We are currently seeking qualified candidates for the position of Chief of Party for an anticipated multiyear USAID Asia: Assistance to Ethnic Tibetans in People’s Republic of China. The goal of the activity is to improve the utilization of health services by Ethnic Tibetans as well as increase economic opportunities and improve sustainable natural resource management on the Tibetan Plateau.

**This position is subject to project award and funding.

Position Description:

The COP will provide strategic technical and managerial leadership for all components of the program to ensure quality and timely implementation of the award. The COP will ensure close coordination with and leverage other relevant initiatives of USAID, local governmental institutes, and the private sector. S/he will oversee and be responsible for the financial and administrative compliance of the project including supervision, support, and direction to managerial and technical staff. S/he will regularly interact directly with USAID/RDMA to coordinate program direction to ensure strategic alignment, collaborative learning, and adaption.

The Chief of Party (COP) will be the key point of contact for this project with USAID regarding day-to-day implementation and management matters relating to the activity. S/he will also have the overall responsibility for assuring that all implementation approaches are technically sound and appropriate, and for adequately managing and supervising all work performed under the award. The COP is responsible for ensuring compliance with FHI 360 policies and procedures and USG rules and regulations. The COP will be responsible for ensuring sub-awardee compliance and monitoring quality of program implementation. The position will be based in Beijing, China.

Key Responsibilities:

  • Provides overall project leadership, management, and technical direction while ensuring compliance with USAID requirements, U.S. government regulations, and FHI 360 policies and procedures;
  • Leads the project team, technical and operational/financial aspects of the project, including planning and implementation; ensuring clarity over plans and priorities, and encourages effective teamwork;
  • Liaises with USAID/RDMA, local government institutions, civil society organizations, and other partners to coordinate activities and facilitate monitoring and reporting of project objectives and achievements;
  • Liaises with USG partners and other donors and implementing agencies to ensure coordination of and synergy with other USAID/RDMA related activities;
  • Oversees report preparation to meet USAID and corporate reporting requirements to document program performance and monitor overall award compliance;
  • Leads preparation of project deliverables, including annual work-plans and project activity updates, and other project-related communication and reporting materials in accordance with USAID deadlines;
  • Supervises all project staff, including ensuring field staff regularly prepare and accurately update performance data;
  • Represents the project at regional, national and international fora, including technical conferences, policy briefings, etc.;
  • Provides guidance and mentoring to managers and staff to achieve project goals and develop national leadership capacity.

Minimum Requirements:

  • Minimum Bachelo’rs degree (although Master’s degree highly preferred) or its international equivalent in a relevant field of study, such as International development, public health, economic development, economics, public policy, public administration, business administration, or other related field;
  • S/he shall have at least 10 years of experience in managing and implementing health services or public health programs in developing countries, and specifically in a senior manager/leadership position;
  • Possesses significant experience in managing donor supported development projects of similar size and complexity;
  • Possesses significant experience in relevant areas such as health services and public health;
  • Possesses strong facilitation, communication, collaboration and leadership skills and a proven track record of interacting and working effectively with private sector and government actors on public health services issues;
  • Exhibits effective personnel and resource management, coordination, and decision-making skills along with an ability to troubleshoot complex problems and challenges;
  • Professional experience in the People’s Republic of China and in managing multi-stakeholder programs including private sector, government, academia and civil society is preferred;
  • Prior experience as a COP is preferred;
  • Knowledge of social, political, and economic context and ethnic minority issues in the PRC is preferred;
  • Fluency in English is required.
