We are currently seeking qualified candidates for the position of: Procurement and Administration Officer for the USAID Enhancing Quality of Healthcare Activity (EQHA).  This is a five-year project, led by FHI 360 and partnership with Population Services International (PSI), the International Training and Education Center for Health (I-TECH) of the University of Washington, Meridian Group International, and mClinica that aims to  engage and empower national and provincial leadership as well as public and private healthcare managers and providers to collaboratively improve the quality and safety of health services, strengthen systems and increase service utilization.

We are currently seeking qualified candidates for the following position for EQHA Project. The position will be based in Phnom Penh, Cambodia with traveling to provinces when required.

The Procurement and Administrative Officer is responsible supporting all members of EQHA team on procurement, logistic, and administrative work to deliver efficient and effective program implementation and maintaining day-to-day operations of EQHA project. The Procurement and Administrative Officer will work closely with FHI360 Operations Support Team and coordinate with other Program/Technical Officer to procure high quality products, services, and supplies in a fast-paced environment and work closely with finance, administration, and program staffs to ensure smooth and high quality execution of FHI360 supported activities. S/He will review procurement’s and administrative supporting documentation for completeness, accuracy, and communicate with stakeholders (sub-grantees, consultants, suppliers, etc.) to keep them informed of the status of payments, invoices, etc., and inform them of changes required to ensure compliance with FHI360 policies and donor requirements. The Procurement and Administrative Officer will report to Director for Operations/Family Planning in Private Health Sector and support her to develop and maintain healthy and friendly workplace.

Minimum Requirements:

  • Bachelor’s Degree in commerce, law, finance, administration, or a related field, with at least 5 years of relevant experience. 
  • Five or more years of progressive experience in the area of procurement, administration and finance.
  • Familiarity with USAID and Global Fund procedures and procurement processes.
  • Experience with health and development programs in developing countries an asset.
  • Knowledge on operationalizing guidelines and procedures.
  • Good interpersonal skills.
  • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance.
  • Ability to negotiate and find acceptable solutions when problems emerge.
  • Well-developed written and oral communication skills.
  • Ability to manage activities, set realistic priorities, and plan for the successful implementation of programs.
  • Ability to work independently and be self-initiative, positive and cheerful personality
  • Strong planning, organizational and scheduling skills, and filing
  • Computer literate with strong skills in the use of Computer literate with strong skills in the use of Microsoft Office software (Word, Excel, Powerpoint); willingness and ability to learn new programs as required.
