Organizational Setting

Since its endorsement by the Inter-Agency Standing Committee (IASC) in December 2010 and its functional set-up in April 2011, the global Food Security Cluster (gFSC) has been successful in creating a conducive environment for global partners to discuss food security operational and policy matters. It has been instrumental in developing tools and providing guidance and support to countries affected by humanitarian crisis.

The gFSC is led by FAO and WFP. Over 40 international non-governmental organizations (NGOs) and the international Federation of the Red Cross and Red Crescent Societies (IFRC) are active members at global level. The cluster focuses on coordination of food assistance and livelihood humanitarian interventions.

Overall, food security is the largest sector in humanitarian response, as it represents 35% of funding requirements through the global humanitarian appeal. The average profile of a country food security cluster is a group of 68 partners targeting two million food insecure people and managing a sector appeal of US$ 250 million yearly.

Following the 2016 World Humanitarian Summit, the Global Network Against Food Crisis was established. FAO and WFP, with the support of the EU, aim at operationalizing the Global Network Against Food Crisis with a view at addressing food crises in a sustainable manner expected to have a catalytic effect for what concerns the humanitarian-development-peace (HDP) nexus trough evidence-based, context specific actions and strategic partnerships at all levels. The component 3 of the project will particularly take care of the ‘strategic programming work-stream objective’ supporting the generation of country level FSN/SDG2 coordinated action plan for West Africa. More specifically by capitalizing on a stronger evidence base and on strengthened existing coordination mechanisms (such as food security and nutrition clusters integration with national development coordination mechanisms – sectors – at national and sub-national level) this work stream aims at supporting joint planning.

Reporting Lines

The Food Security and Nutrition Specialist reports to the global Food Security Cluster Coordinator. His/her work will be daily managed by the Global Food Security Cluster Officer in charge of the Partnership Programme pillar III. During field missions, the incumbent will work under the supervision of the Country Food Security Cluster Coordinator.

Technical Focus

Compile and analyze food security and nutrition existing analytical tools and programmatic practices, to provide exhaustive guidance for use and identify opportunities for tools along with practice integration that will ease integrated use in the field.

The incumbent also provides required IM support to enable joint planning around the humanitarian, peace, development nexus in pilot countries.

Tasks and responsibilities

Food Security and Nutrition Specialist, with the support of WFP and FAO technical service as well with other FSC and Nutrition Cluster partners, will lead a comprehensive review of analytical tools and programming and monitoring practice aimed at supporting coherent and technically sound program integration. Specifically, he/she will:

  • Identify and compile food security emergency and development response activities for different humanitarian context.
  • Provide technical analysis and classification of the food security emergency and development response activities and analytical tools to include humanitarian, development and peace approach in the food security response plan.
  • Work in a participatory manner with all available food security and nutrition actors to integrate technical advices from specialists and products owners.
  • Develop an integrating framework to orient/guide action integration in food security action plan
  • Proactively contribute to sharing information, preparing progress and technical reports and other information and advocacy products.
  • Test and support programmatic integration during field travel mission, as requested.
  • Support consolidation of lessons learning coming from piloting countries and support the generation of a protocol for collective planning.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree (Master’s or equivalent) in statistics, economics, relevant social or natural sciences or other related disciplines relevant to the mandate of the Organization;
  • Minimum 5 years of proven experience in food security and nutrition analysis, in response analysis and mapping and more generally in data management and in preparing analytical communication documents;
  • Working knowledge of English (level C) and French (level C).

Technical/Functional Skills

  • Able to work under pressure and adapt to an evolving and complex humanitarian context and within multidisciplinary and different cultural background teams;
  • Ability to assess damages and needs in the field and formulate appropriate response options;
  • Familiarity with Theory of Change approaches and capacity to guide groups along the ToC creation and testing process;
  • Familiarity with or training in the following assessment phases and tools included in the FAO Phased Assessment Framework: MIRA I and II, detailed/sector-specific needs assessments (household food security/livelihood, livestock, seeds, fishery, forestry), market analysis (e.g. EMMA or MIFIRA), Post Disaster Needs Assessment (PDNA) and/or Damage and Loss Assessment (DaLA), Recovery and Peace Building Assessment (RPBA); and Livelihood Recovery Assessment (LRA).
  • Experience in formulation, coordination, implementation, data analysis and interpretation, and reporting for assessment and analysis processes;
  • Experience in using statistical software for data analysis such as Microsoft Excel, R, STATA and/or SPSS;
  • Experience in performing response analysis and intervention mapping;
  • Experience in coordinating needs/requests from a large number of stakeholders;
  • Excellent communication skills, both verbal and written;
  • Effective team leadership and decision-making skills with strong individual planning capacity;
  • Knowledge of humanitarian principles.
