FHI 360 serves more than 70 countries and all U.S. states and territories. We are currently seeking qualified candidates for the position of Sexual Exploitation and Abuse (SEA) Investigator.

Job Overview/Summary:
Reporting to the Chief Compliance Officer, the SEA Investigator, will assist the Office of Compliance and Internal Audit (OCIA) in conducting investigations into allegations of abuse, exploitation and other forms of misconduct committed by FHI 360 personnel against adult and child beneficiaries. This includes but is not limited to allegations related to sexual exploitation and abuse and other forms of misconduct such as sexual harassment and discriminatory conduct toward beneficiaries or host community members. In consultation with other FHI 360 staff, the position will provide feedback and recommended changes to FHI 360 policies and practices to help prevent incidents of abuse or exploitation and strengthen our response and investigation protocols.  The position will work with other FHI 360 functional areas and programs to support our partners, sub-grantees and other agencies in fostering a work environment that minimizes the potential for abuse, exploitation and other forms of misconduct.

This position will play a key role in meeting these commitments by furthering a critical mission of the OCIA – to safeguard our employees, beneficiaries, and resources from misconduct and abuse in challenging and high-risk operating environments. As the investigations will involve transactions, individuals and locations and staff around the world, the position may/will require travel, when practicable again, for coordination with investigation teams, forensic specialists and external contractors as required.
 

Job Summary/ Responsibilities:

  • Develop an SEA Investigation Protocol that aligns with FHI 360’s safeguarding policies, the OCIA’s standards of practice, and international normative guidance and best practices for investigating SEA cases in humanitarian and development contexts.

  • Undertake investigations of allegations of abuse, exploitation, and other forms of misconduct against beneficiaries.

  • Ensure objectivity, impartiality, and fairness throughout investigative processes in accordance with generally recognized international investigative standards and FHI 360 guidelines.

  • Taking a survivor centered approach, formulate investigation plans, review and analyze all information to determine its relevance and reliability, conduct interviews with staff and other involved parties, record interviews, obtain and analyze potential documentary and electronic evidence, conduct investigative research, prepare draft investigation reports, and present investigative results in a clear written form.

  • Prepare reports, ad hoc briefs, and analysis of trends over time pertaining to investigations in coordination with the Director for Investigations, to the Safeguarding Committee, Senior Leadership, the Board of Directors, and others as appropriate.

  • Work with Human Resources regarding staff support, duty of care, local laws and potential employee discipline or separation of employment.

  • Support the preparation of work plans and the prioritization of investigative work in consultation with OCIA leadership. Work with, monitor and assist the work of contracted specialists as appropriate.

  • Coordinate with other FHI 360 staff and provide input to ensure that safeguarding procedures and policies for prevention and response are complementary. 

  • Work on other misconduct investigations and OCIA projects as requested.

Qualifications:

  • Education: Bachelor’s degree required in business, public health, international development, social work, psychology, or related field.

  • Certified Investigator preferred.

  • Investigation of sexual exploitation and abuse related training preferred

Work Experience:

  •  5+ years of experience conducting sexual exploitation, abuse, and other misconduct investigations in challenging environments, and in the locations where FHI 360 operates.

  • Experience in the nonprofit, NGO sector, or grant-supported organizations, or the inspector general function within a large government organization.

  • Extensive experience working with children and vulnerable adults, including demonstrable experience of undertaking difficult interviews and investigations, with sensitivity.

  • Experience working with investigation teams in distant locations and insecure environments.

  • Experience examining forensic evidence; electronic evidence and working with computer forensic specialists.

  • Experience conducting survivor-centered investigations, interviews with witnesses and subjects; Experience drafting for issuance and disclosure, written reports of investigation.

  • Travel to insecure environments required.

Demonstrated Skills and Competencies:

  • Must have excellent communication, diplomacy, and negotiation skills.

  • Knowledge of investigation principles and techniques associated with sexual exploitation and abuse.

  • Excellent judgment and discretion to maintain confidentiality.

  • Knowledge and expertise related to the investigation of other forms of misconduct (such as discrimination, harassment, conflicts of interest, fraud, collusion, bribery, and corruption) is especially helpful.

  • Must have the ability to quickly create trusting relationships and maintain objectivity.

  • Fluency in French, Spanish, Portuguese, or Arabic is helpful.

  • Excellent writing and report drafting skills.

Working Environment:
* Position can be based in any country where FHI 360 works, telecommuting with periodic visits needed to Washington, DC
* Travel 25% or more to developing countries including insecure environments
