The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR’s assistance projects and other activities are implemented in participating States in accordance with ODIHR’s mandate.

Tasks and Responsibilities

Under the overall guidance of the Head of the Tolerance and Non-Discrimination Department, and the direct supervision of the Deputy Head, Tolerance and Non-Discrimination Department, the Gender Adviser for Tolerance and Non-Discrimination will advise on issues relating to gender-based hate crimes and tolerance and non-discrimination issues related to gender and provide guidance and assistance in respect of developments affecting the above-mentioned issues throughout the OSCE region. In particular, the incumbent performs the following functions:

Providing advice and analysis on all issues related to gender-based hate crime and gender or gender-related discrimination by preparing reports, background materials and talking points for the Head of the Tolerance and Non-Discrimination Department and the ODIHR management; Providing analysis of incidents motivated by gender or gender-related discrimination, with a particular focus on the response of governmental authorities to such incidents; Developing and managing all projects and activities aimed at ending gender-based hate crimes and gender or gender-related discrimination; Collecting and analysing information from throughout the OSCE area on best practices for preventing and responding to gender-based hate crime and gender or gender-related discrimination based on information from OSCE participating States, international institutions and NGOs; Establishing and maintaining contact with governmental authorities and national, regional and international organizations on issues and programmes related to efforts to end gender-based hate crime and gender or gender-related discrimination; Performing other related duties as assigned.

Necessary Qualifications

  • First-level university degree preferably in international relations, gender studies, political science, social sciences, law or other disciplines related to human rights;
  • At least six years of progressively responsible experience at national and international levels in the human rights field;
  • Practical experience in research, monitoring and reporting on hate-motivated incidents and discrimination;
  • Demonstrated understanding of issues relating to gender and gender-related discrimination;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Demonstrated experience in project design and implementation;
  • Familiarity with regional and international initiatives to end gender and gender-related discrimination and intolerance and experience in the development and implementation of educational programmes addressing discrimination and promoting tolerance;
  • Excellent knowledge of UN, Council of Europe, EU and OSCE human rights standards;
  • Computer literate with practical experience with Microsoft applications;
  • Professional fluency in the Englsih language, both oral and written as well as excellent communication skills; knowledge of another OSCE language is desirable;
  • Ability to work in a team and to establish and maintain effective working relationships with people of different national and cultural backgrounds.
