  • Under the overall guidance and supervision of the Security Adviser (SA), the Local Security Assistant assists in the implementation of security operations and all matters relating to the management of safety and security for UN personnel in the country or in the region of assignment.

     

    Summary of key functions:

     

    • Assists the SA in collecting, updating and communicating information regarding the security situation in the country/region of assignment;
    • Assists in maintaining the Area Security Plan, Security Risk Management (SRM) including updating staff lists and related security contacts;
    • Supports the SA with the assessment of Operational Security Standards related to country Security Risk Management (SRM);
    • Assists in reporting security incidents affecting UN staff, offices and assets; and report related incidents affecting UN staff to local authorities; 
    • Organizes and delivers training courses on security awareness and preparedness;
    • Assists in preparing and ensuring Residential Security Measures (RSMs) for UN personnel’s accommodation; office safety, and security preparedness;
    • Provides general administrative assistance to the SA;
    • Performs any other duties as assigned.

     

     

    1.  Assists the SA in collecting, updating and communicating information regarding the security situation in the country:

     

    • Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations and other non-State actors in the area of operation;
    • Helps to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the SA;
    • Communicates information on security to the heads of United Nations agencies and provides host country security advice to UNDSS in the absence of the SA, as required;
    • Maintains regular contacts with Security Focal Points of UN agencies;
    • May be requested to provide technical assistance at SMT meetings, in the absence of the SA.

     

     

    2.  Assists in maintaining the Security Plans, including updating staff lists:

     

    • Helps in the preparation and review of the UN Security Plans;
    • Supports actions during the implementation of the Security Plans, as required.

     

     

    3.  Assists the SA in monitoring compliance with SRM measures approved by the Security Management Team that include Residential Security Measures (RSM).

     

    4.  Assists in reporting security incidents affecting UN staff, offices and assets, and assists in the preparation and submission of mandatory security reports, including the Country Briefing Note, Significant Security Incident Report System (SSIRS), Staff Lists and Security Risk Management process.

     

     

    5.  Provides support in organizing and conducting training courses on security awareness and preparedness and providing security orientation to newly assigned staff members. Conducts security briefings, as required.

     

     

    6.  Performs other security-related tasks assigned by the SA:

     

    • Provides support in conducting security evaluations and advice on security measures for the residences as identified in Residential Security Measures (RSM) as well as on latest trends and threats to staff safety and security;
    • Undertakes security assessment missions to the countries within the geographic area of responsibility;
    • Establishes and maintains the warden system and keeps up to date information related to UN offices and residences;
    • Maintains liaison with commercial companies used for security at UN offices and residences, in order to ensure the effective and efficient use of the guard force.

     

     

    7.  Provides general administrative assistance to the SA:

     

    • Maintains routine and confidential correspondence files/documents;
    • Maintains a database on contact details in relation to host country security authorities;
    • Arranges appointments, receives visitors, places and screens telephone calls and answers queries with discretion, and takes minutes and/or notes at meetings;
    • Assists the SA in maintaining office finance records;
    • Assists the SA in maintaining online related security database and information;
    • Maintains the required communication and interact with relevant UN units at country office level who provide support to UNDSS operation.

    Secondary education.  Diploma or University Degree desirable, but it is not a requirement.

     

     

    Six (6) years of experience working in security, preferably in the military or police context or related field of work. Prior experience with the UN system or an international NGO is desirable.

     

    Fluency in English is required.  Fluency in the national language of the duty station is required.

    • Knowledge of HF and VHF radio operation;
    • Knowledge of online electronic application related to security work;
    • Experience in diplomatic security and protection is considered as an asset;
    • Knowledge of host country safety codes;
    • Solid computer skills (MS Word, Excel, Access and PowerPoint);
    • Experience in finance and administrative process is desirable;
    • Possession of a valid driver’s license;
    • Ability to travel and drive;
    • Physically fit.
