Trócaire has been working in Myanmar since 1995. The Myanmar Country Office in Yangon takes overall responsibility for the implementation of the Myanmar country programme, which focuses on humanitarian response, resource rights, women’s empowerment and peacebuilding. In light of the strong geographic focus of Trócaire’s work in Kachin and Northern Shan States, a field office was opened in Myitkyina, Kachin State, in 2014.

Job Title: Gender Programme Manager (National)

Location: Based in Yangon – with frequent travel to project locations including 40%-time allocation to Kachin

Start Date: July 2020 (two year contract – with possibility extension)

Reporting to : Head of Programmes

Background

Under Trócaire Myanmar’s Country Strategic Plan 2016-2020, Trócaire has articulated outcomes on Women’s Empowerment covering women’s decision making, participation, leadership and gender based violence. The Gender Programme Manager is responsible for overseeing these programme areas, and supporting staff and local partners in implementing these bodies of work.

The gender programme consists of a number of bodies of work supported by multiple donors:

Women’s leadership programme: promoting women’s participation in decision making and leadership particularly in ethnic areas, with strong linkages to resource rights programming, funded by Irish Aid. Focus areas: Northern Shan, Kachin and Tanintharyi.

· GBV prevention and response programme: in Kachin State, meeting the needs of GBV survivors and affected communities, involving psycho-social support and the management of Women’s and Girls’ Spaces, funded by multiple donors including Irish Aid and AA. The programme also includes the implementation of the SASA! methodology for GBV prevention with crisis-affected communities in Kachin, funded by UNFPA.

· Durable Peace Programme: providing critical gender with focus on Women, Peace and Security (WPS) expertise in the European Union-funded Durable Peace Programme consortium, as well as supporting and accompanying civil society partners in implementing innovative and creative approaches to peacebuilding challenge in Kachin and Northern Shan states.

· Livelihoods programme: provide technical and programme support to ensure women are empowered to take on greater responsibility in decision-making, leadership and active participation in livelihoods and nutrition activities.

The Gender Programme Manager will lead a growing dynamic team of four, overseeing alignment to Trócaire’s Women’s Empowerment Framework; quality implementation of projects with approximately 10 partner organisations; donor compliance; and ensuring a strong coherent programme of work with integration across all grants. The Gender Programme Manager will manage a team of six members of staff (3 programme co-ordinators, and 3 programme officers, with 3 direct reports).

Key Duties & Responsibilities

Strategic and Technical Programme Development

· In close coordination with relevant team members; define, implement and oversee a coherent vision for Trócaire’s Gender work within the country programme including Strategic Planning and advocacy.

· Ensure alignment of Trócaire Myanmar’s programming with Trócaire’s global organisational Strategic Plan and share learning from the Trócaire Myanmar programmes that supports strategic thinking at an organisational level.

· Ensure that programme approaches are consistent, technically sound and effective, drawing on both evidence-based strategies and innovative approaches.

· Represent Trócaire at relevant external fora and ensure the flow of information internally.

Programme Management and Quality:

· Lead and provide technical support to programme staff to ensure that the programmes are designed, implemented, monitored and evaluated within the Trócaire Programme Management and Accountability Framework (PMAG) and ensuring donor compliance.

· Liasing with the MEAL team to ensure MEAL requirements are met, data analysed and used to inform programme implementation proactively.

· Lead regular programme reviews with relevant team members, ensure that programmes are on track and challenges are analysed and addressed.

· Co-ordinate programme staff to deliver high quality Annual Programme Reviews and donor reports that provide clear evidence of progress (or lack of) in line with donor requirement. Ensure the reports are used for programme management, and ongoing learning and adaptation, as well as to highlight case studies for communication and advocacy.

· Maximise linkages and opportunities for integration of the Gender programmes across the Myanmar country programme, and actively coordinate with with the Resource Rights, WASH and Livelihoods programmes, and drive further integration.

· Liaise with the Capacity Building Co-ordinator to ensure partner organisations have systematic ‘Institutional Capacity Building Plans’ in place including safeguarding support.

**
Finance & Funding**

· Co-ordinate with the finance team to ensure financial systems, monitoring and reporting are clear and function in programme partners across grants.

· Proactive budget management including monitoring expenditure and exchange rate fluctuations.

· Provide the necessary support to the finance/programme officers to take appropriate actions if problems with financial management or organisational governance are identified.

· Jointly with the Business Development Unit ensure that finance/programme officers are familiar with internal, and where relevant external (e.g. back donor), financial management guidelines and policies, including fraud policies, and that these are adhered to.

· Proactively identify possible funding opportunities in-country and coordinate with the ‘Business Development Unit’ and the programme team to grow the programme.

Human Resource Management**

· Line manage team members, ensuring that all are clear on the change to which they are contributing and on their roles and responsibilities in line with Trócaire’s performance management framework and HR policy.

· Support, mentor and coach team members as part of their professional development and to help them to be highly effective in their work.

· Establish a team approach to programming, ensuring that programme staff work together to share learning and to exchange skills.

· Ensure regular team meetings for information exchange and strategic discussions as well as to facilitate rolling out of organisational programme processes and policies within the Gender team.

· Ensure that all programme staff complete an induction process that equips them to confidently and effectively deliver on their role.

Others

· Collaboration across the Trócaire country programme.

Person Specification – Essential (E)

(E) Qualification

· Master’s degree in Gender and Equality Studies, International Development, Economics, Social Work, Psychology, or other relevant field of study

(E) Experience

· 7 years of programme management experience in similar roles and Gender programming experience

· Experience managing a portfolio of donors, projects and partners;

· Knowledge and experience of best practice programming in the areas of women’s participation and gender-based violence is essential;

· Knowledge of the SASA! Methodology would be desirable;

· Knowledge of accountable governance and access to justice programming would be desirable;

· In-depth understanding of programming in a partnership model, working in a partnership-based NGO;

· Solid experience of managing teams in a multi-cultural environment and playing a leadership role in ensuring cohesiveness, inclusion and development of staff at all levels;

· Demonstrable experience of working of managing large and complex donor grants, particularly EC, AA and UN funded projects;

· Experience playing a coordination role with donor funded consortia;

· Excellent management, project planning, organisational, interpersonal, and communication skills;

· Experience working with capacity building of local NGOs;

Knowledge and experience of complex budget management.

· Demonstrated ability to manage multi-cultural teams of national and international staff well, and to implement performance management effectively;

· Demonstrated ability to manage budgets and financial systems on a significant scale;

· Ability to transfer skills and knowledge through, training, mentorship and accompaniment;

· Familiarity with standards and guidelines for GBV/SASA! programming and coordination as well as guidance on protection, MHPSS and GBV interventions;

· Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs;

· Ability to exercise sound judgment, to remain flexible to a changing environment, and to make decisions independently;

· Strong communication skills, both oral and written; fluency in English (local language skills an asset);

· Strong computer skills: must be competent in the use of Windows, MS office programs (Word, Excel). Salesforce and Citrix for milestone an advantage.
