This consultancy does not require INTERSOS office duty station except for in person meetings, workshop or training with specific staff from INTERSOS and PSEA Network co-chairs or focal points. As such, the Consultant is expected to work from home preferably in Jordan.

General context of the project

INTERSOS is an independent Italian non-profit humanitarian organization committed to assist the victims of natural disasters and armed conflicts. Its activities are based on the principles of solidarity, justice, human dignity, equality of rights and opportunities, and respect for diversity and coexistence, paying special attention to the most vulnerable and unprotected people.

INTERSOS has been present in Jordan since 2007, with its main office in Amman and programs of activities all over the country in support of Syrian refugees. Since 2012 Intersos is partnering with several donors, among which UNICEF, ECHO and OCHA in assisting refugees from Syria and most vulnerable among Jordanian population.

General purpose of the position

INTERSOS is leading a project, funded by OCHA Jordan Humanitarian Fund for the implementation of the project Protection from Sexual Exploitation and Abuse: Strengthening Social Protection Systems of Most Vulnerable Syrian and Host Communities”, which aims to improve social protection services in all governorates affected by the Syria crisis by strengthening interagency and national organization’s PSEA systems.

This is to be achieved through enhancing capacities of PSEA Task Force including national organizations, and innovative child-friendly and inclusive of disabilities information material will be developed in this project. Awareness raising sessions will also be conducted to most vulnerable populations including persons with disabilities and elderly using the curriculum and animation material. Such outputs will be realized through the development of curriculum for the training of trainers with topics including PSEA policy, establishment or enhancement of functional complaints mechanism, stricter measures on recruitment procedures, as well as integration of SEA awareness using animation in various organization’s community-based activities.

Adapting to the global COVID-19 crisis where most humanitarian interventions are affected, activities and methodologies of this project will mostly be done remotely.

This project is to be implemented over a period of six (6) months in Amman Governorate and the consultant is expected to work within 3.5 months of the duration of the project.

Main responsibilities and tasks

For the development of ToT curriculum and innovative material for SEA awareness curriculum, the Consultant will employ a mix methods approach comprised of desk review of international standards and national guidelines, remote consultation meetings with PSEA task force, and remote consultation workshops (FGDs) with most vulnerable communities comprised of women, men, boys and girls inclusive of persons with disabilities and elderly. Tools and specific methodological approach will be discussed and agreed between INTERSOS and the Consultant.

The innovative material that will be developed in this project is a SEA Animation which will be outsourced. INTERSOS will hire the expertise of an anime artist. The animation material is part of the SEA awareness curriculum (In English and Arabic) to be developed by the Consultant. The curriculum will have a separate module for children including children with disabilities that will employ child friendly language and approach such as games and arts. There will be a separate module for adults including adults with disabilities. These modules should be able to cover either in person sessions with affected populations or through use of social media platforms. The consultant will develop a compendium of FAQ with responses based on the consultations and training as part of the PSEA toolkit (which is a knowledge hub on PSEA).

A formal/remote presentation of the curriculum will be presented to key staff of INTERSOS and PSEA Network. Two ToTs of the PSEA Task Force and National Agencies will be organised by INTERSOS and facilitated by the PSEA Consultant.

The Consultant is to conduct in person or remote coaching/mentoring of selected interagency and national PSEA task force members in the establishment/enhancement of their PSEA policies and mechanisms. Complete a report of each training event, including feedback from participants and follow up recommendations, if relevant.

The draft curriculum will be revised accordingly from comments/inputs during the in person or remote consultation meetings and workshops and also from comments during the in person or remote ToT and implementation of SEA awareness sessions with beneficiaries.

The Consultant shall submit a final report of the processes in the development of curriculum, ToT and mentoring report and the final curriculum to INTERSOS.

The Consultant should keep the INTERSOS team regularly informed of progress on key issues arising that may require additional direction or suggestions for other key informants or reference materials and training and mentoring activities.

Deliverables:

  1. An inception report with detailed workplan

  2. PSEA Training of Trainers Curriculum / Toolkit in English and Arabic

The PSEA Training of Trainor Curriculum is intended to be an analytical yet practical and user-friendly curriculum detailing key messages, best practices as well as mechanisms, procedures, tools in developing policies, establishment of complaint mechanism and conduct of SEA awareness sessions separately for children and adults inclusive of persons with disabilities. It shall include pre and post-test tools. The curriculum will be drafted and finalized both in English and Arabic.

  1. Conduct either in person or remote consultation meetings with PSEA network

  2. Conduct either in person or remote consultation workshops with beneficiaries for the development of SEA awareness session

  3. Facilitate 2 PSEA focal point either in person or remote ToT for international and national organizations

  4. Submit PSEA ToT evaluation report to INTERSOS

  5. Conduct either in person or remote coaching/mentoring of selected PSEA network members

  6. Submit final report of all processes including coaching and mentoring activities

Consultancy Quality and Ethical Standards

The Consultant should be impartial and ethically and technically accurate, providing sufficient information about PSEA ToT, analysis and interpretation methods. Consultant shall adhere to INTERSOS PSEA and Child Protection Policies and signs the confidentiality agreement. Stakeholders should be consulted and meaningfully involved in the curriculum development. Consultant should closely cooperate with the INTERSOS implementation team in Jordan and take into consideration their feedback and recommendations.

Required profile and experience

  • A university degree and post-graduate level in the social sciences or other relevant field of study

  • Postgraduate degree (MA or LLM) in International Human Rights or International Humanitarian Action an asset

-Significant experience in coordination, curriculum design, implementation, capacity building

  • Demonstrated excellent analytical, writing and reporting skills

  • Ability to manage the available time and resources and to work to tight deadlines

  • Understanding of donor requirements and independence from the parties involved

  • Minimum of 5 years of experience on advisory role or consultancy on PSEA projects (verifiable list of consultancies conducted in the past required);

  • Fluency in written and spoken English and Arabic
