.
    • Demonstrated abilities to deal with difficult program counterparts.
    • Team player and strong communication skills, both oral and written.
    • Proficient in computer applications, especially with MS Word, MS Excel and MS PowerPoint.
    • Eligibility to obtain Libyan visa.
