PURPOSE OF THE POSITION:

The Grant Finance Manager (GFM) is responsible for the financial, compliance and risk management of the UNDP funded project to support the most vulnerable populations in the targeted areas of Mozambique affected by cyclone Idai and Kenneth.

The GFM will lead financial management of the grant supporting the accomplishment of the grant’s objectives as outlined in the proposal. This position has principal responsibility for the representation financial reports of the project to the donor, consortium leadership, World Vision Senior Leadership Team (SLT) and other key stakeholders. Other key responsibilities include budget monitoring and control, sub-grantee management, including ensuring their timely financial reporting, funding and cash flow management, audit facilitation, grant documentation reviews and finance policy implementation.

MAJOR RESPONSIBILITIES:

Financial Reporting & Accountability:

  • Manage and coordinate grants accountants in ensuring production of project grants finance reports in timely and accurate manner in accordance with donor regulations.
  • Provide timely response and feedback on grant financial Issues.
  • Ensure adherence to Labor Distribution and Timesheet policy by staff and producing monthly compliance reports.
  • Ensure project LDR-Payroll reconciliation is done on a monthly basis.
  • Update grants tracker in order to monitor project life and grant budget and design tools to manage this monitoring process.
  • On a monthly basis, review project spending and provide specific explanations on any overspending and action points to address the same.
  • Discuss with project managers grant reports and address any outstanding issues in a timely manner.

Compliance and Budget Management:

  • Ensure budget controls are adequate for all costs that are chargeable to the UNDP grant.
  • Ensure adequate support cost recovery in grant budgets.
  • Ensure spending is within the budget limit to control under/overspending within project.
  • Ensure accurate and fully Coded budgets are posted in SUN in a timely manner.
  • Carry out monthly PBAS budget reconciliation and flagging any necessary commitment follow-ups FD or management.
  • Provide creative solutions to effective grant management within allowable donor and WV framework.
  • Review grant financial and contractual documents for compliance with applicable policy controls.
  • Preparing grant cash forecasts and cash flows.
  • Reviewing grant expenses ensuring that costs charged to the grant are allocable, allowable and reasonable.
  • Ensure adequate record keeping and management.

Staff Supervision and Management:

  • Supervise grant finance teams.
  • Identify capacity gaps within finance team, develop and implement capacity-building plans, monitoring progress thereafter.
  • Conduct regular finance meetings to ensure coordination and successful financial performance.
  • Conduct finance-for-non-finance members training of the grant staff to ensure adequate grant finance capacity, especially for grant team leaders.

Risk Management:

  • Maintain a grant risk register and share with grant leads on a regular basis.
  • Ensure grant compliance with donor regulations, government laws and WVI policies.
  • Adequately account and monitor assets bought by the grant including their treatment at the end of the grant.
  • Review grant procurement contracts ensuring full compliance to avoid questioned costs.
  • Review adequacy of and adherence to internal controls by the grant staff.
  • Facilitate project audit process runs smoothly by providing accurate information in a timely manner.
  • Ensure audit implementation on a day to day basis during grants implementation and providing FD with a quarterly report.
  • Ensure all audit issues picked during internal and external audits are implemented within 90 days.
  • Ensure Sound internal controls are maintained in the financial processes at National Office and field office level.

Funding Management and Record Keeping:

  • Liaise with WVI partnership office for timely and full commitment of funds as per agreed cash planning.
  • Managing funding flow ensuring adequate resources for grant implementation.
  • Ensure Grant Accounting records and their completeness.
  • Ensure relevant financial databases (archives) are up-to-date.
  • Ensure project files (audits, agreements etc) are properly safeguarded.

KNOWLEDGE, SKILLS & ABILITIES:

  • Bachelor’s degree in Accounting/Finance.
  • Relevant professional experience in financial management.
  • Demonstrated understanding of the NGO sector, public sector accounting.
  • 4-6 years of experience focused in the management of grants finance.
  • Demonstrated past experience managing grant finance for UNDP funded projects and regulations.
  • Demonstrated high proficiency levels of computerized accounting systems preferably Sun Systems.
  • Excellent analytical and problem solving skills.
  • Ability to present information clearly and concisely in writing or verbally, with excellent written and spoken English.
  • Ability to negotiate and influence, able to challenge and question.
  • Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments, and physical hardship conditions with limited resources.
  • Membership to a professional accounting body an added advantage.
  • Grant Finance Management certification, especially US Cash Grant Management.
  • Excellent analytical/problem-solving skills and detail-orientation.
  • Excellent computer skills, familiarity with SunSystems, MS Word, Lotus Notes, MS Excel, MS Teams and Power Point would be an added advantage.

Preferred:

  • ACCA, CIMA, CPA, or equivalent professional body an added advantage.
  • Proactive with a positive outlook and willingness to embrace change.
  • Ability to work using own initiative, but knowing when to consult.
  • Relevant experience of the operations and processes of NGOs including financial accounting processes and controls.
  • Portuguese, an added advantage.

Work Environment/Travel:

  • The position requires ability and willingness to travel domestically up to 10% of the time.
